Vicens Jack Lindon Lois Bruinooge Bob Mansour (Absent) Arthur Resca (8: 17) N. Sullivan, Cons. Adman. M. Boudrot, Secretary W. Vicens motioned that we accept the amended minutesof January 27, 1988. P. Tariot seconded, motion carried. Teoma Estates - Discussion Steve Stapinski of Merrimack Engineering and Mr. Teoli, the owner, attended the meeting. The area has a ponding problem. There will be an Amended Order of Conditions issued on Lot 2, now owned by the Howard family. Steve Stapinski checking on the grading in area. Detention/Replacement area has two streams which bypass the pond area. Lot 1A Dale Street -- Coventry DEQE #242--324 Michael, Smolak the owner attended the meeting. At our meeting of Feb. loth it was brought out that we have conflicting Orders of Conditions, with Dale Street and Coventry Subdivision. W. Vicens motioned to modify the Order of Conditions for the original Coventry Subdivision to reduce the "no construction" zone on Lot 1A Dale Street to 85 feet from the wetland and that the driveway be of pervious material. Owner will need a new sketch of the House to be approved by NACC. L. Bruinooge seconded, motion carried. Lot 3 Old Cart Way - Certificate of Compliance The owners, Robert Deluca and wife attended the meeting. W. vicens motioned that we issue a Certificate of Compliance on Lot 3 Old Cart Way - DEQE #242-407. L. Bruinooge seconded, motion carried. Memorial Park (Olmstead Park) Sponsorship W. Vicens motioned to have the Conservation Commission, along with the North Andover Improvement Society to sponsor the project for the Olmstead Park (Back of Stevens Library) now know as Memorial Park. P. Tariot seconded, motion carried. Phila Slade presented the work- to be done for the betterment of the park which will be the background for the new addition to the Stevens Library. Session was held for the Conservation Commission Bylaw Amendments Subject: Fee Structures Incorporate 25 ft no cut outside and 50' no cut inside Change in 75% CBA -- Balanced Growth Steering Committee Minutes of Meeting of February 24, 1988 Page 2 Lots 15 & 16 Salem Street Certificate of Compliance W. Vicens motioned that the request be denied due to inappropriate submittal. L. Bruinooge seconded, motion carried. Kenics Inc. , - Approval of Plans No vote taken. N. Sullivan will write J. Bourgeois of Channel requesting information regarding possible wetland impacts of revisions. Lots 1 & 2 Candlestick Road - Order of Conditions W. Vicens motioned to accept the amended Order of Conditions on Lots 1 & 2 Candlestick Road. C. Schoene seconded, motion carried. Brook Farm - Order of Conditions - (Christian Way) W. Vicens moitoned to accept the amended Order of Conditions on Brook Farm. P. 'Tariot seconded, motion carried. Lots 14-44 Candlestick Road (.Tared - Phase 11) Order of Conditions W. Vicens motioned we issue a Denial. Major problem with Notice of Intent is a misinter- pretation of resource area delineation. P. Tariot seconded, motion carired. W. Vicens motioned to approve the amended minutes of January 13, 1988. L. Bruinooge seconded, motion carried. W. Vicens motioned to approve the amended minutes of December 30, 1987 . P. Tariot seconded, motion carried. W. vicens motioned to approve the amended minutes of January 21, 1987. L. Bruinooge seconded, motion carired.
