A Ms. Chris Nelson of Concord, MA represented the owner and described the work proposed at this time, as roadway construction only. The seven lots proposed will need additional f i IL ings., There will 'be a very minor amount of grading to be performed within the buffer zone for the roadway construction. No construction in wetland. The Commission requested they add detention basins and would like some erosion control plans., Requested, the engineer to document, flood plains and a, detention pond. L. Bruinooge motioned we issue a positive determination on Jeffrey Place,,, C Schoene seconded, motion carried., Abbott Village - Public Hearing Tom Neese of Neve Associates represented Abbott Street Furst, Benjamin C. Osgood, Trustee. Also Doug Titus, Senior Biologist, Gene Roches, S�enior Hydrologist and Jim McLinn, Hydrologist for IEP Inc,, , attended, the meeting. There are fifty-nine house lots 'involved,, Mr. Neve presented the project from a site development plan. It has less than, 51,,000 square feet of wetland alterations. Jim. Burke and HelgiSt. Cyr, abuttoirs questioned Mr. Neve. W. Vicens motioned we continue the public hearing, on Abbott Village two weeks from tonight, December 2nd. A. Rescw seconded, motion carried. Chestnut Street Lots 2.3,4,5,6,7.8,91,10,11 and 12, and the Sewer Line - Public, Hea ing, Tom Ne,ve represented the owner General, Store,f-lsland Piece, Discussion, took place regarding the area 'involved., W. Vicens motioned to continue the public, hearing for two weeks, from tonight (Dec. 2, 19,87), to, study alternative, layou,ts and flood plain delineation., L. B ruin ooge seconded, motion carried. Dale Street (464 Appletion Street) - Public Hea (Sewer Line Cons truction)Joe Cushing, of Kaminski & Associates, represented, the applicant Dale Street Ass,oi,cat,es and, presented his plans. The Commission requested that flagging be placed about every 100 feet. L. Bmin motioned we close the public, hearing, on Dale Street Sewer Line and issue an Order of Conditons within 2,1 days, after receipt of a letter stating the area has been staked. C. Scboe,ne seconded, motion carried. Lots 14-44 Candlestick Road - Public Hearing - Phase 11 ared Place) Tom Neve, of Neve, Associates represented the owner, Bob, Janusz. Thirty lots, will be inviolved. The area was described by Mr. Ne,ve to the Commission. Maureen Vleitch and Mrs. Miller an abuttor (and, her son) attended the meeting explaining that a hole, had been, dug and not refilled and a stream is in the area,, Mr., Janusz, explained the area to the Commission. T. N'eve to, advise the Commission when the area is staked and a site visit will then take place. W, Vicens motioned, we close the public hearing and 'issue an Order of Conditions within 21 days after receipt of' lutes on the staking,,, P. Tariot seconded, motion carried. Lots. 1, 4-7, Winter STreet - Public Hearing (Bruin Hill) A letter was received late that afternoon (11/18/87) informing the Commission that they had a schedule conflict and was unable to attend the meeting on the subdivision. They requested that the public hearing remain open and to be continued at our next meeting of 12/2/76. The Commission granted the extension# Page 3 Minutes of Meeting of November 18, 1987 of the N'ACC Lot 23 , Forest Street - Public Hea. Philip Christiansen represented, the owner Forbes Realty. An Order of Conditions, had been writ tenon this, two weeks ago. A motion was made that the, NACC accept the concept that a 10 foot corrugated pipe arch culvert be used to ace .te the wetland crossing, 'W. Vicens motioned to approve in concept the change in the crossing t,o an arch culvert 'Instead, of' the proposal of the original file. C. Schoene seconded, motion carried., Lot 5-Willow Street - Order of Conditions 'W'. VIcens motioned, that we issue the denial on Lot 5 Willow Stree,t. P* Tariot seconded, motion carried. Seven Oaks - Order of Conditions L. Bruinooge motioned to accept the Order of Conditions, as, amended. C. Schoene seconded, 'Motion carried. W. Vicens abstained, Lot 24 Candlestick Road - Order of Conditions, 114. Vicens moitoned to, deny the Order of Conditions on Lot 24, Candlestick Road. L. Br seconded,, motion, carried. Tanglewo - Order of Conditions Lot 2,5 Letter came, intoday 11/18,/87, stating that the area had been staked so twenty-one days from -today we have to issue an Order of Conditions, Meeting adjourned
