Deborah Moore (Absent) W. Vicens, Chair Arthur Resca (Absent) Paul Tariot Marie Boudrot (Secretary) Crusader Paper -- Enforcement Order Bill Sousa motioned we ratify and lift the Enforcement Order, P. Tariot seconded, motion carried (NOTE: There is a large stockpile of earth in the area, it was requested by the Commission to have it removed) . North Andover Country Club -- Enforcement Order I Bill Sousa motioned to extend the time limit (as requested in their letter of Feb. � 22, 1989) until March 29th 1989 for the Notice of Intent, and to further extend the Enforcement Order until March 29th, 1989. P. Tariot seconded, motion carried. Lot 3 Liberty Street - Certificate of Compliance Bill Sousa motioned we issue a Cert. of Compliance on Lot 3 Liberty Street. P. Tariot seconded, motion carried. Shannon Land and Deerfield - Bond Release (Awaiting release schedule on both from Dave Zaloga.) Route 114 - Req. for Determination P. Tariot motioned to re-open the public hearing on March 15th 1989 on Route 114's request. B. Sousa seconded, motion carried. (NOTE: To notify Wilford Tappen and his superior Bruce Colburn, of the Harold Parker State Park, an abutter to this property.) Lot 35A Vest Way - Reg. for Cert. of Compliance To be assigned to Arthur Resca. Lot B forest Street - Modification Assigned to Carl Schoene Lots 3 & 4 Candlestick Carl Schoene motioned we issue a Certificate of Compliance on Lots 3 and 4 Candlestick Road. P. Tariot seconded, motion carried I Page -2- 4 Continuation of Minutes of March 1, 1989 NACC Lot 14 Wintergreen (P. Tariot is working on this.) Lawrence Airport - P. Tariot to write letter. Smolak Farm - Request for Extension Order of Conditions has expired. Put on march 15th agenda. Brooks School - Lift Station Bill Sousa motioned that we issue a Modification to the Order of Conditions for the school sewer (ref: Ltr. of Feb. 21st from Kaminski Associates and the plans) . Plans dated: Ltr. 1/18/89 - revised. P. Tariot seconded, motion carried. South Cross Road - Public Hearing - Notice of Intent Roberty Masy's of R.A.M. Engineering, represented the owners namely: Allen Cuscia and Joseph Levis, presented and explained their plans. Veronica Mandry an abutter explained her problems to the Commission, as did Joseph Averka, both abutters. (Issue Sewer versus septic system) . A site visit will take place on Sat. March 11, 1989. P. Tariot motioned to continue the public hearing until March 29th for the purpose of reviewing a more detailed submission. B. Sousa seconded, motion carried. Butcher Boy Mall - Public Hearing - Notice of Intent Thomas F. Caffrey, Esq. , presented the group that are involved with this project. The owner is Kenneth W. Yameen, the area is presently Butcher Boy Market, corner of Gr. Pond and Osgood Street (Rt. 125) . The proposed project consists of a two story retail/office building containing approximately 65,281 sq. feet. Plans were presented to the Commisison by Richard Barthelmes, PE and Frank Richardson was the wetlands consultant. Also, present was Joseph D'Angelo who represented the MASS DPW. P. Tariot motioned we continue the public hearing on Butcher Boy Mall until March 15, 1989. B. Sousa seconded, motion carried. Paul Tariot passed out some papers in reference to the Wetlands Bylaw with some adjustments on the fees and possibly other subject to be talked over, as by March 17th the amendments have to be into Town Hall to be readied for the Town Meeting in May. Meeting adjourned 11:30 P.M.
