HomeMy WebLinkAbout2020-07-02 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES July 2, 2020 CALL TO ORDER: Chairman Nobile called the meeting to order at 9:31AM. In accordance with Governor Baker’s Executive Order issued on March 12, 2020, suspending certain provisions of the Open Meeting Law due to the ongoing COVID-19 public health emergency, this meeting took place via conference call. All Board members and staff participated in this meeting remotely. ATTENDANCE: The following identified themselves as present on the call: Chairman Chris Nobile, Clerk Richard Vaillancourt, Licensing Chair Rosemary Smedile, Phil DeCologero, Laura Bates, Deputy Town Manager, Denise Casey and Director of Administrative Services, Laurie Burzlaff. Chairman Nobile read the following statement: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitations on the number of people that may gather in one place, this meeting of the North Andover Board of Selectmen is being conducted via remote participation. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings as provided for in the Order. A reminder that persons who would like to listen to this meeting while in progress may do so by tuning in to Comcast channel 8 or Verizon channel 26 or online at www.northandovercam.org. If you have public comments, please email selectmen@northandoverma.gov LICENSING COMMISSIONERS Richard Vaillancourt made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen move into licensing. Roll call vote: Bates; DeCologero-yes; Nobile-yes; Smedile-yes; Vaillancourt-yes. Motion approved 5-0. Request of Deborah Ingalls of Butlers and Bars for a one day all alcohol license on Saturday, July 18, 2020 at Smolak Farms for a celebration of life memorial service from 4:00PM to 10:00PM Chris Nobile made a MOTION, seconded by Laura Bates that the Board of Selectmen acting as Licensing Commissioners approve the request of Butlers and Bars for a one day all alcohol license on Saturday, July 18, 2020, as presented, contingent upon there being no order by the Governor prohibiting such events. Roll call vote: Bates; DeCologero-yes; Nobile-yes; Smedile- yes; Vaillancourt-yes. Motion approved 5-0. Request of Deborah Ingalls of Butlers and Bars for a one day all alcohol license on Saturday, July 11, 2020 at Smolak Farms for a wedding reception from 4:00PM to 10:00PM Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen acting as Licensing Commissioners approve the request of Butlers and Bars for a one day all alcohol license on Saturday, July 11, 2020, as presented, contingent upon there being no order by the Governor prohibiting such events. Roll call vote: Bates-yes; DeCologero-yes; Nobile-yes; Smedile-yes; Vaillancourt-yes. Motion approved 5-0. Richard Vaillancourt made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen, acting as Licensing Commissioners, move out of licensing. Roll call vote: Bates-yes; DeCologero-yes; Nobile-yes; Smedile-yes; Vaillancourt-yes. Motion approved 5-0. ADJOURNMENT Richard Vaillancourt made a MOTION, seconded by Phil DeCologero to adjourn the meeting at 9:40AM. Roll call vote: Bates-yes; DeCologero-yes; Vaillancourt-yes; Smedile-yes; Nobile-yes.
