The Applicant proposes to create two new lots. 11 S Kiefer,Atty. on behalf of applicant: Presented the ANR seeking endorsement of tile plan. Applicant seeks to 12 purchase the lot and seller would like to retain two small pieces. Property is Chapter 61A land and will continue as 13 a horse farm. 1.4 M. Gregoire: Building Department has concerns regardingcontiguous buildable area.The wetlands have not been. 1.5 delineated on the plan making consideration for appropriate access questionable. Planning and Conservation asked 16 the applicant to have the site delineated so that we could see if there was access to the buildable area. The 1.7 Applicant did not. With this application a decision would need to be made within 21 days of receipt of application 18 on 9/27/2019. 19 Keith Mitchell 188 Salem Street: Explained the property slopes downward toward Dale Street and is quite wet; 20 there is a stream on the property that feeds directly to Lake Cochichewick. Questioned validity of boundary on. 21 surveyors map. 22 Board: Discussed denial of the ANR due to inefficient information provided on the drawings related to access; a 23 wetlands delineation is necessary in order to make all informed decision as to whether access is viable. 24 MOTION: A. Preston motioned to deny the request for approval of the ANR for 0 Salem Street. Applicant has not 25 demonstrated vital access based on the plans submitted. P. Permit under M.G.L. Chapter 40-A, 111 Section 9, Part 5. Watershed Protection District and section 195-1.0.7 of the North Andover Zoning Bylaw, The 112 Project involves the reconstruction of an already demolished deck within the Non-Disturbance Zone of the 113 Watershed Protection District. The project is located within the Residential 1 (R-1)Zoning District 114 Jack Sullivan, P.E., Sullivan Engineering: Explained the project originated as an interior project resulting in the 115 demolition and rebuild of an existing deck by two feet toward the rear lot line. Tire builder accessed older as-builts 116 and it appeared the deck would be over 100 ft.from the wetlands. Tile project was stopped upon inspection. 1 then 117 became involved and delineated the wetland line determining they were within the 1.00 ft. and I requested a Small 11.8 Project frrnn Conservation which was approved. The deck is not constructed yet and we have conditioned crushed 119 stone beneath it for groundwater recharge; we show erosion control, no grading changes or trees will be cut. The 120 additional decking is approximately 50 sq. ft. 121 MOTION: A. Preston made a motion to close the public hearing for the Watershed Special Permit,41 Saile Way, 122 North Andover, MA, P.
