Goldber : Explained that the discussion would focus on turf fields and lighting. 49 J.Enright: BOH provided memorandum related to Public Meeting held to discuss the artificial turf. Updated plans have been 50 submitted reflecting discussions from the last meeting and the Conservation Commission(wooden guard rail demarking the 51 conservation area and native plantings). 52 E.Goldberg: Sununarized the BOH letter recommending signage related to associated heat and expressed no concerns 53 regarding the artificial turf material. 54 Waterfield Design Group:Explained how plans have been updated. Summarized changes to the plans focusing on 55 improvements to light spread onto adjacent properties.Pedestrian poles are reduced to 12 ft tall and fewer in quantity.Noted 4 56 ft high bollards could be placed along the pedestrian walkway.Expressed concern as with the bollards it is a little dark and not 57 as safe as the 12 ft poles, Recommends 12 foot poles with screening. Deciduous trees will be spaced at 42 ft. apart center to 58 center. We suggest these trees be carried at a unit price we will mark their placement in the field and would like the ability to 59 buy trees as we need them. Screening will be needed in the spring and will have the ability to spread. Can go with a hybrid 60 of deciduous and arborvitae to block light to prevent light spread onto the abutting properties. 61 L Crane: Are there any point to point plans where we can see the houses? 62 WDG: We do not show the homes themselves,but show the property line. 63 J. Simons: We typically allow for flexibility in the screening so that during construction and after,we allow for changes to 64 screening as needed. 65 WDG: In response to turf,one of the conclusions from the BOH meeting held last week,was from the MA Dept.Public 66 Health which issued a fact sheet summarizing what MA looks at,stating, "To date, scientific research largely has concluded 67 that adverse health effects from using artificial turf fields are unlikely". It goes on to say,that the science of this continues to 68 be studied at the EPA level,in MA and elsewhere.There is has been overwhelming use of these fields for the last 10_+ years. 69 We asked the supplier to provide us with a last of installations and it was over 1,000 fields in 5 years.There is tremendous 70 amount of confidence in what the MA Dept.of Public Health is saying,The project preference is overwhelmingly for the use 71 of crumb rubber, There are two issues,the crumb rubber, and lead in the grass fibers. We can get low-or zero lead grass 72 fibers,the crumb rubber performance and safety aspects associated with it are superior to the alternatives. The(3)artificial 73 turf alternatives arc; Enyirofill(acrylic encased sand)which adds$500,000 to the project cost and it does not provide the 74 same level of cushion for impact attenuation. Thermoplastic Elastomer or TPE does not perform as well for impact 75 attenuation and also adds$500,000.Geofil:l(organic coconut husks)increases the cost by$250,000; it is comparable from an 76 impact standpoint but it's found to retain moisture which freezes solid taking the field(s)out of use.The crumb rubber has an 77 incomparable track record. We feel very comfortable with the crumb rubber and a zero or low lead blade of grass. 78 J. Sin-ions: Are you in compliance with all the regulatory standards both at the state and federal level? 79 WDG: That is our mandate as the town's designers and engineer to follow the state standards. 80 P.Bo, nor ton: Is anyone here from the Board of Health? (BOH) [no merraber•s presentl 81 Tom Dugan,48 Beacon IIi11 Boulevard: indicated he was noticed as an abutter on the Route 12.5 side last week.Generally 82 supports this project.Expressed concern that since the development of the Early Childhood Education Center he's noticed a 83 lot more traffic coming out onto Route 125 and cutting through the side streets of Bay State and Beacon Hill Blvd and that a 84 number of children live on those streets. Stated it would be helpful to understand what the traffic flow will look like with this 85 project added to the EEC complex.In the discussions of the Mass Ave and Route 125 project,at several public meetings, 86 Town Manager,Andrew Maylor,made promises to release a comprehensive traffic plan for this entire area that would be 87 inclusive of the Fields project,as well as the school buildings.Ira review of the town's capital plan for the next several years 88 there are an expansion of Atkinson,the Middle School and Kittredge.Requested to better understand what is actually 89 happening with traffic because there's a lot of people turning and backing up traffic on 125.Asked if the construction will 90 overlap with the construction at Mass Ave and 125 creating multiple bottlenecks for people who have to get in and out of the 91 school system and daycares in that area.Asked what the lights look like near us and the neighborhoods going down by 92 Kittredge area.What does that view shed look like?Stated that it would be helpful as property owners on the far side to see 93 what the lighting looks like-what screening would be available in those areas and generally how would that fit into the 94 character of the neighborhood. The charge was to provide access to the project 98 from Route 125 near the new EEC and after school is out,from the Middle school side.Parking is expanded on both sides of 99 the project to allow for less of an impact to the neighborhood.Reviewed improved lighting.LED fixtures with the cutoff in 100 the fixtures themselves will direct light down directly onto the fields. There is no road screening. If there's a way to introduce 101 screening along Route 125, I'm sure we can work that out. 102 T.Dugan: There will be no lighting on the tennis or basketball courts for evening play? 103 WDG:That is correct. 104 T.Dugan: Asked about a traffic study, if cars only allowed to exit at the Early Childhood Education Center,and expressed 105 concern about increased traffic on the far side of the neighborhood,the lack of an effective crossing at Route 125.More cars 106 making hard left turns onto Beacon Hill Blvd. and Bay State Road at high rates of speed. It would be helpful to know what the 107 town is going to do to protect the children on this side of the neighborhood and guide traffic through the area. Suggested 108 turning these roads into one ways,having sidewalks or providing a crosswalk so children have a safe opportunity to go to the 109 fields. I support the project, it's just the question of traffic. 110 WDG:The Early Childhood Education Center is one lane in on the right off Route 125 and two lanes out.. 111 J. Simons: One of the problems that exists here is there are multiple factors contributing to the situation and the presence of 112 the ECEC has a lot to do with that.Unfortunately,the School Board chose not to come to the Planning Board for Site Plan 113 Review for that project.To some degree this project is cleaning up some of the problems that existed there. When you get off 11+ ine site, iouking at Lraf is patterns more broadly is something the town has to du.it's not within tlae scope of this prujc;ct but as 115 a broader public policy goal. 116 Allon Cohne 21 W.Bradstreet Road:Asked how we got to the decision of synthetic and rubber turf over natural turf. 117 Expressed he works for a synthetic plastic company and now for a global rubber company. Strongly recommends natural turf 118 for children to play on. j 119 Rick Green Fields Committee:Artificial turf was decided on several years ago-we vetted it out before deciding on it; 120 discussed benefits of artificial turf: greater use,no wear,similar cost, less maintenance,no geese feces issue. The high 1.21 schools fields have artificial turf. 122 L. Crane: Springfield,MA just changed their athletic fields over to grass. 123 Brian Roache 200 Coachman's Lane: Strongly in favor of this project with artificial turf fields,Artificial turf has been 124 beneficial to flag football;far fewer injuries. Commended the design group for the changes they made to the lighting by { 125 addressing neighborhood concerns.Asked about safety in darker areas. 1.26 WDG:We are not concerned there are two sets of lights on other side of that dark spot. 127 Steve Legal,26 Hemlock Street: The crumb rubber infill has more than just lead in it; it has identified carcinogens. Lives next 128 to these fields and expressed there will be 16 acres of artificial turf.In the sun,there's material off gases; it's not a safe 129 material.There are alternatives, Springfield uses natural grass and natural fertilizers;they can play on the field immediately 130 after fertilizers are applied.The fields are in tough shape because they haven't been maintained. This project has been in the J 131 pipeline for a while.Why maintain a field when know this project is coming?The lights on the softball field are 6o ft high 132 The trees would shade those lights;you won't provide a"mask". The baseball and soccer field have(8)60 ft lights;spread 133 out. Stated that the turf fields are not as safe as the design group would like to say. I don't know if a grass field would survive, 134 or if the current drainage would survive.How much does it cost to improve the drainage?Expressed that he does not think l 135 alternatives were properly discussed. 136 Rebecca Driscoll 56 Meadow Lane:Expressed concern over use of crumb rubber material the MA Dept.of Public Health fact 137 sheet outlines precautions people should take when playing on the material. Just heard from someone in the plastics and 138 rubber industry who wouldn't put this in his neighborhood.Besides the known carcinogens,there are other issues of extreme 139 heat and the further risk of injury and abrasions.The Women's US Soccer team recently filed a law suit because they are 140 more often asked to play on artificial turf fields where the Men's US Soccer tearn is allowed to play on grass.By putting grass 141 fields in our community we would not be denying our children athletic opportunities,we would not be compromising our 3 i i Town of North Andover PLANNNING.B©ARD Eitan Goldberg, Chairman « • John Simons Peter Boynton inlf�11%�% ! • Aaron Preston Lori Crane TueNdaV March 19 2019 ?P.m. 120 Main Street Town Hall North Andover.MA 01845 142 athletic programs,we would in fact be offering our children the same playing conditions the best athletes are demanding. 143 Requested that grass fields be considered stating that Springfield has just done this. 144 WDG: Reiterated MA Dept. of Public Health,"...artificial turf is unlikely to cause adverse effects."We are not denying there 145 aren't any chemicals in it,chemical levels are below levels of concern.When communities can afford the artificial turf they 146 choose to implement it. They are deemed generally safe and the only way communities can keep up with the intensity of use 147 planned. 148 E. Goldberg:Asked for more information on acrylic sand as installed in Shrewsbury. 149 WDG: Expressed that it is more costly,a harder surface when the sand settles and compacts.Explained the company has not 150 done any acrylic sand installations. The crumb rubber is the most practical,safe and cost effective material and the pros use 151 it. 152 Kim Reardon 62 Parker Street:Explained that crumb rubber erodes and impacts. Springfield suggests we contact the USDA 153 Wildlife Services in.Amherst MA who has a goose management program.Expressed that she strongly feels that no field lights 1.54 should be installed on the lower ball field that directly abuts neighboring properties and that it's an issue of privacy and 155 quality of life;it's a dramatic change to the current character of the neighborhood. Only low bollard lights should be installed 156 along the pedestrian pathways;not lower poles. Stated not opposed to lighting the upper field since there are already similar 157 tall fixtures there now.Understands newer technology is better at directing the light now;(9)light poles are being specified 158 for where there are(4)existing;anticipates updated technology will compensate for that. Several neighbors request that 159 conditions related to gate closure,egresses onto neighboring streets,lighting,hours of operation need to be addressed and 160 outlined as crucial conditions at the time of Site flan Approval. (subnliaed Ablalers Lefler) 161 Dave Torrisi, 67 Settlers Ridge Road: Expressed support of this project with the lights and the artificial turf,stated that it was 162 unanimously supported by the BOS and School Committee and 6 Million dollars for the project was unanimously approved at 163 Town Meeting.Volunteers currently take care of the fields. 164 Jeff Lavolpicelo, 75 Tarrglewood Lane: president of NA Little League and served on the soccer board.Understands there are 1.65 ongoing debates and field safety.Has 3 children and they have played on artificial turf across the country. Once the rain stops 166 you can play immediately.Expressed there is not enough space in town to meet Little League requirements.Not dismissing 167 concerns,but this project needs to be done right for the long term. 168 WDG: Sports seasons in NE are largely during shoulder seasons of our climate when it's inclement weather and there's not 169 enough daylight. It may rain and due to condensed athletic schedules they are out there too early tearing up the fields with 170 cleats and you cannot catch up,the fields need to recover and grow,there's no time for growth;it's a never ending cycle, 171 Eric Tullgren,21 Spruce Street: Expressed lights are unnecessary. That is an adult sized softball field.It's an adult sized 172 baseball field;which means Little League will not be using this field-it's too big, The soccer field is not a youth field and how 173 are these fields going to be lined?Stated the fence shown on the plan takes back abutters'property lines one to two feet. There 174 is a 1.0 ft. chain link fence and 40 ft. high netting and a 6 ft, chain link fence without gates that students use to access the field 175 will be removed. Requested the latest plan that does not show a 10 ft. fence. 1.76 J. Enright: There is a current plan dated today(3/19f 19)in the public packet and it is available in the room as well as a link 177 online attached to the agenda. 178 WDG: There is one 6 ft.fence with safety netting forty feet high. 179 Joan Kulash 55 Bradstreet Road: Stated that one of the BOH members advised to stay away from crumb rubber and 180 recommended organic turf.Toxic Use Reduction Institute wants to be here as consultants to help. Urged the Planning Board 181 implement a pilot program for organic turf in the softball field abutting the neighbors.That field is very heavily used. It is 182 used so heavily that the geese are not a problem. 183 E. Goldberg: I would like to discuss this and still would like this Board to take a vote tonight, 184 Joe Reardon 62 Parker Street: I would like to question tine process a letter was submitted during this meeting which hasn't 185 been reviewed,the plans are dated today;we have not seen the plans. Suggested that to vote this evening is highly 186 questionable.At the end of those earlier meeting minutes there was a note,"notify by email". All peer and department reviews have been satisfied.There 190 is typically a condition prior to release of final security related to if the Planning Director feels there needs to be additional 191 screening.You may want to consider adding that before the Certificate of Occupancy so that once it's built out we have the 192 flexibility to add additional screening prior to a Cert, of Occupancy. Suggested that the Board may condition hours of lights 193 for each field and may want to consider a condition that rules and regulations are established prior to a Certificate of 194 Occupancy. 195 E.Goldberg: The Board can condition the establishment of a review committee and lack of an adverse impact is dependent on 196 an accountable and responsible committee. 197 L. Crane: Expressed concern over abutters still being uninformed alter a large number of meetings were held and that abutters 198 are still concerned about traffic and not satisfied with changes to lighting. 199 The Board: Discussed role of the Board as it relates to Site Plan Review,outreach associated with this project and concerns 200 related to the applicability to Title 9. Asked to have Town Counsel weigh in on Title 9. 201 J En right: Stated that she spoke with Town Counsel and a use schedule is not available. 202 R. Gorman:Everyone will have access to the field but not exclusive use and that his understanding is that Title 9 is applicable 203 when games occur. 204 P.Boynton:Asked to delay vote to allow for time to review new information 205 Regina Dean Cha' person of the Board of Selectmen:Asked the Board to close the public hearing tonight and vote. Stated 206 that we are getting into construction season and losing opportunities for receiving good bids for this project by delaying. 207 E. The Applicant proposes to modifications to the 223 required screening/landscaping of off-street parking&for an existing facility requiring five or more additional parking 224 spaces. The property is located in the Industrial I (I-1)zoning district. 225 M.M. Gregoire:Explained project and waiver request to allow the project engineer to prepare landscape plan rather than a 226 Landscape Architect.The plan has been reviewed by Building who had no concerns,NAPD who requested that no 227 obstructions be placed within view lines of entry and egress points,Conservation who stated that they must check the wetland 228 line,lire requested a Swept Path Analysis and questioned the impact of parking on the nearby hydrant.Health had no 229 concerns. Storrawater review has been reviewed and addressed. 230 Mike Laham,P.E.,Morin Cameron Group:Described the proposed plan and use. 54 spaces would be provided,two new entry 231 doors will be added along the h•ont,that 50-75 employees would be on site.Business hours are 6:30--3 p.m.Trucks arrive at 232 6 a.m.We would like to add a curb cut at the fi-ont of the property. 233 J. Site will have described low impact storrnwater system 237 and stormwater design has been reviewed by Horsley Witten, 238 E. Goldberg:Asked planning Staff to prepare a draft decision for the next meeting. 239 [Continued to the April 2, 2019 Planning Board ineeting] 240 241 DISCUSSION: 242 4 High Street,Avalon Bay Communities,Inc: Presentation of conceptual development. 243 E. Goldberg:Explained that the presentation was for discussion purposes and that a Preliminary Subdivision was denied 244 because it didn't meet all the requirements of subdivision. 245 D. Steinberg,RCG: Stated that this presentation was consistent with the Master Plan. Introduced that Avalon Bay team 246 explained project purpose. 247 David Gillespie Avalon Bay Communities: Presented the project explained. Showed photos of their typical apartment 248 projects and indoor/outdoor amenities with a resort-style tone. 'Touched upon the site;the parking lot and ball field is 249 constrained by natural wetlands and utility poles that continue through.The site has shared parking elements with West Mill. 250 There are a lot of benefits to building upon East and West Mill campus; improved landscaping and pedestrian connections;i.e. 251 sidewalks ADA compliance,overall connectivity, shared parking benefits, support of transit oriented buses,anticipates 252 approx. 25%may potentially be Boston commuters,Groundwater and wetlands will be improved and this will be additional 253 tax revenue for the town. 254 Ed Bradford AIA TAT Architects: Outlined site plan, design features associated with preliminary proposal.There will be 255 250 total apartment units between two 5 story buildings,(39)studios, (76) 1-bedroom,(125)2-bedrooms,(10)3-bedroom 256 units. Showed the zoning setback that the project complies with.The utility easement remains. Building materials will consist 257 of brick clapboard. 258 The board: Discussed the proposed project, explained that the review will address traffic impacts,number of units, impact to 259 schools, lighting,building height,screening and impact to the surrounding area.Asked that Avalon Bay engage abutters to 260 discuss plan. 261 J. Simons: Asked about easement rights through the property. 262 D. Gillespie: Explained that the easement is close to the subdivision road location new curb cuts were not proposed on High 263 Street,curb cuts are proposed on Lot 3 office users,access to Sutton Pond will remain in place. 264 Robert Carroll 148 Main Street: Sutton Pond Condos maintains a bridge that we maintain at our own cost.Are you intending 265 to send residents in that direction over this bridge? 266 D. Gilles ie: We are directing our residents out via High Street,A traffic engineer will provide a formal traffic review. Will 267 meet with the Sutton.Pond Board, attended a TRC meeting and will meet with abutters on High Street.
