NORTH ANDOVER SELECT BOARD MINUTES OCTOBER 11, 2022
Call To Order: Chair Janice Phillips called the open meeting to order at 7:00PM in the Select Board Meeting Room at
Town Hall 120 Main St North Andover MA.
Select Board in Attendance: Chair Janice Phillips, Laura Bates, Clerk Rosemary Smedile and Richard Vaillancourt were
present.
Non-Board Members in Attendance: Town Manager- Melissa Murphy Rodrigues, Assistant Town Manager- Laurie
Burzlaff
Public Comment
Stan Limpert of 43 Stonecleave St was present at the meeting an stated his appreciation of the tone the Town Manager sets
since she has stated in North Andover. Mr. Limpert stated the Town is a friendlier and more collaborative place since she has
started in North Andover.
Electrical Aggregation Program
Ms. Rodrigues gave an update on the Town’s Aggregation Program. Ms. Rodrigues stated the Town program rates will be
lower than National Grid rate in November 2022. Ms. Phillips asked about sending the brochure for financial aid through the
school system. Ms. Rodrigues suggested using the ARPA funds to help with residents’ utility bills. Ms. Bates mentioned to
make sure to get the information to the senior citizens of North Andover as well. Ms. Phillips mentioned sending a postcard.
Ms. Bates asked about when is the best time to opt in. Ms. Rodrigues stated to opt in now.
Town Manager Evaluation
Ms. Bates stated Ms. Rodrigues is a pleasure to work with, easy to talk to and always available as well as very transparent.
Mr. Vaillancourt stated his appreciation of Ms. Rodrigues’s management style. Mr. Vaillancourt complimented Ms.
Rodrigues’s work on the Royal Crest project.
Ms. Smedile stated Ms. Rodrigues goes above and beyond for all the situations and jobs that are brought forth. Ms. Smedile
stated she provides a warm and welcoming environment.
Ms. Phillips mentioned when interacting with Town employees everyone is happy and helpful, the tone at the top. Ms.
Phillips appreciated the longer term look of everything for the future.
MOTION: Ms. Bates motioned to accept and sign the annual evaluation of Town Manager Melissa Murphy Rodrigues. Ms.
Smedile seconded. Motion approved 4-0.
Vote on Winter Snow Emergency Regulations
Ms. Rodrigues stated the section about enforcing a snow emergency on school cancellation days has been removed.
MOTION: Ms. Bates motioned to approve the Winter Snow Emergency Regulations as presented. Mr. Vaillancourt
seconded. Motion approved 4-0.
Appointments
1. Tallie Abernathy- Associate Member of the Council on Aging term ending June 30, 2025
2. John Dupis- Youth and Recreation Council term ending June 30, 2024
3. Katie Graham- Youth and Recreation Council term ending June 30, 2025
4. Patrick Kangrga- Cultural Council term ending June 30, 2025

5. Laura Bates- Chair of Kittredge School Building Committee- no term end date
MOTION: Ms. Bates motioned to appoint Tallie Abernathy as an associate member of the Council on Aging for a term
ending June 30, 2025, John Dupis as a member of the Youth and Recreation Council for a term ending June 30, 2024, Katie
Graham as a member of the Youth and Recreation Council for a term ending June 30, 2025, Patrick Kangrga as a member of
the Cultural Council for a term ending June 30, 2025. Mr. Vaillancourt seconded. Motion approved 4-0.
MOTION: Mr. Vaillancourt motioned to appoint Laura Bates as the Chair of the Kittredge School Building Committee for
the life of the committee. Ms. Smedile seconded. Motion approved 4-0.
APPROVAL OF OPEN SESSION MINUTES OF OCTOBER 3, 2022
Minutes will be voted on next meeting.
Town Manager’s Report
- Chris O’Connor has accepted the offer for Town Counsel and will start on November 15, 2022
- Chief Gray sent a memo that Halloween will be on 10/31 from 5:30PM – 7:30PM
Select Board Report
- Ms. Smedile reminded residents to send in donation for holiday wreaths. Must be mailed as not offered online.
- Ms. Phillips thanked the Fire Department for the recent Open House
ADJOURNMENT
MOTION: Ms. Smedile made a MOTION, seconded by Ms. Bates to adjourn the Select Board meeting at 7:42PM.
Motion approved 4-0.
