Sousa W. Vicens Irene Mackun, Admin. P. Tariot C. Schoene M. Boudrot, Sec. J. Lindon A. iZesca (Absent) L. Bruinooge (Absent) Bitching Post Road - Discussion Bill McLeod of Andover Consultants presented plans for a temporary siltation basin to be constructed prior to the dentention pond. (To satisfy Condition #14.) He has submitted a letter from a consultant stating that Lite wetland in question is not a bordering vegetated wetland (to satisfy Condition #15.) Jack will draft a modified Order of Conditions to review at next meeting. On agenda for August 31, 1988. No vote was taken. Boat Ram -- Discussion Karen received a letter from the consultant about the estimated cost for Wildlife Habitat Study (Cost $6,200) . Paul to review estimate and consider whether the work is required. Irene was to talk with Lois on this project. Safe "N" Sound - Discussion. This is John Todd's project, for which lie has requested a letter of support to cut through the blacktop on Route 114, rather than dig a jacking pit. Since this is state property and topped less than five years ago, we have to obtain more information from the state before any committment is made. No vote was taken. Bill Sousa working on this. Coventry Estates -- Enforcement Order A,site visit was made to this project and erosion controls continued to be in poor condition. W. Vicens motioned we empower Irene to issue Enforcement Orders if necessary on Lots 21, 22 and 23, to "Stop all work" until proper erosion controls are installed and inspected and approved by Irene. P. Tariot seconded, motion carried. Paul recommended that we file an application for a criminal complaint against Coventry Development Corp. , and send diem a letter stating that we have begun this process, and that they must submit a new erosion control plan. Page -2- r Meeting of August 10, ' 1988 (NACC) Lot 14 Wintergreen - Discussion _ W. Vicens motioned that we request that no further work be done until a plan is submitted from either a contractor or an engineer on how lie will regrade or stabilize the slope, P. Tariot seconded, motion carried. Lot B - Boston Street - Cert. of Compliance W. Vicens motioned that we issue a Cert. of Compliance for Lot B - Boston Street, (Jay Willis, Jr. , the owner)_ and release the bond. C. Schoene seconded, motion carried. Violation Notices - Policy - Discussion A draft of a Violation Notice was discussed and amended. This form will be prepared and will be used to precede an Enforcement Order in appropriate instances. 347 Hillside Street Flooding problems connected with construction on Lots 1 & 2 across street. Henry Pink familiar with area, we will request his advice. The Pines Mr. Osgood must do the following: Repair silt fences. — Remove sand from steam channel. _ Further stabilization of slopes. - Stabilize bank at curb (near storm drain) , - Remove siltation from pump station area. "Rent an F ert" Program It was requested that Irene call MACC to have Gregor McGregor come at 8:00 P.M. to a future meeting. Lot 4 & 5 Cranberry Lane - Order of Conditions W. Vicens motioned that we issue the drft Order of Conditions as amended for Lot 4 & 5 Cranberry Lane. C. Schoene seconded, P. Tariot abstained - motion carried. ABC Bus - Discussion Paul will meet with Arthur to prepare a letter. Airport -- Discussion Two Notice of Intent will be required, for ongoing and proposed work. Meeting adjourned 11:35 P.M.
