North Andover School Building Committee Discussion of Town Farm Land for School . Kevin Sheehan, Bi_11 Brush, Diane Batel members of the Committee attended the meeting. Bill Brush had requested to be on our Agenda to discuss the proposed Town Farm site for a school. . It was established that part of Town Farm Land is in the watershed and all of the Town Farm is part of Essex Country Greenbelt~. A topo map was discussed, showing access routes, wetlands nearby, emergency routes , sewer, 15 acres involved. Motion by L. Lruinooge to advise that the Conservation CaEnmission is opposed to the use of any part of Town Farm as a school site , B. Mansour seconded, motion carried. Motion by 13. Mansour to advise that the front portion of the Town Farm has fewer potential Conservati_OI1 impacts than the rear portion for use in development of a school site , C. Schoene seconded, motion carried. 4 yes - 1 no and 1 abstained . Lot 16 Coventry Lane_- Public Hearin - Determination Greg Zafaldo represented the owners , Timothy and Ainy HcManus . Due to the fact that they had not notified the abuttors of this area it was motioned by P. Tariot that we continue this hearing on April 6th. House will be located on the edge of the buffer zone . It was requested of the Maine Post and Beam Co . that a letter giving us the extension of two weeks time, which was done . L. Bruinooge seconded, motion carried. Town Meeting Warrant Articles P. Tariot motioned to formerly ratify the action that was taken to Insert Article 18 into the Town Warrant, B. Mansour seconded .Two articles submitted by NACC, Article 18 will allow Town Meeting to approve another site for the school . Motion passed unanimously. Second article is to raise the NACC fees . f Minutes of March 23 1988 Kenics Inc. - Discussion DE E 242-420 James Bourgeois of Channel Building attended the meeting. L. Bruinooge motioned we approve the revised plan of Site Grading & Utilities dated 2/24/88 for Kenics Inc. , P. Tariot seconded, motion carried. Lot 17A E uestrian Estates - Certificate of Compliance (Laconia Circle) L. Bruinooge motion we issue a Certificate of Compliance for Lot 17A Equestrian Estates (Laconia Circle) , P. Tariot second, motion carried. CONTACT EAST - Discussion Off 125/Andover Line - James Bourgeois of Channel Builders attended the meeting. P. Tariot motioned that a new Notice of Intent be filed. L. Bruinooge seconded, motion carried. Boston Brook Subdivision Carl and Paul are reviewing this new Notice of Intent. Not on Agenda - Bob Janusz had sent in a letter that was based upon tfie denial ot Jared Place Phase II involving a chart on bordering lands subject to flooding and much discussion took place . No vote was taken. Bruin .Hill - Order of Conditions Jack and Carl are working on the Order of Conditions for this area. It seems that there is still some information that is needed to complete this Order of Conditions . Jack Lougee was asked to attend this meeting to resolve the problems . It was requested that Jack Lougee or the owner, give an extension of two weeks (April 0, 1988) to finalize the Order of Conditions . Two weeks was granted by a letter to the NACC. Paul Tariot motioned to accept the amended minutes of meeting of Feb. 10, 1988 and February24, 1988, L. Bruinooge seconded, motion carried. B. Mansour abstained. Parul. Tariot motioned that we conditionally approve the amended minutes for November 4, 1987, L. Bruinooge seconded, motion carried. (Note to secretary - call Paul when minutes have been tuped) . 'Executive Session Long Pastures Conflict of Interests Meeting adjourned at 11:05 p.m.
