EXECUTIVE SESSION: The Executive Session convened at 7:00 p.m.
ATTENDANCE: The following were present: Chairman Tracy M.Watson; Clerk Rosemary Connelly Smedile;
William F. Gordon; Richard Nardella; Daniel Lanen, Town Manager Mark Rees; Assistant Town Manager Ray
Santilli. Note: Town Counsel Thomas Urbelis was present.
The Board of Selectmen was individually polled and each voted to move into Executive Session. Vote
approved 5-0.
Bargaining with Non-Union Employee—Town Manager
Town Managers Contract
The Town Managers contract subcommittee consisting of William Gordon and Rosemary Smedile
recommended a three-year contract for the Town Manager. Key elements are that the Town Manager waived
his 3%salary increase for last year and no salary increase for this year in the new contract however there will
be a salary reopener for years 2 and 3, and increase in vacation from 4 weeks in the year one to 5 weeks in
year two and three.
The Board said that the Town Manager has lead by example giving up his salary increase and one of the few
Towns that did not have to layoff employees because of his fiscal prudence.
Richard Nardella made a MOTION, seconded by William Gordon, to approve the Town Managers three year
contract. Vote approved 5-0.
Real Estate Matter—Windrush Farms
Town Counsel Thomas Urbelis regarding land use issues with the focus continuing to be on the
^ easement'license issue and on hunting. The Town of North Andover was awards the LAND grant to offset
the cost to the town for this land acquisition and Windrush Farm was awarded $85,000 from the Conservation
Partnership Grant.
ADJOURMENT:
Daniel Lanen made a MOTION, seconded by Richard Nardella, to move out of Executive Session. Vote
approved 5-0.
