Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend www.northandoverma.gov. For this meeting, members of the public who wish to watch the meeting may do so on their televisions by tuning to Comcast Channel 8 or Verizon Channel 26 or online at www.northandovercam.org. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the Town of North Andover website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting. Planning Board Report Annual Town Meeting Warrant Article 3 and 4: Authorization to Accept and Grant Easements Annual Town Meeting Warrant Article 12: Authorize Board of Selectmen to Acquire Land- 1 and 3 Surrey Drive. Annual Town meeting Warrant Article 14: Report of the Community Preservation Committee Appropriation from Community Preservation Fund. Annual Town Meeting Warrant Article 29: Citizen Petition- The Adoption of a 3-year moratorium of crumb rubber in-fill on artificial turf. Mike Howard, Epsilon Associates, Inc on behalf of North Andover Dept. of Public Works: Request for Waiver of Watershed side of Osgood Street (Rt. 125) between the entrance to the Casa Blanca restaurant and the next commercial strip mall at 1060 Osgood Street. The second segment of sidewalk is located near the Rt. 125/Sutton Street intersection, also on the west side of Osgood Street. The Town also proposes to install a segment of sewer main but none of this work is located in the 100 foot buffer zone to wetland resource areas. Permitted Signs -- Industrial Districts: master plan by special permit within the I-2 Zoning District in a more flexible manner and consistent with two other sign master plan sections of the Zoning Bylaw, including the Planned Development District as well as the Downtown Overlay District Subdistrict A: Historic Mill Area. 485 Wood Lane: 58 Stevens LLC: Application has been made for Planning Board approval of a proposed two (2) lot Definitive Subdivision Plan on an approximate .574-acre parcel of land located on Wood Lane. The premises affected is located within the Residential 4 (R-4) Zoning Districts. The Applicant intends to make roadway improvements and construct a single-family house on the new parcel. 1160 Great Pond Road, Brooks School: Application for a Watershed Protection District Special Permit and Site Plan Review Special Permit under Chapter 195 Art 4 Pt 5, Section 195-8, and Section 195-10.7 of the Town of North Andover Zoning Bylaw to authorize the phased redevelopment and reconstruction of certain existing developed areas of the Property, including relocation of the South Entrance, removal and reconstruction of buildings, access ways and landscape areas, improvements and installation of new drainage improvements and associated landscaping. The majority of the proposed work is within the General Zone with a small portion of reconstruction of walks, parking and landscaping on the outer edge of the Non-Discharge and Non-Discharge Zones. The project is located in the Residential 1 (R-1) Zone. CONTINUED PUBLIC HEARINGS 210 Holt Road, MMD Shooting: Application for Site Plan Review Special Permit under Sections 195-4.14 I, Section 195-8.11. A (3) and common parking areas and multiple use facilities under Article 8 Part I Off Street Parking and of the existing building and change the use of a portion of the building to an indoor shooting range and retail use. This project is within the Industrial 2 (I-2) Zoning District. 1600 Osgood Street, 1600 Osgood Street, LLC.: Application for Definitive Subdivision approval of a 1-lot Plan on a parcel of land consisting of approximately 31.06 acres located on the west side of Osgood Street at what is known as 1600 Osgood Street. The Premises Affected is located within the I-2 Zoning District. 1600 Osgood Street, 1600 Osgood Street, LLC.: Application for Site Plan Review (Article 8, Part 3), and Parking (Article 8, Part 1, § 195-8.8.) The proposed project includes the rehabilitation of approximately 399,999 square feet of existing buildings known as both Building Nos. 20 and 21, along with 1,500 parking spaces and with upgrades to parking, access, utilities, stormwater management, lighting, landscaping, and other associated improvements. The Applicant proposes the redevelopment of a 109.67 portion (proposed Lot B) of an approximate 167.8-acre site commonly known as 1600 Osgood Street, and intends to construct a proposed e-commerce storage, warehouse and distribution facility with accessory office and other uses, consisting of a 5-story building including approximately 3,773,997 square feet of gross floor area, with upgrades to parking, access, utilities, stormwater management, lighting, landscaping, and other associated improvements. This project is located within the Industrial2 (I-2) Zoning District. 1600 Osgood Street, 1600 Osgood Street, LLC.: Application for Large-Scale Ground-Mounted Solar Energy Systems Site Plan Review (Article 8, Part 12); Setback Modification Special Permit (Article 8, Part 12, Section 195-8.88.D), and, Article 10, §195-10.7A of Chapter 195 -- North Andover Zoning Bylaw. The proposed project will include the relocation and redevelopment of a portion of an existing 6MW Solar Energy System onto proposed Lot C for purposes of a Large-Scale Ground- Mounted Solar Energy System, including upgrades to access, utilities, stormwater management, lighting, landscaping, and other associated improvements. This project is located within the Industrial2 (I-2) Zoning District.
