Resca W. Vicens C. Schoene P. Tariot L. Bruinooge 1. Mackun, Administrator M. Boudrot, Secretary A. T. & T. - Discussion Pete Bajor attended the meeting and described for us a 31st project to be done in addition to the other projects covered by their existing Order of Conditions. An amendment will have to be made to the Order of Conditions r, which will add this project to Condition #14. A. Resca motioned to add Project #31 to Condition #14 of the Order of Conditions as an Amendment. P. TAriot seconded, motion carried. ' Becky's Pond -- Discussion a, Maintenance problem. Buddy Cyr appeared to propose cleaning out of Becky's . Pond, presented his plans for the drainage maintenance work. The purpose of .the cleaning is for improving the pond for recreation purposes such as . ice skating. The plans also indicate the addition of siltation basins and improvements to the outfall to alleviate problems with this pond and help ' reduce flooding of the parking .lot along Peters Street. A site visit will � be made by the NACC. Marbl_eridge/Great Pond - Discussion NACC previously authorized work for drainage and addition of a sedimentation ', basin. Mr. Leland is donationg land to the town. He appeared with Buddy .. Cyr, concerned that work to build an addition to Mr. Leland' s douse would + now fall inside the watershed of a tributary to the Lake. He will have to review the need for a Special Permit under the Watershed Bylaw, with the Planning Board and will have to file a Request for Determination with us. Buddy Cyr will commence with drainage work on site soon. ' Town Garage - Salt Shed - Discussion • Buddy Cyr would like funding from the State for a new salt shed, behind ' Department of Public Works. Seeks letter from NACC supporting this acquisition as necessary due to problems caused by old shed. Site visit .;• to be made by NACC. E k' Bayfield - Lot 3A - Discussion of Appeal Joe Cushing of Richard F. Kaminski attended the meeting and explained revised plans. W. Vicens motioned that we accept plans dated September, 1988 as f 1 N91 k Page --2- s' Meeting of September 28, 1988 Ba field - Lot 3A - Continued meeting Condition #17 and Condition #23 on Lot 3A, Bayfield. P. Tariot seconded;: motion carried. Joe Cushing stated that a letter would be sent to DEQE dropping the appeal. Lot 28 _ Forest- Street - Certificate of Compliance Fred Saraceno, the owner, attended the meeting. A site visit took place last Saturday. Discussion about stability of wetland crossing bridge which has loose stones in the walls. Gravel and stones have washed down around wetland area, at base of pipes and stones in the wing walls seem loose. Letter from Engineer describes some deviations from original plan, which we need to review. He should remove gravel from stream bed and NACC will make another site visit. Bill Sousa will review the letter from Engineer. Irene will visit the site at request of Fred Saraceno. Yellow Maize Replacement Area -- Discussion Dick Barret and Doug Strong have purchased Lots 13 and 16, uncertain about Lots 14 and 15. They attended meeting as did Phil Busby who had done some previous work in the area when owned by John Tuttle. Mr. Busby did some work on the sewer crossing, and posted the original bond. Busby's work violated the original plan, by doing unauthorized filling. Subsequent firm finished crossing and initiated replication areas. Jack Lindon indicated that since Busby's company did the violation, they should be responsible for costs of replication area, and we will pursue the posted bond. Neve' s As-Built of sewer is nearly done. Buddy Cyr indicated there may be problems ' with the sewer. The question was raised as to who has jurisdiction over the sewage line and causeway. No vote taken. Lot 2 ,AA Tucker Farm - Public Hearin - Determination Ralph DeVito, the owner, attended the meeting. fie is requesting permission ; to fill in his back yard. He proposes filling 10' from wetland with 2/1 slope. Jack suggested either 4: 1 slope if 10' away, or a 2: 1 slope if 25' away. He needs to come back with a plan, also we need an extension from him. Abutters expressed concern about the drainage in Tucker Farms area. Public Hearing to be continued, two weeks from tonight (October 12, 1988) ; Woodchuck Grove - Notice of Intent This hearing was advertised but plans were not ready for review. Since abutters were present, Jay Willis discussed the hydrologic review. Review will be done by BSC, may take six weeks. Jay wanted clarification on what the NACC wants BSC to look for in their review. (next Friday there will be a meeting of all involved in this project including Mike Herlihy of BSC Group) . An abutter expressed concerns about adequacy of drainage calculations and the fact that mitigation plans (wetland replication area) are not submitted yet. W. Vicens motioned that we indefinitely extend the hearing on Woodchuck -Grove. P. Tariot seconded, motion carried. Kenics Project - Certificate of Compliance James Bourgeois discussed history of this project. Initial filing was 242-215 and it is now covered by 242-420. It was decided to put this project on agenda for two weeks from tonight (October 12, 1988) . A site visit to be made, Bruin Hill - Discussion A John Rogers, Esq. and a representative of Atlantic Engineering came before the Commission. A discussion of the Order of Conditions, particularly Lot 5, took place, with plans indicating possible revisions to grading and i septic systems proposed for this Lot (high water table, so septic systems x; need a lot of fill) . Includes a 25' no-cut Tone and no house within 50' s zone. They will submit additional information to the NACC addressing these concerns and minimizing wetland impacts. Lot lines also may be subject to change. No vote taken. Lot R - Berry Street - Discussion Phil Christiansen attended the meeting and presented plans for redesign of septic system. He requested NACC to consider an extension to the Order of Conditions, since the previous owner has passed away and there is a new owner. p Phil will submit new plans. No vote taken. j Lot' 7B -- Mill Road - Certificate of Compliance Phil Christiansen discussed lot. Two drains missing from under the drive- ' way, also, some erosiocnA 04ced of repair. Site visit to be made. Not ready for Compliance. S' Lot 20 Forest Street - Certificate of Compliance Plan for this lot missing from....._...NACC files. Christiansen said he would send a plan No vote taken. Lot $ Salem. Street -- Certificate of Compliance Owner of this house complained of flooding at end of driveway. Need to check this with Buddy Cyr. Site visit will be made to determine if lot is ready for Certificate of Compliance. Boat Ramp - Discussion We need a list of guidelines relative to what we want to see in the design of the parking lot, such as minimizing pavement, preserving large trees on site, etc. There is a plan showing a footprint in the middle and reduced parking spaces. Moving the ramp slightly might avoid cutting large trees. Lois will write a letter on boat ramp issues. Long Pasture -- Discussion Irene will check wi th Peter Shaheen on the status of this file. Lot 63A Haymeadow - Certificate of Compliance Certificate of Compliance already issued for Lot 63. Lot 3 Liberty Street - Certificate of Cam liance We need "As-Built" with topos on this lot for the Certificate to be issued, due to grading changes found near the wetland. I Patton Lane - Pool - Certificate of Co» liance This is to be placed on the site visit list. May need more stabilization. { Page -4- Meeting of September 28, 1988 Lot 30 (The Pines) Stagecoach - Extension W. Vicens motioned we extend the Order of Conditions for one year (to Oct. .!. 5, 1989) for Lot 30 Stagecoach. P. Tariot seconded, motion carried. Lot 2 - Old Cart Way - Certificate of Compliance � ! W. Vicens motioned we isskln a Certificate of Compliance for Lot 2 Old =�?' Cart Way. P. Tariot abstained - Lois Bruinooge seconded, motion carried. Also, write a letter to Fred Mansfield, Town 'Treasurer, to release bond. Lot 4A - Boxford Street - Enforcement Order W. Vicens motioned to empower Irene Mackun to lift the Enforcement Order when the lot is in compliance with items requested on the Enforcement Order (Erosion controls installed and erosion removed) . L. Bruinooge seconded, " motion carried. Lot 5A Laconia Circle - Release of Bond Irene to send letter to Fred Mansfield, Town 'Treasurer, authorizing release ' of bond monies held on this lot. ABC Bus - Enforcement Issues This project is operating without a valid Order of Conditions. The Enforce- ment Order will require either an extension of the Old Order of Conditions o Y a New Notice of Intent. A. Resca motioned to issue an Enforcement Order with the above stipulation, also to record it at the Registry of Deeds, and t send a letter along with the Enforcement Order. L. Bruinooge seconded, motion carried. Boston Brook - Discussion of Order of Conditions Willie presented a draft of concerns relative to this project. Commission and Geisser Engineering discussed these issues. This Order of Conditions will be voted on at next meeting. (October 12, 1988) . No vote taken. k1 Hickory Hill -- Order of Conditions i L. Bruinooge motioned to issue an amended Order of Conditions on Hickory Hill. W. Vicens seconded, motion carried. i Fire Department - Discussion Bill 'Dolan, Fire Chief, attended the meeting to discuss three concerns: Waste Oil - He wants to collect it behind the fire department on Main Street and keep in two 275 gallon tanks (sealed) , within concrete dikes. • There is a catch basin in the parking lot. 360° access to buildings -- Bill thought there was a problem with our understanding ob this. Irene will discuss this further with Andy. t Proposed third Fire Station - Involves Open Space Plan. Meeting in Carlisle on Friday at DEM Office at 1 :30. Jack Lindon hopes to attend. Coventr Lane - Enforcement Order Irene will send a letter to Victor Hatem requesting an erosion plan for the next NACC meeting. Meeting adjourned at 1:00 A.M. Thursday morning. 1
