HomeMy WebLinkAbout2010-02-22 Board of Selectmen Executive Minutes BOARD OF SELECTMEN EXECUTIVE MINUTES FEBRUARY 22, 2010 EXECUTIVE SESSION: The Executive Session convened at 7:00 p.m. ATTENDANCE: The following were present: Chairman Tracy M. Watson; Clerk Rosemary Connelly Smedile; William F. Gordon; Richard Nardella; Daniel Lanen, Town Manager Mark Rees; Assistant Town Manager Ray Santilli. William Gordon made a MOTION, seconded by Richard Nardella, to move into Executive Session to discuss Collective Bargaining and Litigation Strategy. Roll Call vote: William Gordon yes, Richard Nardella yes, Rosemary Smedile yes, Daniel Lanen, yes and Tracy Watson yes. Vote approved 5-0. Litigation Stratecv The Town received a response from Verizon New England Inc. stating that Verizon is only required to spend on an annual basis 2% of the telephone land lines and cable TV revenues that it collects from customers in the Town. Verizon is under no obligation to include revenues from its Internet service. Verizon proposed two options for completing the underground project. Verizon's proposal was if the Town agreed to bear 50%of the costs of the project as outlined in the options. Verizon would be willing to expend, upfront, the other 50% under either option in order to expedite the completion of this project. Verizon would still impose the 2%bill surcharge allowed by law on the customers to recover its share of the costs. The two proposals are as follows: Outside Plant Estimate#7AA3LP: ^ Replace Verizon aerial facilities, cable&poles, on Andover Street from Mass. Avenue to Chestnut Street and Osgood Street from Andover Street to Mass. Avenue with underground facilities. Engineering labor cost: $ 32,000 New material cost: $ 120,000 New material placement costs: $ 72,000 New material splice&cutover cost: $ 128,000 Old facilities removal costs: $ 48,000 Total Estimated Costs: $400,000 Total Outside Plant Estimate: Replace all of Verizon aerial facilities, cable& poles, around the entire Common with underground facilities. This included the Estimate for Andover& Osgood Streets. Engineering labor cost: $ 72,000 New material cost: $270,000 New material placement costs: $ 162,000 New material splice &cutover cost: $288,000 Old facilities removal costs: $ 108,000 Total Estimated Costs: $900,000 The Town Manager gave the Selectmen a spreadsheet for the Verizon Underground Utility Project from years 2004 through 2009 of Total Revenue, 2%surcharge collections,Amount Spent and Balance. These figures dropped significantly on land line phones. Selectmen agreed that their goal was to get this project completed as soon as possible and to use CPA money for the Town's 50%contribution towards completion. Selectmen support a petition to the CPA for ^ $450,000 to complete option 1. Executive Session Minutes February 22, 2010 2 Note: Daniel Lanen recused Collective Bargaining Ray Santilli announced that two Police Unions have agreed to ratify their contracts with the Town. The Board was asked to ratify the contracts as well. Richard Nardella made a MOTION, seconded by William Gordon, to ratify the contract with the Police Officers Local 454(Police Lieutenants). Vote approved 4-0. Richard Nardella made a MOTION, seconded by William Gordon, to ratify the contract with the New England Police Benevolent Association, Local 2. Vote approved 3-0-1. Rosemary Smedile abstained. The Town Manager will announce this ratification and the details of the contracts during Open Session and thank the Police Department for working with the Town through these difficult financial times.
