New Public Hearing 102 Sugarcane Lane The petition of Mark DiFonte for property at 102 Sugarcane Lane (Map 106.A, Parcels 0264), North Andover, MA 01845 in the R-1 Zoning District. The applicant Mark DiFonte is at the podium to discuss the addition of a 12X16 shed. : l A. Cuscia read the legal notice. s M. Difonte wants to remove an existing 8x10 shed and replace it with a 12x16 shed. This requires two variances. A side setback of 9.0 feet and a rear setback of 24.0 feet is needed to put the new shed in the backyard. The hardship is the shape of the lot. There are no privacy issues. The property is surrounded by town land and conservation has already approved the applicant placing the shed in the backyard. He is well outside the 100 foot buffer zone. Notices and agendas are to be posted 48 hours in advance of a meeting excluding Saturdays,Sundays,and legal holidays. Please keep in mind the Town Clerk's hours of operation and make necessary arrangements to be sure that posting is made in an adequate amount of time. Paul Koch, Jr., Allan Cuscia, Alexandria A. Jacobs, and Ronn R. Faigen. The vote was unanimous. The following plans and exhibits were submitted with the APPlication or at the Public hearing: Variance Application dated 11-5-2018 Building Permit Plan of Land by New England Land Survey dated October 19, 2018 Photographs 4. Hearing 52 Prescott Street New Public He The petition of Brian Flanagan for property at 52 Prescott Street (Map 068.0, Parcels 0001), North Andover, MA 01845 in the R-4 Zoning District. Allan Cuscia read the legal notice. The applicant Brian Flanagan is at the podium. He has purchased an existing 2 family home and would like to convert it to 3 condominium units. He is requesting a special permit. The footprint of the home will not change. He will be making alterations to the existing structure such as new roof, skylights, restoration of decks and extension of driveway. The third floor attic will be the third one bedroom unit. The home will be completely gutted and renovated. He is looking to sell all three units. The home has been abandoned for a few years and feels it will be an improvement to the neighborhood, Three additional parking spaces have been added in front of the existing parking spaces. Kenneth Tokarz 55 Prescott Street He lives directly across the street from 52 Prescott Street. He and his wife Karen Bailey are pleased that the applicant will be renovating the property. They are concerned with the parking and six spots in one area. The traffic on Prescott is very busy and they are concerned with safety of backing out into the street. Mr. Tokarz read a letter written from his wife Karen Barley for the record. Andrea Bettencourt 13-15 Mount Vernon Street The abutter had a list of questions for the applicant. Asked about the existing shed being within the setbacks,what will be done with the brush, addressed drainage issues in the back corner of the yard and what will be done with landscaping. Ms. Bettencourt is also concerned with the parking conditions. The applicant addresses the abutters concerns. The board is deliberating and discussing the application. A. Cuscia made a motion to continue the meeting to January 8, 2019. R. Faigen seconded the motion.
