HomeMy WebLinkAbout2017-03-13 Historical Commission Minutes NORTH ANDOVER HISTORICAL COMMISSION Minutes from meeting held March 13, 2017 Present: Kathy Szyska,Pat Long, Jim Wefers, Anne Ericson, Carol Majahad I. Minutes from January 9, 2017 meeting accepted as read February meeting cancelled due to snowstorm II.VERIZON LETTER REGARDING CAPS ON PHONE POLE IN THE OLD CENTER a) The members reviewed the Verizon letter b)The members reviewed the letter to Verizon written by the Old Center Historic District Commission cThe Commission members discussed the issue of Verizon placing caps on existing phone poles in the Old Center. There was agreement that connection problems do exist in that area . Also member pointed out that the community agreed to the placement of wires and poles many years ago to improve modern communication. ACTION: The Commission agreed to send a letter to Verizon (and a copy to the Old Center District Commission) suggesting that the proposed caps would be less intrusive to the "Historic Landscape" if they could be dark brown or dark green. Kathy Szyska and Anne Ericson will write a response letter to Verizon with copies sent to Harry Aznoian (Old Center Historic Commission) and Eric Kfoury (North Andover Development). III. The NAHC presentation to people at the North Andover Senior Center in January was well-attended by an interested audience. Kathy, in her presentation, stressed the fact that the SOCIETY and the COMMISSION are two different entities. IV, OLD BURYING GROUND a) The Fannins' proposal for funding required to repair the Dolly Farnum Stone was $1900.00 b) A motion was made to accept this proposal. The proposal was accepted unanimously. c) The Commission will respond in writing to the Fannins (copy to Town Hal0 d) Jim Wefers reported on his discussions with Al McGregor for an iron gate at the entrance to the Old Burying Ground. e) It was agreed that it would be useful to get input from the Fannins about the gate design. f) There was a discussion and list made regarding protocol for visiting the Old Burying Ground.( Anne will bring copies of the suggestions to the next meeting for discussion and acceptance) ) V. COMMUNITY DEVELOPMENT AND BUILDING DEPARTMENT MEETING a) On March 7, 2017, Anne and Kathy met with Don Belanger (new Building Inspector) and Eric Kfoury and Jean Enright (Community Development Department). a) We suggested sources to aid Mr. Belanger in identifying town buildings over one hundred years old. b )Mr. Kfoury suggested a change in the Demolition Delay Bylaw (basically that a developer should meet with the NAHC before pulling a demolition permit which must be processed in 7 days) c) the Commission response to that suggestion was: 1.Developers do often come to Commission meetings to get information about possible projects involving older buildings. 2. CHANGING THE WORDING OF THE DEMOLITION DELAY BYLAW WOULD REQUIRE A VOTE AT TOWN MEETING. The Meeting was adjourned at 8:30p;m. THE NEXT MEETING OF THE NORTH ANDOVER HISTORICAL COMMISSION WILL BE ON MONDAY, APRIL 10, 2017, AT 7PM AT TOWN HALL.
