Lindon P. `I'ariot (8:00 P.M.) W. Vicens L. Bruinooge(Absent) C. Schoene R. Mansour (absent) A. Resca N. Sullivan, Conservation Admin. M. Boudrot, Sec. Butcher Boy Mall -- Discussion Tom Caffrey, Esq. , represented the owner, the Yameens, as did Tony Lally of Lally Associates. Discussion took place to to the explanation of the Enforcement Order issued due to the drainage and wetland problems in the area. Frank Richardson an Environmental Specialist explained each area and their plans for it. A Notice of Tntnet was requested by the Commission for this project. A wetland area was partially destroyed and their intent is to put a parking lot on it! No vote was taken. Lot 16 -- Coventry Lane - Determination - Public Hearin W. Vicens motioned to close the p ublic hearing on Lot 16 Coventry Lane with a regeust for an extension sot aht a site visit can be made. Determination to be made by April 13th. Boston Brook Estates - Public Hearing Byron Holmes of R.F. Geisser & Assoccates, Consulting Engineers represented the owners, Miano Realty Trust, to construct twenty-one (21) townhouses and four single lots on Salem Street. He proceeded to explain the projects characteristics. Michael Ware, an architect, explained the drainage and replication areas. A bridge crossing is proposed that involves moving a stream 140 feet. Some of the abuttors who attended the meeter were, Mr. Frazier of 1631 Salem Street. , Don DiAdda of Salem Street and Peter Brown who has an easement on his land at the entrance of this project. It was requested by the Commission that more information would be needed such as: I - Clearly show three cross sections into wetland, 2 - Alternatives -- slopes (a schematic) 3 - Right 100 year elevation 4 - Issue -- what land Farr owns and Dr. Smith ownes - locus plan. W. Vicens motioned we continue the public hearing to three weeks from tonight, April 27th. P. Tariot seconded, motion passed unanimously. y Page 2 - Mts. of April 6, 1988 Meeting Lot 6B - Patton Lane - Public Hearin - Pool Kathleen Pickett, the owner attended the meeting with her engineer, Robert Bent of Billerica. Her pool is Located approximately 25 feet from the wetland, therefore the construction of the pool will have its problems. Her engineer explained what he will be doing to protect her pool but there might be risks and Mrs. Pickett knows this. W. Vicens motioned to close the public hearing and issue an Order of Conditions within 21 days. P. Tariot seconded, motion carried. P. Tariot abstained. A site visit to take place this Saturday. Camden Street - Discussion This is a flooding problem in the back yard for which a pipe has to be installed to alleviate the problem. .Tack Lindon will be setting--up a meeting of all the people involved, namely: Robert Bennett, Jay Enright, Betsy Tan, David White, and Buddy Cyr to resolve this problem. No vote taken. Ha meadow Road - Discussion - Lots 60A,62A and 64A Jack McQuilkin, Engineer and Curt Young of Wetlands Preservation represented the owner, Mr Marino. Discussion took place regarding the common drives. No vote took place. Carlton Lane Discussion Ben Osgood Jr. , had need of information regarding the Certificate of Compliance for this project. No vote was taken. The Commons on the Hill (Woodchuck) Review Ben Osgood Jr. , presetned informal plans to the Commission to hear their comments on this project. There is a Lot of steep areas on the site, which makes an issue of the erosion control. Lots 1,2,3 and 4 Foster Street - Certificate of Compliance W. Vicens motioned to issue a Certificate of Compliance on Lots 1,2,3 and 4 Foster Street. P. Tariot seconded, motion carried. Watershed Bylaw - Vote W. Vicens motioned that the Commission is in favor of the Special Permit provision for the Watershed Bylaw. P. Tariot seconded, motion carried. W. vicens motioned to approve the minutes of November 4, 1987, as approved and amended. P. Tariot seconded, motion carried. Bruin Hill -- Order of Conditions Paul Tariot motioned we approve the amended Order of Conditions on Lots 1,4,-7-Bruin Hill (Winter Street) . A. Resca seconded, motion carried unanimously.
