Goldberg;, Chairman: The planning Board meeting for Tuesday,February 19,2019 was called to order at 7 7 p.m. 8 9 BOND RELEASE 10 128 Dale Street,Steven Mason: Request for release of a$4,000 performance G Bond associated with an 11 application for a Watershed Special permit under Sections 4.136, 10.3 and 10.31 of the North Andover Zoning 12 Bylaw, The Applicant proposes an addition of a 1 car garage, carport and master bedroom expansion with 13 associated landscaping in the Non-Disturbance Lone.project is located within the Residential 1 (R-1)Zoning 14 District, 15 M. Gregoire: Explained two insignificant changes made to the site plan after Board approval as reflected in the 16 submitted as-built„ (1)moving the gravel trench to the left side of driveway and(2)roof drain downspout which 17 moved to rear of home. The Town engineer reviewed and approved the plan changes. Displayed final photos of the 18 completed project. 19 MOTION: J. Simons motioned to release the performance bond for 128 Dale Street, Steve Mason,for the full 20 amount of$4K, plus interest. P. Boynton seconded. The vote was 3-0, unanimous in favor. 21 22 LOT RELEASE 23 Windkist Farms Lot 8,Fletcher Tilton,PC: Form J lot release for lot 8. 24 M. Gregoire: provided an update of the project which was originally approved as an 18 lot subdivision in 1996. 25 The request is to release Lot#8; the new Form J has not been submitted to planning. Gregoire: The consultant is working on a list of sites that can be visited to review lighting providing the Board 46 can determine a date for the site visit. Consultant suggested Boston College as it abuts a residential neighborhood. 47 Discussed a visit to Merrimack College with the project engineers an option. The engineer will have a photometric 48 plan for the next meeting. 49 E. Goldberg: Merrimack College was one of the projects on the list,why not set up a visit there? Suggested two 50 potential Merrimack College site visit dates: Wednesday February 27, 2019 and Thursday February 28, 2019 @ 7 51 p.m. Staff Planner to coordinate arrangements with consultant. 52 [Continued to the March 5, 2019 Planning Board meeting] 53 54 NEW PUBLIC HEARINGS 55 350 WinthropAvenue Delta NW LLiC: Application for a Site Plan review Special Permit under sections 195- 56 8.8(D)(5) & 195-10.7 of the North Andover Zoning Bylaw for Common Parking Areas and Multiple Use Facilities 57 and a modification to a September 2, 1998 special permit to perform certain site improvements to correct existing 58 ADA deficiencies. The site improvements will result in a loss of fourteen(14)parking spaces. The property is 59 located in the B-3,B-4&R-4 zoning districts. 60 Brian Dundon PE J.P.R J O'Connell&Associates Inc.: Gave a brief overview of the proposed project to the 61 233K sq. ft. retail mixed-use site anchored by Market Basket,Kohl's and T..l, Maxx. The shopping center has been 62 cited for ADA deficiencies; excessive cross slopes within sidewalks, distribution of ADA spaces, signage, etc.An 63 improvement plan was submitted to correct these deficiencies consisting of saw cutting, removing and re-pouring 64 of sidewalks in accordance with ADA requirements(cross slope requirements under 2%) and re-grading the 65 existing main access drive and regrading parking stalls. Island endeaps will be installed for traffic control, evenly 66 redistribute ADA parking along storefronts, installing signage to facilitate traffic control movement,ADA 67 compliant parking will be evenly distributed, addition striping of crosswalks will be installed and new landscaping 68 will be provided within the landscaped islands. Parking will be a net reduction of 14 parking spaces; site 69 landscaping will increase by approximately 5K sq.ft. We have increased the amount of ADA accessible parking 70 spaces from 21 to 30.The site currently has 1025 total parking spaces which is being reduced to 1011 parking 71 spaces. Addition of landscaped island will reduce the impervious area by about 5k sgft. As a result of 72 conversations with both the Planning and Conservations departments,we have agreed to clean out the sumps, 73 install environmental hoods on the outfall pipes to trap sand and sediment and grease prior to discharge to the 74 wetland resource area on the northern end of the project. When the original 1998 permit was issued the site had 75 ADA deficiencies;the currently does not meet parking minimums, so Ms. Enright recommended asking for a 76 Special Permit to memorialize that existing parking deficiency under Common Parking and Multiple use facilities. 77 Since 1998,the use intensity changed. They have gone back and identified the active tenants broken down by use, 78 minimum parking required and determined that 1075 parking spaces is required. We received written confirmation 79 from the Building Department that the site is required to have 1075 spaces. To determine whether a net loss 80 would be feasible a parking utilization study revealed 404 spaces(39%utilization rate)were utilized during the 81 last Monday in April (highest intensity use weekday demand); Saturdays in being this project should have no 82 detrimental impact. We will amend the original 1998 Special.Permit to formerly acknowledge the parking 83 deficiency. There will be no impact to the drainage system, we are not modifying the existing drainage system; 84 simply cleaning out the existing catch basins. The front of the parking lot sheet flows from the storefronts toward 85 Winthrop Ave.; it's intercepted through the intermittent brook running parallel to Winthrop Ave. and ultimately 86 discharges into the Shawsheen River.
