HomeMy WebLinkAbout2022-05-23 Board of Selectmen Minutes NORTH ANDOVER SELECT BOARD MINUTES May 23, 2022 Call To Order: Chair Laura Bates called the meeting to order at 7:03PM in the Town Hall Select Board Meeting Room. Attendance: Chair Laura Bates, Janice Phillips, Clerk Rosemary Smedile, Richard Vaillancourt, Town Manager- Melissa Murphy Rodrigues and Deputy Town Manger- Denise Casey were present. PUBLIC COMMENT None. Dan Beckley-MVRTA Shelter Location and Design Discussion Item is tabled until next meeting. LICENSING MOTION: Mr. Nobile motioned to open a meeting of the North Andover Licensing Commission. Ms. Phillips seconded. Motion approved 5-0. Application from Tavern on High for an amendment to their Entertainment License A representative from Tavern on High was present at the meeting stating that live entertainment will run until 10 PM. Ms. Smedile asked about the proximity of the residential area to the patio. The representative stated the residential area is in the back and the patio is in the front. Ms. Phillips stated a concern with live entertainment outside until 10 PM. MOTION: Ms. Phillips motioned to approve the application for an amendment to the entertainment license for Tavern on High with piped in and live music hours for the outdoor patio until 10PM. Ms. Smedile seconded. Motion approved 5-0. Application from Deborah Ingalls for a one day all alcohol liquor license for a wedding reception in the event tent at Smolak Farms on June 18, 2022 from 5:00PM to 10:00PM and a request to waive the police detail MOTION: Ms. Smedile motioned to approve the application from Deborah Ingalls for a one day all alcohol liquor license for a wedding reception in the event tent at Smolak Farms on June 18, 2022 from 5:00PM to 10:00PM. Ms. Phillips seconded. Motion approved 5-0. MOTION: Mr. Vaillancourt motioned to approve the request for waiver of the police detail. Ms. Smedile seconded. Motion approved 5-0. Discussion regarding 64 Main Street package store license Ms. Rodrigues stated that the license at 64 Main St. has not been used and suggested to obtain a legal opinion before canceling the license due to lack of use. Ms. Rodrigues mentioned there are currently no all alcohol store package licenses available at this time. Ms. Bates asked if the owners have been contacted. Ms. Rodrigues stated they will be contacted and this can be discussed at the next meeting. Ms. Phillips asked Ms. Rodrigues when the public hearing would be scheduled. Ms. Rodrigues stated once contact is made and a legal opinion is received then a decision can be made about scheduling the public hearing. MOTION: Ms. Bates motioned to close a meeting of the North Andover Licensing Commission. Ms. Phillips seconded. Motion approved 5-0. Vote on collective bargaining agreement between the Town of North Andover and IAFF Local 2035 for the term of July 1, 2021 through June 30, 2024 Ms. Rodrigues went over all the terms of the agreement. 1 NORTH ANDOVER SELECT BOARD MINUTES May 23, 2022 MOTION: Ms. Phillips motioned to approve the collective bargaining agreement between the Town of North Andover and IAFF Local 2035 for the term of July 1, 2021 through June 30, 2024. Ms. Smedile seconded. Motion approved 5-0. Application from Amanda Alperen to use the Town Common on September 10, 2022 from 8:00AM to 5:00PM for a small business/local artist event MOTION: Ms. Phillips motioned to approve the application from Amanda Alperen to use the Town Common on September 10, 2022 from 8:00AM to 5:00PM for a small business/local artist event. Ms. Smedile seconded. Motion approved 5-0. Proclamation for Memorial Day Joe LeBlanc, Director of Veterans Services, was present at the meeting. MOTION: Mr. Nobile motioned to approve the Memorial Day Proclamation as presented. Ms. Phillips seconded. Motion approved 5-0. Request of Veterans Services Director, Joe Leblanc, to use Osgood Street, Mass Avenue and Salem Street on May 30, 2022 from 10:00AM to 11:45AM for a Memorial Day Parade MOTION: Ms. Phillips motioned to approve the request of Veterans Services Director, Joe Leblanc, to use Osgood Street, Mass Avenue and Salem Street on May 30, 2022 from 10:00AM to 11:45AM for a Memorial Day Parade. Ms. Smedile seconded. Motion approved 5-0. Request of Sean Daley of the North Andover Booster Club to use Mass Ave, Andover, Johnson, Abbot, Marbleridge, Salem, Milk, Chestnut and Osgood Streets for the 4th of July Road Race on July 4, 2022 from 7:00AM to 10:30AM Sean Daley was present at the meeting. MOTION: Mr. Vaillancourt motioned to approve the request of Sean Daley of the North Andover Booster Club to use Mass Ave, Andover, Johnson, Abbot, Marbleridge, Salem, Milk, Chestnut and Osgood Streets for the 4th of July Road Race on July 4, 2022 from 7:00AM to 10:30AM. Ms. Phillips seconded. Motion approved 5-0. APPROVAL OF OPEN SESSION MINUTES OF MAY 9, 2022, MAY 13, 2022 AND MAY 17, 2022 MOTION: Mr. Vaillancourt motioned to approve the Open Session minutes of May 9, 2022, May 13, 2022 and May 17, 2022. Mr. Nobile seconded. Motion approved 5-0. Town Manager’s Report - Two positions in the Town Hall are currently open. One for Town Counsel and one for Staff Planner. - Seeking two volunteers to join the Board of Health Select Board Update - Ms. Smedile thanked Town Manager Melissa Rodrigues for her speech at the recent meeting of the Chamber of Commerce meeting. - Ms. Phillips thanked Jeff Coco for the Sheep Shearing festival - Mr. Nobile thanked all the Staff for a great job at Town Meeting 2 NORTH ANDOVER SELECT BOARD MINUTES May 23, 2022 ADJOURNMENT MOTION: Mr. Nobile made a MOTION, seconded by Ms. Phillips to adjourn the Select Board meeting at 7:37PM.
