Sousa M. Boudrot, Sec, W. Vicens C. Schoene (8:27) J. Lindon L. Bruinooge (Absent) I. Mackun, Admin. P. Tariot (Absent) Airport Improvement Project - Discussion Rick D'Agostino, Mark Pilla were present at this meeting. This project is to construct, mark and light partial Taxiway E. This project will be done in two phases. There are questions as to the impact of this project on wetlands. A site visit will take place next Wednesday night (8/10/88) . No vote was taken. Amtrak - Public Hearin - Determination Represented by Sanford Ecological Services of Southboro, Mass. A revised plan showing corrections to wetland delineations was reviewed. J. Lindon asked if further changes could be made after hearing closed? (i.e. , nursery, A.T.& I.'.. wells) . The spraying will take place next year (1989 - Jude & July) Mass. Food & Agriculture is researching the chemicals to be sprayed. W. Vicens motioned that we agree with the delineation as referenced in the letter and plans of 6/28, to be field verified after it is marked on the tracks. A. Resca seconded, motion carried.. Ba field - Public Hearin - Notice of Intent (Lot 3A) Toscano and Ardito Office Bldg. This project will be a two story office building. Jerry Fortin of Richard Kaminski's Office represented the owner, 114 Associates Realty Trust of Andover. Drainage will be handled per master plan into existing drain pipe on Bayfield Drive. James Bourgeois and Joe Cushing were also present. Discussion took place -on -the delineation of the wetlands. 14. Vicens motioned . that we continue the public hearing 2 weeks from tonight (8/17/88) for the purposes of working out alternative designs of the building and minimizing the filling of wetlands. Lot B - Boston Street -- Discussion Jon Willis, Jr. , attended the meeting, present owner of Lot B -- Boston Street. Requesting Cert. of Compliance and Bond Release: Drainage pipe goes through the house (not swale as per plan) . A site visit will be made. Minutes of Meeting of NACC Aug. 3, 1988 Hawkins Lane - Enforcement Order Ray Fraser, Peter DeGraff-$ and Coleman McDonough were present at this meeting. J. Lindon read a synopsis of the project and its problems since inception. Ray Fraser discussed the BSC report of hydrologic calculations, methodology used, etc. Both Boston Brook and Hawkins Lane must deal with their own alterations of hydrology, NACC will not require one project to modify due to other's activity. NACC will require further calculations for culvert, using TR-55 method. Also, the hydraulics of the culvert itself need to be considered. The public hearing will be reopened, if required by the State. C. Schoene motioned to modify Cite Enforcement Order that is presently in existence to allow work to continue to complete the replacement wetland. Secondly, that we empower Jack to lift the Enforcement Order on all other work except in the vicinity of the crossing once the replacement area is completed. A. Resca seconded, motion carried. Jeffrey Place (Tiffany Lane)- Enforcement Order Chris: Nelson, Don Symonick, Linda Ferrante, and Attorney Callahan attended the meeting. Chris Nelson presented a revised erosion control plan. J. Lindon also read a synopsis of the facts involved in- this project. W. Vicens motioned we• lift the Enforcement Order on Jeffrey Place. C. Schoene seconded Lot 14 Wintergreen Estates -- Enforcement Order Jack Lindon described to the Commission the problems within this lot, and what should be done to rectify the problems, including placing erosion controls and submitting grading plans. Enforcement Order was not lifted, it was reinforced. No vote was taken. Willow St/Flagship Drive - Discussion of Connection James Bourgeois attended the meeting and discussed plans and alternatives on this project. There is a question as to whether this is a Limited Project in general. Jack Lindon to attend Planning Bds meeting to discuss these alternatives. Safe "N" Sound Mini Storage - Discussion Bill will review John Todd's letter requesting support for cutting tl►rougli surface of Route 114. Coventry Estates - Discussion of Enforcement Order Site visit next Wednesday. Vicens motioned we issue a Partial Certificate of Compliance on Lot 8 with the exception of the replacement area. C. Schoene seconded, motion carried. ABC BUS - Discussion Arthur to write letter stating what has to be done in this area. Lot 10 Dale Street -- Order of Conditions W. Vicens motioned we accept the Order of Conditions as amended on Lot__1.,0 )ale Street. C. Schoene seconded, motion carried. Lots 4 & 5 Cranberry Lane - Order of Conditions After some discussion of this area it was deeJA84.,Cnat we request an extension period and all NACC members visit the site, W. Vicens motioned to accept the Minutes of the NACC meeting; of July 6, 1988 as amended. C. Schoene seconded, motion carried. W. Vicens motioned we adjourn at 12:00 A.M.
