Be recommended that we accept only passbooks and performance bonds that are very ' specifically worded. Barker Street - Discussion Dick Barrett requested reduction on required bond amounts (presently $5, 000 per lot) as the replication area will be completed next week, and an As-Built will be completed on both '. the sewer and replication areas, and submitted soon, before any more Form "U 's" are signed. Lots 13-16 are now owned by Dick and Doug Strong. No decision on bond reduction will be made until the As-Built is received. Half-Moon Woods - Discussion F Joseph Casey requested a Certificate of Compliance due to the 1' fact that no work commenced on this project and the order of Conditions has expired. future work will have to file a Request for Determination or Notice of Intent if applicable. W. Vicens motioned we issue a Certificate of Compliance for #242-286 for work that never commenced and require a filing for any future work that is applicable under the Act. P.T. Seconded, motion carried. The Pines _ Discussion Ben Osgood Jr. , attended the meeting. W. Vicens asked for some cleanup work at the channel across the utility lines. Discussion took place regarding a $15, 000 reduction .in the bond amount (presently $20, 000) . W. Vicens motioned we reduce the bond on . The Pines from $20, 000. to $5, 000 . C. More erosion controls are r; needed around the replication area, also side slopes need to be stabilized. W. Vicens motioned we issue a one-year extension pending receipt of a $2 , 500 bond and notice that erosion controls .' have been installed. P. Tariot seconded, motion carried. Lot 3Hawkins Lane -_Public Hearing Ray Fraser, engineer, represented C. P. McDonough regarding their 3% Request for Determination. After much discussion, W. Vicens motioned we issue a Negative Determination on Lot 3 Hawkins Lane subject to receiving dated and signed plans. A. Resca seconded, motion carried. v' Lots 4 & _5Hawkin5 Lane Notices off Intent - Public Hearing, , Ray Fraser again represented C. P. McDonough. Discussion of common driveways and proposed houses took place. Original plans indicated house locations would have sufficed, i. e. , new Notices may not have had to be filed for this work. Discussion on culvert and recently submitted hydraulic calculations and rating curve for subdivision. Downstream flow will be larger up to a certain-sized storm event (undetermined) then after that will be ' smaller. Can culvert be modified to reduce flow downstream? Additional culvert designs will be required. W. Vicens motioned to close the public hearing on Lots 4 & 5 Hawkins Lane and issue an Order of Conditions within 21 days. C. Schoene seconded, motion carried. W. Vicens motioned to table the matter on the culvert. Abbott Street - Lots 31 32 and 33 - Notice of Intent - Public Hear_inca t Thomas Neve, the engineer, represented Robert Janusz , the owner. Work on Lots 31 & 32 will include filling of small depression (too small to be ILSF) . Lots 32 & 33 are in buffer zone of larger wetland. Wetland delineation established, but flagging not present in the field as of this filing. Original Order of S Conditions for subdivision is under appeal . W. Vicens motioned # we close public hearing with the stipulation that the wetland E flags be replaced, and issue Order of Conditions within 21. days. ; B. Sousa seconded, motion carried. Brooks School Sewer - Notice of Intent - Public Hearing Joe Cushing of Kaminski & Associates represented Brooks School . Vicens motioned that we 5 close the public hearing and issue and Order of Conditions within 21 days. P. Tariot abstained, as did Lois Bruinooge. B. Sousa seconded, motion carried. t Lots 1 7 & 8 North Cross Road - (Francis Estates) Notice of Intent -- Public Hearing Bab Masys of R.A.M. Engineering represented the owners. P ' are for septic systems and houses. Septic systems all outside 100 feet from wetland but houses are within buffer zone. Abutters concerned with detention pond on Lot 7 . Wetland flags not present in field, as of this filing. Abutter indicated Lot 7 is a low-lying lot and is concerned over the flow of water from the finished lot. Veronica Mandry and Richard Pandolfo were among the abutters. Mosquito Brook flows through this area. W. Vicens motioned to continue the public hearing until Tuesday, Nov. 22nd. P. Tariot seconded, motion carried. l Lot B - Forest Street - Notice of Intent Curt Young of Wetlands Preservation represented Doug Perkins, the owner. Proposal includes a 10 foot wide driveway right along the ;wetland edge. Lea Atkinson, an abutter, attended the meeting. W. Vicens motioned to close the public hearing and issue an Order " Of Conditions within 21 days. P. Tariot seconded, motion carried. ! Long Pasture -- Discussion Phil Christiansen and Curt Young attended to discuss issues . relative to the NACC denial of this subdivision. Presented revised plans with shifted location of water line (to end of cul- de-sac) , maintenance of water flow under some drives to keep connection between wetland areas. Calculations to reviewed. No vote taken, to be on next meeting of November 22 , 1988 . Wintergreen Estates - Discussion Phil. Christiansen attended the meeting. There is a wetland replacement area that is not completed, also its location uncertain due to Rocky Brook Estates land swap. Also additional filling has occurred at the Tanglewood crossing. Commission requested that a plan showing everything to be done and a letter explaining all revised work be submitted with a schedule. An extension may be issued if this is received. Submitted as a Limited cProject. to Limited Project Policy Statement - Discussion Put on next agenda for Nov. 22 , 1988 . Town Farm School Site - Discussion W. Vicens drafted a letter to the School Building Committee. A few minor changes were made, and the letter will be sent. Willie Will be the new representative for the project. Certificates of Com Hance The following is a last of Certificates of Compliance that were issued by the Commission at this meeting; W. Vicens motioned and seconded by Paul Tariot, Lot 8 Tucker Farms, Lot 7B Mill Road (pending receipt of a letter from an engineer) and Lot 8 Salem Street. The following requests for Certificates were not issued due to unfinished work: Lot 1A - Tucker Farms - erosion controls have accumulated sediments. Lot to Christian Way - unstabilized areas . Borden Chemical - Need an "As-Built" A Lot 55 - Bear Hill - unstabil.ized slopes. i i Lot 21 Coventr Lane - Enforcement Order W. Vicens motioned to lift the Enforcement Order on Lot 21 Coventry Lane. Bill Sousa seconded, motion carried. Hickory Hill -- Discussion W. Vicens motioned to accept the revised construction schedule in its entirety. Bill Sousa seconded, motion carried. Butcher Bloy Sewer - Discussion The plans revised October, 1988 were accepted as fulfillment of Conditions #13 and 15 of the Order of Conditions.
