Following is a listing of the approved minutes . 1 . January 7 , 1987 2 . February 25, 1987 3 . October 26, 1988 4 . November 9 , 1988 Paul Tariot motioned that we accept the amended minutes and Carl Schoene seconded, motion carried. Mazurenko Presentation - Irene Mackun presented a land management plan to the Commission. She also introduced the two interns that have been involved in setting up the plans. Namely Janet Nadeau and Victor Mejias. The Commission suggested that copies of the plan be sent to the Selectmen and Planning Board . In the purchase of this property, the State is helping financially as is the Town of North 'Andover. This property is located in the watershed of Lake Cochichewick, the town ' s drinking water supply. The Commission plans to set up walking trails, cross-country ski trails and agricultural projects. This project will be put on our December 21, 1988 meeting for a final vote to be taken . This project must be completed by December 31 , 1988 , but a possible extension is being requested for finalization. School. Building Site A preliminary site plan was shown to the Commission by an Architectural Firm. It had to do with wetland delineation and watershed boundary shown on the plan. Discussion of wliat is in the jurisdiction of the Commission regarding this site . This site was not considered by the Commission as the best place in town for the school building. (copies of the Order of Conditions on both the Abbot Village and Boston Brook be sent to the School Building Committee) . No votes were taken. , Route 114 Properties -- Request for Determination -- Public hearing The State Forest Realty Trust are the owners and Marty Grasso . v ?;,`i ? A site visit will be made to meet the botanist and review the wetland flagging to secure a wetland delineation. r. Irene Mackun questions if there are possible interconnections of Pc some of the wetland areas. Site contains about 650 flaggings ! This will be put on our next agenda. Paul Tariot motioned we close the public hearing and issue a Determination within twenty- one days from today. B. Sousa seconded, motion carries . y i Liberty Hills IT - Notice of Intent - Public Hearing Les Godin of Merrimack Engineering represented the owner Joseph T. Lee. This will be an eight lot subdivision, that is mostly located in Middleton; two house lots in North Andover. A roadway ; crossing is located in North Andover. There is an existing gravel drive across wetland, with a 12 inch culvert. Need fill of 1800 square feet wetland to widen roadway (some on either ;. side of the road) . Propose replacement areas, again one on either side of the road. Making a total of 2250 . square feet of replacement. Additional filing for a house lot in North Andover will be made later. The question is land subject to flooding on this site and is the crossing designed to meet Middleton ' s Planning Board standards? 24 foot pavement - 2 : 1 side slopes and 66 foot footprint in wetland. Bill Sousa motioned we close the public hearing and issue and order of Conditions within 21 days ' on Liberty Hills II , Paul Tariot seconded, motion carried. Hawkins Lane - Discussion A report that had been requested by the Commission from BSC was discussed. This report had to do with culvert modifications. It was decided that this project be put on our next agenda . (A copy of hydrological calculations be sent to BSC) . A request from the V owner if the Commission would release some lots on this project. Arthur Resca motioned to release one lot, Bill Sousa seconded, motion carried. Chestnut Green - Discussion Discussion of failed wetland replication area. Peter Girard of ; the Newport Group represented Chestnut Green. A request was made by Mr. Girard to send him a copy of the replication guidelines to 8 Cedar Street, Woburn, MA 01801 . fie will then send in a plan addressing the problems of this wetland replication. Long Pasture -- Discussion Willie did some research on ILSF with the Department of Environmental Quality Engineering on policy memos. A letter was sent to Phil Christiansen, the engineer on this project, disagreeing with his calculations on I1SF, but accepting their proposal to maintain hydrologic connections between wetlands . Minutes for Meeting of December 7, 19BB i Barker street - Discussion of proposed modification to Lot 13 1' house foundation (moving it 30 feet closer to wetland but still not doing any alteration within 25 feet of wetland) . Lois Bruinooge motioned we accept the plan dated December 7 , 1988 as a modification on Lot 16 Barker street. P. Tariot seconded, motion carried. Lots 1 & 2 Hillside Road - Extension on Order of Conditions Lois Bruinooge motioned we issue a one (1) year extension on the Order of Conditions (DEQE #242-249) . P. Tariot seconded, motion carried. Lot 1A Tucker Farm Bill Sousa motioned to empower the site visit team to make a decision during the site visit on a Certificate of Compliance on Lot 1A Tucker Farm. C. Schoene seconded, motion carried. Lot 21A Laconia Circle -- Certificate of Compliance on Lot 21A i Laconia Circle, which is a portion of Lots 20 and 21 . B. Sousa seconded, motion carried. Lot 1 Liberty Street - Certificate of Compliance L. Bruinooge motioned to issue a Certificate of Compliance on Lot � l Liberty Street, B. Sousa seconded, motion carried. Leland Properties - Adjudicatory Meeting er, ,....,,,._._. L. Bruinooge to attend the January 4 , 1989 adjudicatory meeting with DEQE in Boston. Lot 1 Berry Street and Lot 2 Turnpike -- Order of Conditions ` Attorney Cronin requested reopening of public meeting. It was suggested by the Commission that a letter be issued by the applicant to withdraw the current Notice of Intent and later Ir resubmit revised plans as the Order of Conditions would have been for a denial and the applicant did not want this done. A letter of extension from the applicant was received for a six month ' extension. New Forms re: Wetland Replication/Erosion Control Guidelines Arthur Resca motioned to accept the Wetland Replication/Erosion Control. Guidelines as presented. B. Sousa seconded, motion carried. Borden Chemical The Commission suggested that they need a revised "As-Built" and they be put on our next meetings agenda.
