HomeMy WebLinkAbout2006-06-12 Board of Selectmen Executive Minutes BOARD OF SELECTMEN EXECUTIVE MINUTES JUNE 12, 2006 EXECUTIVE SESSION: The Executive Session convened at 7:00 P.M. ATTENDANCE: The following were present: Rosemary Connelly Smedile, Chairman; James Xenakis; Daniel P. Lanen; Mark J.T. Caggiano; Thomas Licciardello, Mark Rees, Town Manager; Ray Santilli, Assistant Town Manager and Town Counsel Thomas Urbelis. The Board of Selectmen was individually polled and each voted to move into Executive Session. Vote approved 5-0. Stevens Estate Cell Tower: Real Estate Matters There is currently one cell tower with two antennas with a proposal to add a third antenna from Omnipoint. Right now the town receives about$60,000 a year from the lease of the land. By adding another antenna, the town could receive another$30,000 a year. Another proposal by Unison is being offered to buyout the entire ownership of the operation at a significant one-time bulk amount of money of about%million dollars. Town Counsel says if the Town is interested in a buyout, then the Town would have to go out to bid, not just take an offer from one company. Also if the town were interested in adding a third antenna, it would require a town warrant article on Special Town Meeting to authorize the lease. Once finalized and maximizing the town's income with adding a third carrier. Then the town could do an RFP out to any company who would like to buyout the entire operation. ^ The Selectmen agreed to pursue a third antenna on the existing tower and put an Article on the Special Town Meeting with a three-year lease. Once that deal has been firmed up and then goes back and revisit in selling our interest in the property. Real Estate—Auction James Xenakis commented on the tax title property that was not purchased at auction. He had spoken with about 4-5 developers and one said it would add anywhere to$25,000 to$50,000 if it was already approved for construction through all building and conservation permits in hand.
