MINUTES
The following minutes were brought before the Commission for
approval: September 23, 1987, April 26, 1989, May 10,
1989,August 2, 1989 and September 6, 1989.
W. Sousa motioned to accept the above listing of minutes as
amended. D. Moore seconded, motion carried.
LOT 6 DEERFIELD 242-348
MODIFICATION AND CERTI
FICATE OF COMPLIANCE
W. Sousa motioned to accept the Modification plan presented for
Lot 6 Deerfield. D. Moore seconded, motion carried.
W. Sousa motion to issue a partial Certificate of Compliance for
Lot 6 Deerfield. D. Moore seconded, motion carried.
LOT 12 DEERFIELD (#242f348)
MODIFICATION
Dave Zaloga came before the Commission with a request for a
Modification to add another garage. W. Vicens motioned to accept
the Modification for Lot 12 Deerfield as of 10.4 .89. D. Moore
seconded, motion carries.
LOT 12 WINTERGREEN (#242-410)
PART 1
D. Moore motioned to issue a Modification on Lot 12 Wintergreen.
W. Sousa seconded, motion carried.
Part 2
D. Moore motioned to issue a full Certificate of Compliance on
Lot 12 Wintergreen. W. Sousa seconded, motion carries.
LOTS 37 & 38 SAWMILL ROAD 242 262
REQUEST FOR CERTIFICATE OF COMPLIANCE
Mr. Arin the owner, attended the meeting and informed the
Commission what he will be doing in the near future. They
requested that he refile a Request for Determination, because
this new work will need the approval of the Commission. D. Moore
motioned to issue a full Certificate of Compliance to Peter
Marino on Lots 37 & 38 Sawmill Road. W. Sousa seconded, motion
carried.
TEOMA ESTATES 242-394
REQUEST FOR CERTIFICATE OF COMPLIANCE
Mr. Teoli attended the meeting. A new planting that took place in
August, stated that all but nine of the plantings showed growth.
A suggestion was made to reduce the bond but to keep a balance of
$600. W. Sousa motioned to reduce the bond to $600 and we will
check again in the Spring of 1990. D. Moore seconded, motion
carried.
LOT 1B - TURNPIKE STREET (#242-428)
REQUEST FOR CERTIFICATE OF COMPLIANCE
SAFE "N" SOUND MINI- STORAGE
A Site visit will be made to determine thus putting the
Certificate on hold. No vote was taken.
LOT 2 LIBERTY STREET _(#242-342)
ENFORCEMENT ORDER
Felix Quinn the owner of this lot attended the meeting. W. Sousa
motioned to ratify the Enforcement Order. D. Moore seconded,
motion carried. Address to mail copy of E.O. is 89 Newbury
Street. , Danvers. MA.
LOT 1 BOXFORD STREET (#242-204)
REQUEST FOR CERTIFICATE OF COMPLIANCE
James Rand represented the bank and owner Chaisson, attended the
meeting. W. Sousa motioned to issue a Certificate of Compliance
on Lot 1 Boxford Street. D. Moore seconded, motion carried.
LOT B SALEM STREET 242-513
NOTICE OF INTENT - PUBLIC HEARING
This lot is located in the back of #318 Salem Street. Due to the
lack of notification to abutters the meeting will be continued on
October 18th. Mr. Pickles represented the new owners.

DISCUSSION
Paragraphs 13 and 14 in the Order of Conditions were clarified.
No vote taken.
WAVERLY ROAD - ENFORCEMENT ORDER
P. Tariot motioned to issue an Enforcement Order on Waverly Road.
D. Moore seconded, motion carried.
(NOTE: Also, will look at Hawkins Lane)
LOT 14A GRANVILLE LANE
DECISION - REQUEST FOR DETERMINATION
W. Sousa motioned to issue a Negative Determination with
conditions on Lot 14A Granville Lane. D. Moore seconded, motion
carried. The Conditions are Hay bales installed and inspected
prior to construction. Issuance and conservation easement to the
Town of North Andover.
LOT 2 SALEM STREET-DECISION
P. Tariot motioned to issue a denial as the proposed activity
fails to agree with the buffer zone requirement #Ref. IEP study.

WOODCHUCK GROVE 242-475
DECISION
P. Tariot motioned to issue an Order of Conditions as amended.
D. Moore seconded, motion carries.
