Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or For this meeting, members of the public who wish to watch the meeting may do so on their televisions by tuning to Comcast Channel 8 or Verizon Channel 26 or online at www.northandovercam.org. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the Town of North Andover website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting. If the public would like to participate in public hearings please email your question/comment prior to or during the meeting to jenright@northandoverma.gov. The question/comment will be read during the proceedings and responded to accordingly. STAFF REPORT BOND RELEASE 1210 Osgood Street, Jeff Brown, Princeton Properties: Request for release of a $40,000 performance bond. CONTINUED PUBLIC HEARINGS 3 Great Pond Road, Elaine Finbury: Application for a Site Plan Review Special Permit under Article 8, Part 3 and Article 10 § 195-10.7 of the North Andover Zoning Bylaw. The Applicant proposes the creative reuse and conversion of the Grange Hall in the Old Center to three residential units, construction of retaining walls, stormwater management, and creation of associated parking spaces. No exterior alterations are proposed. The parcel is located within the Residential 3 zoning district. Annual Town Meeting Zoning Bylaw Amendment Articles/Planning Board Report: note - Per changes to the Open Meeting Law effective 7/1/10: Notices and agendas are to be posted 48 hours in advance of the meeting excluding Saturdays, Sundays and legal holidays. Please keep in mind hours of operation and make necessary arrangements to be sure your posting is made in an adequate amount of time. *A listing of topics the chair reasonably anticipates will be discussed at the meeting is to be listed on the agenda. Amend as necessary, not to exceed one page. Article 27, Table 2: Summary of Dimensional Requirements, Corridor Development District 2 (CDD2): Amend lot area minimum, street frontage, and to make them consistent with the text in Article 16, Corridor Development District, 195-16.13 of the Zoning Bylaw. Article 28, Business 4 District: add Personal Service Establishments to Permitted Uses. Article 29, Downtown Overlay District, Historic Mill Area: Subdistrict A: add Personal Service Establishments to Permitted Uses. Article 30, Water Protection District: Make Boundaries and Zones text consistent dimensions in Table 1 and Table 2, amend cross-references and other minor edits. Article 31, Sign Bylaw: Amend the zoning bylaw to regulate the placement of signs on private property in a content neutral manner. Annual Town Meeting Zoning Bylaw Amendment Articles/Planning Board Report: Article 32, Citizen Petition, Article X, Joe Finn and others: Multi-family housing moratorium.
