EXECUTIVE SESSION: The Executive Session convened at 7:00 p.m.
ATTENDANCE: The following were present: Chairman Tracy M.Watson; Clerk Rosemary Connelly
Smedile; William F. Gordon; Richard Nardella; Daniel Lanen, Town Manager Mark Rees.
Rosemary Smedile made a MOTION, seconded by Richard Nardella, to move into Executive Session to
discuss Collective Bargaining. Roll Call vote: William Gordon yes, Rosemary Smedile yes, Daniel Laren
yes, Richard Nardella yes, Tracy Watson yes. Vote approved 5-0.
Also present was Fire Chief Andrew Melnikas and Labor Counsel Dan Brown.
Bargaining with Non-union Personnel
The Town Manager and Labor Counsel Dan Brown met with Chief Andrew Melnikas and made revisions
to a few of the provisions in the Chiefs employment agreement with the Town. The Fire Chief shall be
paid an annual salary of$100,000. Upon the successful completion of a six month introductory period the
Fire Chiefs salary shall increase to$103,000.
Richard Nardella made a MOTION, seconded by Rosemary Smedile, to approve the terms and conditions
of the employment agreement with Fire Chief Andrew Melnikas and the Town of North Andover. Vote
approved 5-0.

Personnel Matter
School Union Negotiations
Richard Nardella updated the Board on the Nurses Union negotiations.
The Board requested that the Town Manager have the School Committee in for a joint meeting to discuss
school union's negotiations.
ADJOURMENT:
Rosemary Smedile made a MOTION, seconded by William Gordon, to move out of Executive Session.
Vote approved 4-0.
