HomeMy WebLinkAbout2005-09-06 Board of Selectmen Executive Minutes BOARD OF SELECTMEN EXECUTIVE MINUTES SEPTEMBER 6, 2005 EXECUTIVE SESSION: The Executive Session convened at 7:00 p.m. ATTENDANCE: The following were present: Rosemary Connelly Smedile, Chairman; James Xenakis; Donald Stewart; Mark J.T. Caggiano; Thomas Licciardello, Mark Rees, Town Manager; Ray Santilli, Assistant Town Manager. The Board of Selectmen was individually polled and each voted to move into Executive Session. Vote approved 5-0. Interview of Police Officer Lateral Transfer Candidates Currently there are three police officer vacancies and a possible fourth in the near future. In order to fill some of these positions, the Chief requested to do lateral transfers from other police departments. The Board of Selectmen interviewed two candidates who requested consideration of a lateral transfer to the North Andover Police Department. Candidates Thomas E. Donovan, 17 Ivan Giles Road, Salem, NH and Katherine A. Knab, 150 Mediterranean Drive, Weymouth, MA were asked various questions by the board during their personal interviews. When the candidates were dismissed, the Board discussed both candidate's qualifications and years of experience and what the town could benefit from these two officers. Mark Caggiano made a MOTION, seconded by Donald Stewart, to approve the two officers to authorize the Town Manager to hire these two officers and negotiate a salary. Vote approved 3-1-1. Donald Stewart opposed and Rosemary Smedile abstained. FEMA Update Chief Dolan said that FEMA has asked Fire Fighters to volunteer in Louisiana in an effort to help with operations and cleanup from the devastation of Hurricane Katrina. Six fire fighters have said that they would be willing to volunteer. The Chief says that the Town cannot afford the cost or the liability of letting any employees leave because the town is at minimum staffing levels already. ADJOURNMENT: James Xenakis made a MOTION, seconded by Thomas Licciardello to move out of Executive Session. Vote approved 5-0. Respectfully submitted, Adele J. Johnson,Administrative Secretary
