HomeMy WebLinkAbout2005-07-25 Board of Selectmen Executive Minutes ^ BOARD OF SELECTMEN EXECUTIVE MINUTES JULY 25, 2005 EXECUTIVE SESSION: The Executive Session convened at 7:00 p.m. ATTENDANCE: The following were present: Rosemary Connelly Smedile, Chairman; Donald Stewart; Mark J.T. Caggiano; Thomas Licciardello, Mark Rees, Town Manager; Ray Santilli, Assistant Town Manager. The Board of Selectmen was individually polled and each voted to move into Executive Session. Vote approved 4-0. Barpainino with Non-Union Employees Selectman Caggiano requested the possibilities of implementing a sick leave bank for all municipal employees, union and non-union. The sick bank would only be used for catastrophic illness. Assistant Town Manager Ray Santilli provided information on the current status of sick leave banks that are mandatory subjects of negotiation for union employees. Santilli also pointed out the advantages and disadvantages from an overall management perspective. Currently, Human Resources is in the process of working with a consultant to draft a comprehensive personnel policy to replace the outdated personnel bylaw. Non-union employees are also offered short-term and long-term disability insurance as an alternative if needed for a sickness or accident. Selectmen suggested taking a survey of other cities and towns that have exempt laws of sick leave and make a comparison. Ray Santilli would continue working of this and wrap this into the overall discussions with the personnel policy and report back to the Board. ADJOURNMENT: Mark Caggiano made a MOTION, seconded by Thomas Licciardello to move out of Executive Session. Vote approved 4-0. Respectfully submitted, Adele J. Johnson, Administrative Secretary
