NELSON, DIRECTOR Minutes of Meeting of March 9, 1988 Present: P. Tariot J. Lindon L. Bruinooge B. Mansour A. Resca W. Vicens C. Schoene N. Sullivan, Conservation Administrator M. Boudrot, Secretary Jarad Place - Phase II - Discussion Both Mr. Robert Januscz, the applicant, and his engineer, Tom Neve, attend the meeting to discuss the Order of Conditions issued at our last meeting which denied this project. Mr. Neve expressed anger that the NACC had waited so long since the Public Hearing and then issue a denial . It was pointed out that the NACC was waiting for Mr. Neve ' s input indicating that all wetlands were flagged and the road crossings staked before proceeding with the file and this information was not provided until a few weeks ago. The primary issue was the applicant ' s claim that the bordering vegetated wetland was also Bordering Land Subject to Flooding and therefore could be filled. The NACC disagreed and holds that protection of BVW takes precedent. There was about an hour and fifteen minute discussion on this and other issues with the project. Mr. Neve decided he would submit another crossing plan. No vote was taken. Butcher Boy - Discussion J. Lindon met with the Planning Board regarding this project. A Special Permit was granted. The NACC has an Enforcement order issued on this project that is still valid. A meeting will take place soon with Mr. Lally and N. Sullivan. No vote taken. ,Lots 15 & 16 Salem Street Certificate of Compliance (242-299) The request for a Certificate of compliance was denied due to present snow cover on the property and the apparent lack of stabilization on the property.
