NASC Meeting Minutes

I. Meeting was called to order with the following attendees present:
• Co-Chair Bryan Sheckman • Selectman Phil DeCologero
• Co-Chair Andy Mitchell • Pranali Ashara

• Adrienne Goldman • Elizabeth Guilbeault
• Julia Green • Kristi Cunningham

II. Assigned meeting scribe: Bryan
III. Approved the prior meeting's minutes
IV. Introduced guests and new members; discussed ongoing initiatives:
• Green Schools and RDP
• Town Wide Clean Up and Lake Clean Up
• Other town-wide events where NASC should have a presence, such
as Artisan Market coming up this weekend
V. Artisan Market: September 1 Sth, loam to 2pm
• Discussed need for volunteers for set-up (8:30 to 9:30) and for
break-down (2p to 3p)
• Working on finalizing schedule of volunteers for the day - be on the
lookout for email and text chains
• Discussed bringing collapsible recycling bins and possibly
composters for the food truck area
VI. Plastic Bag Ban
• Adrienne, Julia, and Bryan updated the group; research is mostly
done - need to now compile a PowerPoint to present to BOS and
other town departments
• Timeline: get this article on the town warrant for Town Meeting in
May, 2020
• Phil gave a lot of input, advising that we approach several different
constituencies and get their support, rather than having the BOS
propose the bylaw at Town Meeting. Citizen petition for an article
on the town warrant deadline would be in February, but if the BOS
recommends it to be included we can do it earlier. Groups and
constituencies to approach include:
o Board of Health o Finance Committee

o DPW o Running clubs
o Merchants' o Town Counsel,
Association Suzanne Egan - to
o Fields Committee help draft the bylaw
o PTO's o Senior citizens
o Friends of NA Trails
• Discussed getting the pulse of the community, and making sure we
mobilize people to support the measure and come to town meeting
• Discussed the concern for senior citizens who need handles on
their bags
• Discussed the need to be specific in the language we choose for the
bylaw change, and that we focus on only single-use plastic bags at
this time
• Discussed possibility of grants for reusable bags, in addition to
reusable bags already available through Lowell Five/Farmer's
Market, NASC's own bags, etc.
• Discussed methods of promoting this campaign:
o Working with NAHS groups (Environmental Club, contact:
Mr. Anderson and Interact volunteering group, contact: Ms.
Carrol) and Merrimack College
o Usage of lawn signs, flyers, social media, letters to the editor,
quarterly tax bill insert
VII. Green Schools Update
• Joanna updated the group; first week of program at schools went
well
• Discussed how the middle school principal needs more students to
volunteer
• Discussed that two teachers and the principal are on board at
Kittredge; Thompson and middle school are models for other
schools to follow
• Discussed the need to continue to educate first, then roll out this
program in practice; high school students in the fall of 2020 will
have two classes that have experienced this at the middle school
VIII. Promotion
• Discussed the need to use Facebook more, posting pictures and
links as often as possible
IX. Internal/Administrative
• Upcoming 2019 meetings: October 11;t, November Sth, December
3rd, should be back in 2nd floor conference room, which has a little
more space
