HomeMy WebLinkAbout2005-05-09 Board of Selectmen Executive Minutes _ BOARD OF SELECTMEN EXECUTIVE MINUTES MAY 9, 2005 EXECUTIVE SESSION: The Executive Session convened at 6:05 p.m. ATTENDANCE: The following were present: Rosemary Connelly Smedile, Chairman; James Xenakis; Donald Stewart;Thomas Licciardello, Mark Rees, Town Manager; Ray Santilli, Assistant Town Manager, Town Counsel Thomas Urbelis. Mark J.T. Caggiano was absent. The Board of Selectmen was individually polled and each voted to move into Executive Session. Vote approved 4-0. Collective Bargaining The Town Manager informed the Board that the state allows a representative of the Town to sit on School Collective Bargaining meetings for School Union Contracts, The Town Manager did this three years ago. The Board discussed this would benefit the Town by knowing what is being proposed as compensation, health insurance and other issues. Donald Stewart made a MOTION, seconded by James Xenakis, to designate James Xenakis to attend and represent the Board of Selectmen at the collective bargaining meetings for school union contract. Vote approved 4-0-0. Approval of Minutes James Xenakis made a MOTION, seconded by Donald Stewart, to approve and AMEND Executive Session Minutes of April 25, 2005 to reflect including inviting representatives of the Conservation Commission to set on committee to rewrite conservation regulations. Vote approved 4-0-0. James Xenakis made a MOTION, seconded by Donald Stewart, to release Executive Session Minutes of April 25, 2005 regarding the Plisinski matter. Vote approved 4-0-0. Conservation Commission The Town Manager said that the chairman of the Conservation Commission offered to meet with the Board of Selectmen. The Conservation Commission minutes did not reflect the same result. Town Counsel Thomas Urbelis is concerned about the litigation and he knows what is going on between the boards. Discussions about the Plisinski case should be done in Executive Session,the purpose of the Executive Session is that the negotiating position of the Town would be compromised. James Xenakis made a MOTION, seconded by Donald Stewart, to invite all members of the Conservation Commission to an Executive Session and then move the meeting to Open Session. Vote approved 4-0-0. Selectmen asked Town Counsel to advise the Board what could be discussed and what could not be discussed in Open Session ADJOURNMENT: Donald Stewart made a MOTION, seconded by James Xenakis, to move out of Executive Session.
