Sousa (8 :45) Carl Schoene M. Boudrot, Sec. Richard Doucette, Admin. LOT 3 JOHNNYCAKE (#242-115) REQUEST FOR CERTIFICATE OF COMPLIANCE Joan C. McElwain has requested a compliance on her property. Some wetlands were filled for the construction of her driveway. There is no area to replicate this filling on the lot. The Commission will make a site visit. LOT 2 LIBERTY STREET 242-342 UPDATE - VIOLATION Mr. Quinn is in the process of complying with an Enforcement Order. Mr. Quinn has requested two extensions of this E.O. and is not in compliance at this time. Quinn will be contacted to attend the next meeting on November 29th. HAWKINS LANE - (#242-388) UPDATE Mr. Coleman McDonough will be contacted to attend the next meeting to provide an update on the Violation Notice issued on Hawkins Lan. r MOBIL OIL CORPORATION DISCUSSION OF FUTURE DETERMINATION Mobil plans to install new fiberglass tanks in place of steel tanks on Mass Ave. The Administrator will inform Mobil that this new plan is adequate. Mobil will submit a Determination. LELAND PROPERTIES (#242-270) The Administrator provided an update on the Leland Properties NOI. The applicant will be notified that the continued public hearing will be opened on December 13 , 1989. LOT 2 VILLAGE WAY (#242-143) REQUEST FOR CERTIFICATE OF COMPLIANCE C. Schoene motioned to issue a Partial Certificate of Compliance on Lot 2 Village Way. G. Reich seconded, motion carried. HITCHING POST ROAD (PATNAUDE ESTATES) (#242-429) DISCUSSION Robert Lavoie represents the Patnaude family. Mr. Lavoie presented plans for a gravity sewer from Hitching Post Road subdivision. This is a deviation from the original pump station sewer. Richard Doucette to walk this site with the Patnaude's and report back to the Commission at the next meeting on November 29th. LOT 29A LACONIA CIRCLE r DETERMINATION - CONTINUED PUBLIC HEARING J. Bourgeois filled in for Tom Neve and represented Mr. Phelan, the owner. C. Schoene motioned to issue a Positive Determination on Lot 29A Laconia Circle. A. Brewster seconded, motion carried. LOT B SALEM STREET (#242-513) NOTICE OF INTENT - CONTINUED PUBLIC HEARING Charlie Foster, representing the owner, Dominic Giarusso, presented revised (Nov. 13) plans for Lot B Salem Street. C. Schoene motioned to close the public hearing and issue an Order of Conditions within 21 days. A. Brewster seconded, motion carried. GREAT POND ROAD - SEWER PROJECT NOTICE OF INTENT - PUBLIC HEARING Paul Niman, Director of Public Works and John Hume, Senior Project Engineer of Weston & Sampson Engineers explained what work is to be done. This is phase I of a three-phase sewer project. W. Sousa motioned to close the public hearing and issue an Order of Conditions within 21 days after review of the wetland delineation. G. Reich seconded, motion carried. EDGEWOOD LIFE CARE UTILITIES 242-517 DECISION C. Schoene motioned to accept the amended Order of Conditions on Edgewood Life Care Utilities. G. Reich seconded, motion carried. LOTS 2 & 3 COVENTRY LANE DECISION W. Sousa motioned to issue a Denial on Lots 2 & 3 Coventry Lane unless the NACC receives a letter requesting an extension. The applicant has not applied for all necessary local permits. C. Schoene seconded, motion carried. SCHOOL AT CALZETTA FARM 242-518 DECISION W. Sousa motioned to accept the Order of Conditions as amended on the School at the Calzetta Site. A. Brewster seconded, motion carried. Meeting adjourned at 10: 10 P.M. i
