Minutes of Conservation Commission meeting of August 2, 19813

mHpiration date is April 4, 1988. The entire front arse should
be loaned and seeded. A site visit with Richard Doucette will
take place. W. Vivens motioned to extwnd the Order of Conditions
until November 1, 1989. D. Moore seconded, motion carried.
W. Vicens motioned to issue a Certificate of Compliance on cot 10
Salem Street. R. Man nour se oondedv motion carried.

Mr. Cote is tho present owner of this lot which iz adjacent to a
detention basin. W. Vicens. motioned to issue a partial
Gent ifioate of Compliance under D. E. O. E. 342-158.
R. Mansour secondedv motion carried.
The owner Mr. James Nut ton attended our meeting. Some filling and
gradinp of land had taken place near a stream. 0 bordering
vegetated wetland, an possibly portions of the stream itself, had
been filled by this aotivity. Owner was roquestod to place a row
of staked hay bales along edge of material, complete no
additional work, and to attend our meeting. A site visit to take
place. No vote taken.
Mo. hyal did not attend meeting therefore this was put on hold.

James BourgPois attended the meeting and prezonted plan% for
discussion. Plans were acceptable to the Commission.

Ralph & Kathy Hhea the owners attended the meeting and explained
their plans for a houme. W. Vicens motioned to closo the publia,
hearing and empower the site visit team to make a decision. R.
Mansour seconded, motion carried.

Richard Barrett the owner attended the hearing statino thore was
a change in plane;. Housez were moved twenty feet away from the
wetlands. John Overt, abutter, spoke about the setback from the
road. W. Vicens motioned we close the public hearing and make a
decision at the next meeting (Sept. 61 1989) .
James Sou,WeoiG of EDC represented Thomas Nerve;,, Engineer and Nora
Miller of WPI. Plans presented and disou5sad. 1300 feet of
filling. Some design changes were recommended to reduce the area
of filling. Also requeKed was to move the replication area away
from road. W. Vicons motioned we close the public hearing, issue
on Order of Conditions within 21 day% after receipt of a letter
from the owners for the replication area. R. Mansour seconded,
motion carried.

Wuy Richarda and throe other abuttorR attended the meeting and
presented to Imtter along with pictures of wetlands in their
backyards. Their concerns were flooding and algae in tho water.
Merrimack Engineering Servinez io working on this project. it
appears tho work on the Meadows Property has not yet solved the
problem here.

Walter Pupkis the owner of thK lot attended the meeting
requesting an extension on the Order of Conditions. No vote
taken but as site visit will be made.
Stockpiling of soil near a stream. No orozion controls placed. I.
Enforoomont Order ratified. A site visit will take plave.
Wm. Allaruud attended the meeting. W. Vic en% motioned to issue as
Certificate of Compliance on Spar and Spindle. R. Man%our
oppoued. Q Schoenen suconded motion carried.

motion carried. 0 discussion of NACG policy on extensions took
place. We should consider not granting extensions due to new
regs.
