HomeMy WebLinkAbout2018-02-12 Historical Commission Minutes NORTH ANDOVER HISTORICAL COMMISSION Minutes from meeting held February 12, 2018 Not present: C.J. Gangi and Pat Long I. MINUTES from meeting held January 8, 2018 - The minutes were accepted as read. II 197 HIGH STREET PROPERTY - Dawn Crescitelli, the owner of the 197 High Street property was present. The question of who can consent to a Demolition pf a property was discussed. According to Bylaw 82-2 it is the owner of a property who must be the one to request Town permission for demolition of the property. A. The Commission discussed the pros and cons of requesting a Demolition Delay for the 197 High Street property. The issue of preserving an historic landscape was discussed. The condition of the property was described by Commission members who had inspected the house in December. B. A motion was made and seconded - 'All those in favor of establishing a Demolition Delay for the house at 197 High Street vote aye" The motion was defeated with four nay votes and one abstention. II. NORTH PARISH CELL TOWER REQUEST - Kathy Szyska, Chairman, shared the written advice received from the Town Attorney relevant to the cell tower project. A. Commission members agreed that an inspection schedule for the steeple louvers should be added to the letter. Carol suggested adding "visual inspection of louvers at a mutually convenient date". B. Members present agreed that the Commission should inform Keith Wentzel of North Parish Church that the NAHC was favorably inclined to allow the steeple louvers to be replaced with fiber glass if the conditions of preservation of original louvers and regular inspection of fiber glass louvers were included in agreement letter. C. Kathy will give Mr. Wentzel this information and ask him to contact the NAHC when he has received a favorable answer from the other entities who will make decisions about the cell tower project. III. OLD BURYING GROUND - There was a discussion about "the prevailing wage" re Ray Santilli's communication. The CPA funds which remain from the most recent grant will be sufficient to cover the cost of the gate installation. It is expected that Mr. McGregor will complete the gate installation this spring. IV. NAME SUGGESTION FOR THE KINDERGARTEN - The NAHC submitted the name ANNE BRADSTREET . Other submissions are Cochickiwick, Freeman, and North Andover Kindergarten and Early Childhood School. THE NEXT MEETING OF THE NORTH ANDOVER HISTORICAL COMMISSION WILL BE HELD ON MONDAY, MARCH 12, 2018, AT THE TOWN HALL.
