Overview of all Requests received
1. Playground request-$200,000.00 the committee is discuss why Drummond is more money than the
other playgrounds in the past, also is there any volunteer work or request for this playground. Ray
Santilli is addressing the Committee on the background of the request and the differents needs of the
Town regarding the playground upgrades Drummond is the 3rd on the list the reason why the
Drummond is so expensive is because of the size and the amount of use this particular playground
receives. With project will be completed with both professional and volunteer help. Is the edge stone of
the old Center school going to be preserved.The Committee asks that the Town keep them informed.
2. Affordable Housing Trust$100,000.00 -The committee would like to go over the request. Tracy
Watson explains that the Trust is diligently working on finding new Veterans housing. Laurie Burzlaff is
discussing with the Committee about their request and the fact the the Housing Trust is working with
Town Counsel to purchase several properties around Town.The Committee is asking about the
background and properties from the past. Laurie explains that there is not an exact parcel as of yet but
that the funds would be used for that and if it was due to lack of funding. Laurie explains that they are
looking for properties that can be expandable.The target would be not to exceed $125,000 a unit. Mr
Simons asks if they are looking at buying up any of the 4013's around Town Laurie is working with Town
Counsel as what is the best way to do this.There is discussion amongst the Board as to the new
leadership at the Affordable Housing Trust.Terry Holland asks if there is any future in potentially
receiving Grants or in Grant writing.Tracy Watson speaks to the difficulty of finding funding potentials.
3. Middle School Fields $600,000.00 Redevelopment-The the committee has questions on the accounts.
Rick Greene is here to discuss the application this request is for a final design fee. Rick gives a history of
the project and speaks to the past committee and that they are looking to serve all the residents of the
Town not only the Sports tems of the Town not only that there are walking trails in this design along with
a Kindergarten building and parking for the whole complex.There are several different multipurpose
fields.This also shows an outdoor classroom.This drawing is however a preliminary drawing.The
request is based on the potential construction of the project. Terry Holland speaks to the background of
the Committee and the project, he believes the Committee has a very clear idea on the project. Bill
Gordon asks if there will be any lighting proposed. Rick Green states that yes but there will probably be
some restriction and limitations. Also the fields that would be lit would be closer to the school and away
from the residential neighborhoods. Also we will be meeting with the Police and Fire Departments to
discuss safety and access. Mary Beth Soucy and Bill Gordon asks if the schools would still be able to use
these fields.There is potentially a need for more storage buildings and the amphitheater built in the
natural landscape.Tracy Watson asked if there would be any recognition to the Hayes family. Mr Green
and terry Holland state that yes they will. Bill Gordon asks if bleachers or fans will be accounted for in
the design. Mr Green states that they are looking at maintenance light design/features. Mr Green states
that a traffic analysis is being done.There will also be a plowable track/trails. Bill Gordon asks if anyone
has reached out to Merrimack College to see if they have any concerns.
John Simmons asks when it might go out to bid. Mr Green says approximately a year and as a three stage
project. depending on funding.
4. Stevens Library$55,300.00- Masonry Project-The Committee is discussing the merits of the
application and would like invite them in to discuss the proposal also if there is a 5 year Master plan of
projects (physical needs assessment.The Library committee members are here to discuss the application
and its merits. Eva Hamori, Maria Mesinger, Kathleen Keenan Library Director. The Library has worked
closely with the Town to help fund projects throughout the year.The Application is to address the
masonry projects in the two entry ways one for the Historic Entrance and also for the Handicap entrance.
Over time the granite steps have moved due to frost heaves and are in need of repairs prior to.Terry
Holland asks if they will be fixing or replacing the stones.
Kathleen states that the granite and a lot of the brick work will be able to be reused. In the middle on the
triangle lawn the bricks are starting to move and we are looking to correct this issue and the potential to
seal these bricks and the safety for the public. Mr Simons asks about a old project for steps and if this is
the same problem. Maria states that she believes it was for pooling on the stairs and this would be a
different project that there are now drains to eliminate that.This new request is to actually address the
stair structure. The bids for the Library roof are in and they are being reviewed.The estimated timeline
for construction is 6-8 weeks.
5. Ridgewood Cemetery$490,000.00 - Landscaping and Preservation -John Smolak,Jim Lafond and
Joseph Pelich are here to discuss the history and application request.This year they are looking to
implement elements of our landscaping design. enhancements to the Gate House (Hearst House) and
Grove area of the Cemetery and the Veterans section of the cemetery, areas where historic landscapes.
On terms of the Hearst House the building was built in 1855 the roof is in need of repair along with the
foundation of this Historic building. The Grove area is one of the oldest areas in the Cemetery we are
looking to have some planting done due to the infestation of the current Hemlock trees and the need to
remove them.The third is the Veterans memorial we need to focus on this area in regard to design and
the gateway into that area with curbing and plantings. Lastly to enhance and bring more greenery to
these area to help better stabilize the soil in locations throughout the Cemetery.Jim Lafond speaks to the
the fundraising that the Board has been working toward and that the Board of Trustees have worked
toward maintaining and renovate the Historic aspects of the Cemetery. Mr Smolak, Mr. Lafond and Mr.
Pelich speak to the History and the potential for future projects at the cemetery.
David Rand- Historic Preservation of Veterans Memorials$10,000.00,the committee would like
clarification on this request.Terry Holland is speaking to the request that there is a need for this. Also he
is speaking to the need to identify the different monuments and/or plaques throughout town.Terry
Holland to follow up with Dave Rand.
Review of 5 year Financials
Discussion amongst the committee regarding the 5 year financial summary sheet, last year we spend
roughly all received funds.
Reconciliation/closeout of old Projects
please see attached spreadsheet the Committee discussed all projects
Ray is speaking to the Scholfield mills project Ray to find out and send a report thru Merylle
Ray is speaking to the Town Common Projects x3 Ray is to check with Stan and get back to the
Committee.
Terry Holland states that the McEvoy Field Funding needs to stay open there are several projects still
outstanding.
