Alison Brewster Richard Doucette, Admin. MINUTES Wm. Sousa motioned to accept the amended Minutes of September 6th and November 15th 1989. Robert Mansour seconded, motion carried. LOT 79A BLUE RIDGE ROAD (#242-158) REQUEST FOR COMPLIANCE R. Mansour motioned to empower the site visit team to make a decision. C. Schoene seconded, motion carried. FLAGSHIP DRIVE EXTENSION (#242-484) DISCUSSION Thomas Neve, representing the Bayfield Company, presented the plans for the extension. The public hearing for this project will be reopened on January 3 , 1990. No vote taken. LOT 3 COVENTRY LANE (#242-324) REQUEST MODIFICATION TO ORDER OF CONDITIONS Robert Mansour motioned to issue a denial. George Reich seconded, Wm. Sousa opposed, five to one, motion passed. LOT 20 CAMPBELL ROAD PUBLIC HEARING - REQUEST FOR DETERMINATION Owners, Clifford and Denise Melendy were required to file a Request for Determination due to a violation on the property. The filling in of a stream causing redirection of the stream. Nelson Packer of 40 Campbell Road, an abutter attended the meeting. Wm. Sousa motioned to issue a Negative Determination with the conditions of removing the material, grading back and stabilizing slope. R. Mansour seconded, motion carried. LOT 16 ( 116) GREAT POND ROAD (#242-520) PUBLIC HEARING - NOTICE OF INTENT William MacLeod of Andover Consultants and Mr. Horne, the owner, presented their plans for Lot 16. This area is in the watershed of Lake Cochichewick. A wetland crossing requiring minimal impact, installation of a 12" pipe (100 year storm) , driveway to be of concrete cement. Virginia Hammon did the wetlands delineation. A site visit to take place. Wm. Sousa motioned to close the public hearing and issue an Order of Conditions within 21 days. A. Brewster seconded, motion carried. LOTS 3 .4 & 5 SOUTH BRADFORD STREET 242-519 PUBLIC HEARING -- NOTICE OF INTENT John McGarry, Esq. and Phil Christiansen of Christiansen & Sergi presented their plans. This project is in the watershed of Lake Cochichewick. The wetlands delineation was recently revised and the plans must be revised accordingly. Scott Ayers of 29 South Bradford Street, Pauline Lowe, Buddy Roberts and Robert Palmesi all abutters to this property attended the meeting. Wm. Sousa motioned to continue the public hearing to January 3rd 1990. Revised plans will be submitted at that time. Robert Mansour seconded, motion carried. BECKY'S POND - DISCUSSION The DPW's plans for regrading Becky's Pond and reconstructing the drainage system were shown to the Commission by the Administrators. The submitted plans were not prepared to a level of detail required by NACC standards. There are not topo lines, no drainage calculations and were not stamped by a Registered Professional Engineer. Robert Mansour motioned that the DPW shall submit a complete Notice of Intent with necessary plans and documentation prepared by a Registered Professional Engineer. W. Sousa seconded, motion carried. 29A LACONIA CIRCLE 242-521 DECISION Wm. Sousa motioned to issue an Order of Conditions. George Reich seconded, motion carried. Meeting adjourned 9: 50 P.M.
