Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requiremen For this meeting, members of the public who wish to watch the meeting may do so on their televisions by tuning to Comcast Channel 8 or Verizon Channel 26 or online at www.northandovercam.org. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the Town of North Andover website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting. STAFF REPORT CONTINUED PUBLIC HEARINGS 3 Great Pond Road, Elaine Finbury: (Applicant has requested a continuance until the January 19, 2021 Planning Board meeting) Application for a Site Plan Review Special Permit under Article 8, Part 3 and Article 10 § 195-10.7 of the North Andover Zoning Bylaw. The Applicant proposes the creative reuse and conversion of the Grange Hall in the Old Center to three residential units, construction of retaining walls, stormwater management, and creation of associated parking spaces. No exterior alterations are proposed. The parcel is located within the Residential 3 zoning district. 174 Cotuit Street, Five C Construction, LLC: Application has been made for Planning Board approval of a proposed two (2) lot Definitive Subdivision Plan located at 174 Cotuit Street and construction of a roadway within an undeveloped paper street (Falmouth Street) along with associated infrastructure, including drainage facilities, landscaping, and utilities. The premises affected are located within the Residential 4 (R-4) Zoning District. note - Per changes to the Open Meeting Law effective 7/1/10: Notices and agendas are to be posted 48 hours in advance of the meeting excluding Saturdays, Sundays and legal holidays. Colbert, P.E.: Application for a Site Plan Review Special Permit Modification under Article 8, Part 3 and Article 10 § 195-10.7 of the North Andover Zoning Bylaw. The Applicant proposes to re-stripe existing parking spaces and add nine (9) new parking spaces, as well as additional site improvements to the rear of the existing building which include adding a fence, regrading, loam and seeding and adding a new retaining wall to improve accessibility to open space. No changes to the existing building proposed. The property is located in the Village Commercial Zoning District. 419 & 435 Andover Street, Crosspoint Associates, Inc.: Application for a Site Plan Review Special Permit under Article 8, Part 3, including Parking Special Permit under Article 8 Part 1, and Article 10 § 195-10.7 of the North Andover Zoning Bylaw. The Applicant proposes to redevelop the properties located at 419 and 435 Andover Street by demolishing the existing Ethan Allen and the Bliss Spa and Salon building and constructing two smaller buildings with a total square footage of 10,852 SF to house new commercial Restaurant, a coffee shop, a medical office, and a bank. Both the coffee shop and bank are proposed to have drive-through operations. The proposed design includes new site lights throughout the property as well as an outdoor patio adjacent to the coffee shop, the installation of an improved stormwater mitigation system, and improved landscaping on site. The parcels are located in the General Business Zone.
