Enright: The project engineer has submitted an as-built plan certifying buildout of the addition is substantially in 33 compliance with the plan. The deed restriction has been recorded to reflect limited use of fertilizer and coal-tar 34 based pavement scaler; Planning is in support of a frill bond release. 35 MOTION: K. Bargnesi made a motion to release the$4,000.00 bond, plus any remaining interest, for 45 36 Woodberty Lane. J. Simons seconded. The vote was 4-0, unanimous in favor. Roll call vote: J. The majority of the proposed work is within the General Zone with a small portion of 47 reconstruction of walks, parking and landscaping oil the outer edge of the Non-Disturbance and Nan-Discharge 48 Zones. The project is located in the Residential 1 (R-1)Zone. 49 E. Goldberg: Has any public comment been received on this project? 50 J. Enright:No public comment has been submitted to date. Hearing opened on April 14,2020(no evidence heard) 51 and has been continued to today's date. Applicant has submitted an overview presentation they will present to the 52 Board this evening. An NO[ is filed with Conservation. A Technical Review meeting was held this past March. 53 The applicant has submitted responses to comments received at that meeting. A site walk was scheduled with 54 NAPD to review access points and sight distances. Planning has requested the centerline of the relocated southern 55 entrance be staked; Board may want to schedule a site walk. Stormwater review has begun; peer review submitted 56 their first round of comments; applicant has responded. Department review comments have been received from 57 Fire, DPW and Police; we are waiting on the applicant's response comments. Since this driveway will now serve 58 two lots a Common Driveway Special Permit should be submitted. Typically, we request these for easement 59 documentation and maintenance agreement purposes based on dual ownership. These two parcels are owned by 60 Brooks School. The Board may consider a condition that should either parcel be sold in the future an easement 61 document and maintenance agreement would then be required. 62 Brian Vaughan, Smolak &Vaughan: Agreed that a condition to this effect could be include in the Common 63 Driveway decision. This application has not been filed yet, but will need to be noticed and heard. Introduced team 64 on remote conference call: Andrew Leonard, A.T. Leonard& Associates; Anthony Cleaves, Whitman&Bingham 65 and Paul Griffin, Brooks School. Project scope involves relocating existing southern entrance, connections to the 66 campus, internal modifications, and building modifications.Modifications have been made to the plans since 67 March. 68 Andrew Leonard: Reviewed project presentation. Watershed boundary remains; closest work is 1 K feet from lake. 69 Entry to be widened and moved; gating will be improved.Noted wetlands tributary to lake,consolidation of 70 driveway(s)along Great Pond Road. (P. Boynton requested overlay of new driveway over existing conditions/ 71 topography contour lines). 72 A. Cleave: Referred to plan L.103 demonstrating this; agreed it could be presented more clearly for the next 73 meeting. Perspectives show rendered plans of new entrances, new driveway, views of the field adding trees and 74 lighting. Revisions include shifting Gatehouse away from Non-Disturbance Zone; removing unsalvageable 75 buildings(Frick& Alumni buildings)& adding improvements and new structures, i.e. admission arrival parking 76 lot to include new rain garden and deck around the Sugar Shack building(tennis court side). Goal for 77 reconstructing Main Street is to eliminate vehicles and snake the area universally accessible from the Library to the 78 Dining Hall. Site lighting will be improved.New Admission building(32 ft.tall/story and a half tall)will have a 79 view of lake and fields. Head of School House will be returned to its single family home use. Decreasing the 80 overall footprint and the amount of impervious surface within the watershed. Briefly discussed construction 81 sequencing; Spring 2021, with a fall completion. 82 P. Griffin: Prefers Board's site visit be scheduled soon based oil boarding student arrivals. 83 Board: No abutter comments have been received. Goldberg:Read Governor Bakers Order into the record] 2 Town of North Andover PLANNING BOARD Trresrkr Au ust 18 2020 7 .in. 120 Maim Sheet Town Hall North Andover- MA 01845 89 40 Flaashin Drive(a/k/a0 Flagship Drive),DWT Holdings LLC: Application for Site Plan Review Special 90 Permit under Article 8 Pant 3 and Article 10 § 195-10.7 of the North Andover Zoning Bylaw. The Applicant 91 proposes construction of a 15,I00 SF single-story metal building with associated parking, landscaping, utilities 92 and stormwater management design. The primary use is a proposed office to serve the Applicant's construction 93 company and the accessory uses are indoor storage for equipment and vehicles as well as an outdoor gravel 94 laydown area also to serve the construction company. The property is located in the Industrial-1 Zoning District. 95 J. Enr gh : This is an undeveloped lot with a significant change in grade from the front to the rear of the lot, which 96 abuts a residential district. In the 1990s clearing was done on the lot resulting in a washout of sediment that ran 97 downstream into a wetland. Conservation issued an enforcement order and detention basins were constructed to 98 prevent it from happening again. Building Commissioner seeks information on the lay down gravel area. Board 99 may want the project engineer to provide a detailed review of the grading and drainage plan. Stormwater peer 100 review has conducted their first review. Applicant prefers to wait for the Board's initial review comments prior to 101 preparing a response to peer review and department review comments. Department reviews were submitted from 102 Health, Conservation, DPW, Fire, Police and Building. 103 Charlie Weir, Meridian Associates and Bill Linskey, Applicant: Applicant described general construction business 104 operation. Activity is typically off site. Outdoor Iay down gravel area is for parking large construction vehicles, 105 storage of materials; no storage of hazardous materials. Hours of operation would be access before 7 a.m., minor 106 activity during the day and close by 4:30—5p.m. 107 J. Enright: Parking spaces shown on the plan are in addition to the 8 contractor bays and equipment in the lay 108 down area overnight. The architectural plans recently submitted indicate 7 of the 8 bays are for tenant. Building 109 Commissioner will need to determine whether leasing of bay are allowed as an accessory use. 110 C. Weir: Reviewed plan set application. Grade of the contractor's yard is similar in elevation to the homes due to 111 rip rap and five foot fill. Maintaining the required 50 ft. buffer along rear of site. Lighting limited to wall packs; no 112 light spillage to neighboring properties. Two light poles on access drive are 12' high with full out off fixtures. 113 J. Simons: Noted historic issues related to commercial property and residential homes behind it. How close is the 114 property to nearest house? 115 C. Weir: Referenced locus; property is direct to a couple of homes; 100' from property line to the building. 116 Agreeable to possibility of a fence. Efforts will be made to minimize impacts to adjacent residential area. Building 117 is similar distance to residences as nearby industrial neighbors. Large wet basin will be constructed on site. 118 E. Goldberg: This is a developable lot in an industrial district; all efforts to minimize impact will be appreciated. 119 J. Enright: Stormwater review and Department review require responses. No abutter comments have been received 120 to date. 121 [Confirmed to the September 1, Planning Board ineeting] 122 123 DISCUSSION ITEMS 124 _ Lake Cochichewick Water Quality Testin 125 J. Enright: Town Mgr. M. Rodrigues, E. Goldberg, P. Boynton, J. Borgesi,Jim Stanford and myself met to 126 discuss the Board's request for data related to raw lake water testing. It was agreed the DPW will hire an intern 127 from Merrimack College to enter existing data from the Water Dept. and display that information in a meaningful 128 presentation format. Additionally, as discussed in the past, funding for an update to the 1987 Watershed Plan was 129 approved at Town Meeting.A scope of services has been finalized and P. Boynton,the Water Treatment Staff and 130 DPW have reviewed it. Enright: Per the Board's request, I have tallied Waivers and Insubstantial Changes; in 2019 the sum was 8 and 135 year to date sum is 7. Asked if the Board would like to add a filing fee for Waiver requests and Insubstantial 136 Changes. Currently the Land Disturbance Permit is not accounted for on the filing fee schedule. Made a 137 recommendation to add the permit with a fee of$400,consistent with the base fee for Site Plan Review. Board 138 chose not to establish fees for waiver requests, insubstantial changes, or repetitive petition and to add the Land 139 Disturbance Permit with a$400 fee, 140 MOTION: J. Simons made a motion to approve the Planning Board Filing Fee Schedule as proposed in the 141 packets including all additions and deletions, adding the permit filing fee tr $400 for a Land Disturbance Permit, 142 remain at$0 filing fee for Repetitive Petitions, Waiver Requests and Insubstantial Changes. Enri ht 1.600 Os ood Street:Notified the Board that the 1600 Osgood Street Redevelopment Project has 152 indicated they would like to be before the Board for a Modification on September 15, 2020. They have received 153 feedback from MADOT affecting internal circulation and are proposing some changes to stormwater design. 154 155 ADJOURNMENT 156 MOTION: J.
