HomeMy WebLinkAbout2021-06-17 Board of Selectmen Minutes SELECT BOARD June 17, 2021 Call To Order: Chairman Chris Nobile called the meeting to order at 5:04PM in the Main Office Conference Room at the North Andover High School. ATTENDANCE: Laura Bates, Janice Phillips, Rosemary Smedile, Richard Vaillancourt and Chairman Chris Nobile. Town Manager, Melissa Murphy Rodrigues, Deputy Town Manager, Denise Casey and Director of Administrative Services, Laurie Burzlaff, were all present. LICENSING COMMISION Richard Vaillancourt made a MOTION, seconded by Laura Bates, to open a meeting of the North Andover Licensing Commission. Motion approved 5-0. Vote to waive any fees associated with change of manager for The Stevens Estate The Town Manager requested the Board waive the application fee of $100 and the fingerprinting fee of $70 for the change of manager application at the Stevens Estate. The approval for the application will be at the next meeting. Laura Bates made a MOTION, seconded by Richard Vaillancourt, that the Select Board, acting as licensing commissioners approve the request of the Town Manager to waive all fees paid to the town for the change of manager application for the Stevens Estate. Motion approved 5-0. Request of Ashley Piazza of Smolak Farms for three one day wine and malt licenses for the following events in the event tent: Whim dinner on June 30, 2021 from 5:00PM to 9:00PM Whim dinner on July 7, 2021 from 5:30PM to 9:00PM Music concert on June 25, 2021 from 5:00PM to 9:00PM Richard Vaillancourt made a MOTION, seconded by Janice Phillips that the Select Board, acting as licensing commissioners approve the request of Ashley Piazza of Smolak Farms for three one day wine and malt licenses for the Whim Dinners on June 30, 2021 and July 7, 2021 and the music concert on June 25, 2021, as presented. Details required in accordance with the regulations. Motion approved 5-0. Chris Nobile made a MOTION, seconded by Laura Bates to close a meeting of the North Andover licensing commission. NEW BUSINESS Request of Rick Green of the North Andover Little League to close Marblehead Street from Dana Street to William Street on June 26, 2021 from 8:00AM to 8:00PM for food trucks for the All Star baseball games All relevant departments have approved. The Fire Department asked that the Little League assign people to remove the barriers should an emergency occur and apparatus needs to get down the street. Food trucks will need to obtain a license from the Health Department/Select Board. There is not another meeting prior to the event so the Board agreed to authorize the chair to approve the Food Truck applications. Janice Phillips made a MOTION, seconded by Rosemary Smedile that the Select Board approve the request of Rick Green of the North Andover Little League to close Marblehead Street from Dana Street to William Street on June 26, 2021 from 8:00AM to 8:00PM for food trucks for the All Star baseball games and to authorize Chris Nobile to approve on behalf of the Select Board, Mobile Food Truck applications received for the Little League event on June 26, 2021. Motion approved 5-0. Vote to authorize Superintendent of Schools to submit the Statement of Interest Form to Massachusetts School Building Authority for the Middle School, Atkinson School, Franklin School and Kittredge School The School Department request this year includes the elementary schools in addition to the Middle School. Laura Bates made a MOTION, seconded by Janice Phillips, that the Board of Selectmen authorize the Superintendent to submit to the Massachusetts School Building Authority the Statement of Interest Form dated June 18, 2021 for the North Andover Middle School located at 495 Main Street, North Andover, the Atkinson School, 111 Phillips Brook Road, Franklin School, 2 Cypress Terrace, North Andover and Kittredge School, 601 Main Street, which describes and explains the deficiencies and the priorities all as outlined in the following resolution: Resolved: Having convened in an open meeting on June 17, 2021, prior to the SOI submission closing date, the Select Board of North Andover, in accordance with its charter, by-laws, and ordinances, has voted to authorize the Superintendent to submit to the Massachusetts School Building Authority the Statement of Interest Form dated June 18, 2021 for the North Andover Middle School located at 495 Main Street, North Andover which describes and explains the following deficiencies and the priority category(s) for which an application may be submitted to the Massachusetts School Building Authority in the future, Priority #2 – “Elimination of existing severe overcrowding, as determined in the judgment of the Authority; and Priority #7 - Replacement of or addition to obsolete buildings in order to provide for a full range of programs consistent with state and approved local requirements, specifically to provide educational spaces that meet the needs of our students, and hereby further specifically acknowledges that by submitting this Statement of Interest Form, the Massachusetts School Building Authority in no way guarantees the acceptance or the approval of an application, the awarding of a grant or any other funding commitment from the Massachusetts School Building Authority, or commits the City/Town/Regional School District to filing an application for funding with the Massachusetts School Building Authority. Motion approved 5-0. OLD BUSINESS Discussion regarding Town Meeting presentation and warrant articles Town Manager Rodrigues explained that there is no longer a need for Article 24 as the Town can cover the funds in the FY21 budget. Laura Bates made a MOTION, seconded by Rosemary Smedile, that the Select Board make a motion at Town Meeting to withdraw Article 24 from the Town Meeting Warrant. Motion approved 5-0. ADJOURNMENT Richard Vaillancourt made a MOTION, seconded by Rosemary Smedile to continue the meeting to Town Meeting.
