HomeMy WebLinkAbout2018-12-13 Community Preservation Committee Minutes Community Preservation Committee Minutes of December 13, 2018 Present: Chairman John Simons, William Callahan, Denevan O’Connell, Brian Roache, Terrance Holland, CJ Gangi Absent: Deborah Feltovic, MaryBeth Soucy-Larkin, Tracy Watson Chairman John Simons called the meeting to order at 7:00PM in the meeting room at School Administration Building. The meeting was televised. Housing Authority Update Cathy Hoog, Executive Director at the North Andover Housing Authority, gave an update of projects both open and completed. Ms. Hoog presented pictures of Bingham Way, O’Connor Heights and Francis & Baldwin Way. Showing before and after pictures detailing the dramatic impact that the CPC had on the completion of these projects. Ms. Hoog stated that the Housing Authority uses both state and federal funds for their projects. HUD funds McCabe Court, Morkeski Meadows while the remaining six are funded through State. Ms. Hoog stated the 2016 projects have been completed. 2017 items still have remaining doors ( 24 front, rear and storm doors) uncompleted as well as lighting due to the gas explosion they had to cease digging for electrical. This is put off until Spring 2019. Parking lot at Bingham Way will begin in the Spring of 2019. Emergency generator bid goes out Spring 2019. Anticipated completion is Spring 2019. Cathy plans to receive a complete evaluation of comprehensive needs assessment that was applied for in the Fall 2018 to be returned by late January/early February 2019. Terrance Holland asked Cathy Hoog if there were any issues after the gas disaster. Ms. Hoog stated that one of the major issues was that when Colombia Gas put in the new gas stoves there were CO2 issues so all of the gas stoves need to be replaced with electric stoves at Colombia Gas’ expense. Bingham Way and Fountain Drive. Chairman Simons suggested Cathy Hoog come back to their meeting in February prior to when proposals are due. Ms. Hoog agreed and will bring information on prioritized work items and potential new development possibilities. Ms. Hoog stated in 4 years they’ve completed 24 projects with the CPC’s help. Review of Parking Lot Projects Tracy Watson emailed Laurie Burzlaff asking for this item to be tabled. Denevan O’Connell made a motion to table review of parking lot projects. William Callahan seconded the motion. Motion approved 6-0. Website Update William Callahan reached out to the Town Manager and IT department concerning the website. Town Manager said it can be handled in house. Mr. Callahan stated that he would take a few days off to work on it. Denevan O’Connell also offered to take time off as well to assist. Mr. Callahan said IT confirmed that the map would be easy to set up. Mr. Callahan stated he will gather documents and pictures to be scanned. Approval of minutes November 8, 2019 Denevan O’Connell motioned to approve November 8, 2018 meeting minutes. Brian Roache seconded the motion. Motion approved 6-0. Denevan O’Connell made a motion to adjourn at 7:40PM, seconded by Brian Roache. Motion approved 6-0.
