Doucette B. Sousa B. Mansour M. Boudrot LOT 1 LIBERTY STREET DISCUSSION Mr. Rich, the new owner, believes his work is not within the jurisdiction of the NACC. He said the work is outside the 100 ' of the wetland area but this was not properly shown on the plan. It was decided that the owner would redraw the plan and come back with the Form U. No vote was taken. LOT 14 WINTERGREEN REQUEST FOR EXTENSION - ORDER OF CONDITIONS D. Moore brought the Commission up-to-date on the condition of this Lot. Mr. Eyal the owner also attended the meeting and presented his plans for the retaining wall on the back portion of the Lot. W. Vicens motioned that we accept the plans as a Modification subject to inspection. Bill Sousa seconded, motion carried. LOT 13 WINTERGREEN #242-438 MODIFICATION - ORDER OF CONDITIONS Mr. Temchulla, the owner of this lot, attended the meeting. He bought the house from Mr. Columbo (the builder) . The house is located closer to the rear of the lot than was shown on the approved plans (very close to the wetlands) . There is no room for the proposed retaining walls and Mr. Columbo has plans to slope the rear of the lot down to the wetlands. Mr. Temchulla and Mr. Columbo will draw up new plans and present them to the NACC. LOT 30A LACONIA CIRCLE #242-296 REQUEST - EXTENSION OF ORDER OF CONDITIONS Mr. Wayne Belair Esq. , attended the meeting representing the Abascal Construction. The owner is Mr. Ken Hoffman. Work on this lot is almost complete but some minor erosion is evident. W. Vicens motioned to issue a sixty (60) day extension from October 3 , 1988 to August 2 , 1989. D. Moore seconded, motion carried. LOTS 13 14 15 16 BARKER STREET 242-360 REQUEST FOR COMPLIANCE Richard Barrett, the owner of the above lots attended the meeting. A letter was received from J.J. Borgesi requesting the Certificate however there was a question as to the replication area being placed correctly. B. Mansour to study this area. No vote taken. f f LOT 12A EQUESTRIAN 242-257 REQUEST FOR COMPLIANCE Mr. Smith the owner of Lot 12A Equestrian. W. Vicens motioned we issue a Partial Certificate of Compliance on Lot 12A Equestrian. B. Sousa seconded, motion carried. ROSEMONT (#242-503) CONTINUED PUBLIC HEARING This project is located off of Chestnut Street, and atop of Clay Pit Hill. Curt Young of Wetlands Preservation represented Parthenon Development Corporation, the owner. Mr. Young presented the project plans. Also, a Mr. McLeod of the Andover Consultants gave an overview of the drainage analysis of the site. Also attending the meeting were John Nolan and Helen Murphy from Parthenon and David Jordan, an Engineer of Andover Consultants. Discussion took place regarding drainage, vegetation, retention ponds, etc. A letter presented to the Commission this evening was read into the tape from McGarry, Bodnar & Brintz regarding impact from Rosemont to Holly Ridge subdivision. An abutter, Rhoda Deltway represented her mother who occupies 87 Chestnut Street. Fay Averka also spoke up. B. Sousa motioned to close the public hearing and issue a decision within 21 days of receipt of some additional drainage calculations for runoff towards Mill Rd. D. Moore seconded, motion carried. P.Tariot abstained. LOT 1 BERRY & LOT 2 TURNPIKE 242-505 RIPARIAN REALTY TRUST - CONTINUED PUBLIC HEARING Debroah McCartney and Mr. Cronin presented the plans for Riparian Office Park. Bob Horton came before the Commission, representing his mother whom is the abutter to this area. W. Vicens motioned we close the public hearing on Lot 1 Berry and Lot 2 Turnpike and issue an Order of Conditions 21 days from tonight. Due July 12, 1989. D. Moore seconded, motion carried. BUTCHER BOY MALL 242-504 CONTINUED PUBLIC HEARING The purpose for this continued hearing was to get written comments from Metcalf and Eddy requested by the Commission at the last meeting. B. Sousa motioned to close the public hearing and issue an Order of Conditions within 21 days. D. Moore seconded, motion carried. LOT B MARBLERIDGE ROAD REQUEST FOR DETERMINATION This RDA is for a house and driveway. Joe Averka, an abutter, spoke up about the septic system. W. Vicens motioned that we issue a Negative Determination subject to conditions that erosion control measures be installed by the applicant and inspected/ approved by the Commission or its agent. D. Moore seconded, A. Resca abstained, motion carried. 1 C LOTS 17 23 24 41 AND 42 CANDLESTICK ROAD JERAD PLACE 242-506 . NOTICE OF INTENT Robert Janusz, the owner and developer of the above lots came before the Commission and presented his plans. W. Vicens motioned to close the public hearing on Lots 17 , 23 , 24, 41 and 42 Candlestick Road for the purpose of issuing an Order of Conditions within 21 days. D. Moore seconded, motion carried. LOT J APPLETON STREET DISCUSSION RE: COMPLIANCE Joseph Cushing represented the owner, Mr. Denis Cote. This lot has a detention pond that ties into Bear Hill subdivision. Therefore, two Certificates will be required, a Partial for the Bear Hill and a full for Lot J Appleton St. (#242-158 and #242- 204) . LOT 3AA LACONIA CIRCLE _ 242-257 REQUEST FOR COMPLIANCE W. Vicens motioned to authorize R. Doucette to issue a Certificate of Compliance upon receipt of a written request (some minor landscaping is still needed) . B. Sousa seconded, motion carried. LOT 4 LIBERTY STREET REQUEST FOR COMPLIANCE W. Vicens motioned to authorize the site visit team to make a decision as to whether this lot is ready for the Certificate. Paul and Richard to check into this. W. Sousa seconded, motion carried. Paul Tariot motioned to adjourn at 12 : 10 A.M.
