Lynch,Jr. John J. Mabon Board Members Absent: Deborah Feltovic Beth Wescott Robert L. Mansour Staff Members Present: Julie Parrino, Conservation Administrator Alison McKay,Associate Donna Wedge, Secretary Meeting came to order at 7:50 pm Quorum met. General Business De #242-894-COC Lot 13 36 Beaverbrook Road Mahalati Shawn Mahalati was present at the meeting. Ms. Parrino left the room because there is a conflict of interest. Alison McKay stated new revised plans were submitted with engineer stamp and spot shots. The wetland line on the as-built plan matches exactly with the approved wet line. Motioned by Joseph Lynch to issue COC, seconded by Albert Manzi. Vote: Unanimous. DEP#242-968-Turnpike Street, Mr. Sudsy Car Wash (Atlantic Realty Trust) Scott Masse and Albert Manzi recused from voting. Joseph Lynch stated no quorum present to address hearing. He also commented that the general inspection looks good and there was a modification done from which changed the original approval of an office building to a car wash facility. Joseph Lynch will try to organize a special meeting. Recess for 7 min. Public Hearings 8:OOpm. Sutton Street(Lighthouse Realty Trust E silon Associates Michael Howard from Epsilon Associates was present at the meeting. Michael Howard stated no wetland areas on the site. Some low depression on site pit indicated soil is not hydric. Ms. Parrino stated the filing is for the determination of wetland resource areas on a wooded parcel that is part of the airport property. Ms. Parrino stated calculations were submitted to prove isolated areas not ILSF. Discussed calcs with the engineer and the area is not capable of holding a minimum of six inches of water due to the small contributing watershed. No floodplain, streams, rivers, estimated habitat mapped on the site. Previous plans for a post office indicated two small isolated resource areas. Delineation conducted prior to hydric soil criteria. Ms. Parrino stated this site is approximately four hundred feet from Lake Cochichewic area. Motion to close and issue a negative determination stating no resource areas subject to state or local jurisdiction by Albert Manzi, seconded by John J. Mabon Vote: Unanimous. DEP#242-1168 10 Commerce Way (Grasso)(Hancock Enviromental) Request in writing to continue to October 23, 2002 meeting. The escrow account has not been set up for Lisa Eggleston yet. Motion by Albert Manzi to continue to October 23, 2002 meeting, seconded by John J. Mabon. Vote: Unanimous. DEP#242-1168 127 Bridle Path (Chatson)(WPI) Curt Young and Jeff Andrews were present at the meeting. Curt Young from Wetland Preservation Inc. stated the designed plan proposes a higher quality wetland than what exsited. The resource area has been filled with soil for a total for 3,130 square feet. Curt Young stated the catch basin drainage 4." 8 pipe which drains into the street. Ms. Parrino has concerns about the catch basin proposed in the wetland specifically for the potential of frogs to be trapped within. Revised plans have been submitted and the planting plan has been reviewed and approved. Ms.Parrino stated the catch basin rim is lower than the elevation of the replicated area. Ms. Parrino has concerns with maintaining hydrology. Joseph Lynch stated a detailed pre-construction meeting must be scheduled. Joseph Lynch wants the area of were the piping is placed he wants 190' elevation inlet of the rim of the catch basin and outlet the wetland area will dewater surface water and must plant material to the surface the frog breeding here is very good. Joseph Lynch stated lie wants a solid pipe drop outlet 4 inches with a little grade close to the edge rather than in the middle this will be easier to clean the elevation must be 190' because of the catch basin. Motioned by Joseph Lynch to continue for revised plans continued to October 23, 2002, meeting seconded by John J. Mabon. Vote: Unanimous. Dep#242-????- 50 Bridle Path (O'Neil)(Seekamp Enviromental) Mr. and Mrs. O'Neil were present at meeting, also Laurie from Seekamp Environmental. Laurie from Seekamp Environmental stated they will need a special permit from the planning board. The roof wafter will be redirected to a perforated enclosed pipe with crushed stone. Erosion controls proposed along the 25' no disturbance zone. Ms. Parrino stated the addition is in the same footprint as the old sun porch. A frill foundation is proposed with a 4 foot of addition in the exiting lawn area with a filtration pipe stone area. Joseph Lynch stated additional 4 feet extension is not approvable. Albert Manzi stated you can replace a failing structure and can be replaced in the same footprint already in the 50 foot no build zone. Ms. Parrino stated heavily disturbed here. Joseph Lynch suggested a site walk by the Board members the Board members scheduled a site walk for October 17, 2002 at 6:OOpm. Motion by Albert Manzi to continue to October 23, 2002 meeting, seconded by John J. Mahon. Vote: Unanimous. DEP#242-1169-2357 Turnpike Street (West Environmental)(Valley Realty Development) Gerry Lynn Darcy from Valley Realty Development and also Mark West from West Environmental was present at the meeting. Mark West stated in the 25 feet no disturbance zone cinder blocks and brick stones have disturbed the soil enhancement will be done here 19,558 square feet with loam and seed. Ms. Parrino stated drainage review has not been completed yet. Ms. Parrino stated the detention pond number 4 needs to be tightened between 7A and 7B grading here needs to be reseeded and planting done. Ms. Parrino will require enhancement area for grading and enhance planting in area 5 may need Flags on plans. Ms. Parrino stated need to revegitate and look thru the plans to check to see what plantings need to be used in this area. Ms. Parrino will be reviewing the plans. Joseph Lynch stated no fill of construction debris under The Town of North Andover Bylaw must be away from the one hundred foot area absolutely no debris can be buried it must be removed totally. Ms. Parrino stated the upper level has a lot of debris at twenty- foot elevation there are trees growing there now. Mark West stated GZA will be cleaning up the area when they are done with there review. Gerry Lynn Darcy expanded scoping with ENF. Ms. Parrino will be attending the scoping hearing at 148 Main Street North Andover, Ma. Motion by Albert Manzi to continue to October 23, 2002 meeting, seconded by John J. Mabon. Vote: Unanimous.
