Goldberg, Chairman: The Planning Board meeting for Tuesday,January 21,2020 was called to order at 7 p.m. 7 8 DISCUSSIONS 9 100 Willow Street,Brian Gangemi, Gourmet Specialty roods: Request to establish a bond for remaining work 10 prior to issuance of Certificate of Occupancy. 11 M. Gregoire: This Site Plan Review was approved in April; most of the work is completed. Applicant requests 12 establishing a$35,000 bond to finish top coating& striping the parking lot, landscaping,final grading of the 13 vegetative infiltration basins and installation of trees and shrubs. A temporary Occupancy Permit has been issued 14 which expires 2/1/2020. We submitted this information to DPW and have not received a response. 15 MOTION: J. Simons made a motion to accept the request to establish a $35K bond in the form of an Insubstantial 16 Change for the remaining work prior to the issuance of Certificate of Occupancy pending the posting of the bond. 17 A. The vote was 5-0, unanimous in favor. 18 19 0 Great Pond_Road (Lot 3 Great Pond Road),Sue Papalia: Discussion on Common Driveway permit. 20 Board reviewed historic timeline of project provided by Planning staff. 21 Susan Papalia,owner,Lot 3 Great Pond,Road: Gave brief history of lot acquisition. Two homes were constructed 22 on the common driveway, one sold a few years ago. Originally I intended to build a 5,700 sf home on the lot. I 23 was told the vegetation has grown out of control and I would have to build a smaller home. I had builders invest 24 time and money trying to get the lot and they were told a firetruck would not be able to get down the street if there 25 were a fire. The lot we own is between two"existing"homes. Building permits were issued to the two adjacent 26 homes. I'm having difficulty getting a permit to build on my lot. I'm looking for this Board to say that I can build 27 on the lot that I purchased fifteen years ago. I have spent money on engineering and now I'm told I cannot put a 28 house there and need to involve an attorney and engineer. 29 E. Goldberg: In order to proceed we require 3 applications before its to act on; a Watershed Special Permit, a 30 Common Driveway Special Permit and an Access Other Than Legal Frontage Permit. 31 M. Gregoire: There are historic issues with the driveway that still exist today.It was not constructed properly; 32 landscape berm separating the driveways was not installed, lights were not provided, etc. Three lots servicing a 33 common driveway is not allowed tinder the Bylaw.The Decision was never recorded, the wetlands have grown. 34 There are a number of outstanding issues need to be reviewed. 35 Board: Applications a Watershed Special Permit, Common Driveway Permit and Access Other Than Legal 36 Frontage Permit must be submitted to the Board. 37 38 315 Turnpike Street,Verizon Wireless: Application for Wireless Service Facility Special Permit--Site Plan 39 Review tinder Part 8 Wireless Service Facilities and Section 10.7 of the North Andover Zoning Bylaw. The project 40 consists of the installation of 16 camouflaged antennas on the rooftop of the Rogers Center with supporting 41 equipment. Requested 51 Staff Planner to advertise invitation and solicit a response from volunteers on various social media venues. 52 MOTION: Board nominated K. Cormier to serve as Master Plan Implementation Committee representative. The 53 vote was 5-0, unanimous.
