Scott L. Masse,Vice Chairman arrived at the meeting at: 8:15 P. M.
Staff Member Present: Donna M Wedge, Conservation Secretary
Meeting came to Order at: 7:10 P. M. Quorum Present.

242-1312, COC Request, 56 Monteiro Way (Keith)(Keep)
The applicant Mrs Kathleen Keith was present Mr Manzi stated the Order of Conditions was
issued June of 2005 for landscaping and minor grading activities associated with the construction
of a landscaping retaining wall and replacement of existing stairs and path of and existing family
home within the Buffer Zone to a Bordering Vegetated Wetland and an Isolated Vegetated
Wetland Plantings were installed in July of 2005 as required of a Violation letter sent June of
2003 The work was never completed landscaping wall and replacement of existing stairs and
pathway A motion to issue the COC and release the bond was made by Mr Mabon, seconded by
Ms Feltovic Unanimous
242-115, PCOC Request, Lot 28A 73 Carlton Lane (Byers)
No one was present Mr Manzi stated there were no issues on the site I walked around the entire
neighborhood This Order was issued in 1982 for roadway only The lawyer searched the title
and found this outstanding I know a stream runs under the roadway I could see the stream at
side of the property but back 1982 there was no Riverfront protection A motion to issue the
PCOC was made by Mr Lynch, seconded by Ms Feltovic Unanimous
242-1296,Modification Request, Lot 15 Molly Towne Road (Autumn Chase
Subdivision)(North Andover Realty Corp.)(Arrow Environmental, LLC)
Richelle Denney of Arrow Environmental, LLC was present Mrs Denney stated the
modification request is for a deck has been added to the rear of the house The back right corner
of the proposed will be 50 3 feet from the adjacent Bordering Vegetated Wetland Mrs Denney
requested the to accept the modification of 2/5/2008 modified plan sign and stamped by Philip G
Christiansen, P E A motion to issue the modification for Lot 15 with modified plan sign and
stamped Philip G Christiansen, P E , was made by Mr Lynch, seconded by Ms Feltovic
Unanimous
242-1296, Modification Request,Lot 16 Molly Town Road (Autumn Chase
Subdivision)(North Andover Realty Cory.)(Arrow Environmental, LLC)
Richelle Denney of Arrow Environmental, LLC was present Mrs Denney stated the
modification is for the proposed house to be rotated in a clockwise direction so the front right
corner is approximately 15 feet closer to the street The rotation was necessary to allow for the
addition of a deck will be at the closest point 50 5 feet from adjacent Isolated Vegetated
Wetland A motion to issue the modification for Lot 16 with modified plan sign and stamped by
Philip G Christiansen, P E , was made by Mr Lynch, seconded by Ms Feltovic Unanimous
242-1407, NHESP Conservation Declaration review (cont. from 2/13/08)
The applicant Peter Hingoram of One Hundred Fourteen Trust was present Mr McDonough left
the room abutter to the project and Mr Lynch abstained from voting Mr Manzi stated I talked
Everose Schluter, PHD of NHESP stated she wanted limited hunting on the property because the
movement of the Blanding Turtles I would change Roman numeral 9 to allow limited hunting 1
hunter a week, removal tree stands, archery hunting for deer only, as part of North Andover
Open Space Rules & Regulations A motion to approve the Conservation Declaration was made
by Mr Mahon, seconded by Ms Feltovic Vote 4 to 2
Subcommittee Update on New Position Description
Mr McDonough stated with at least 3 to 5 years experience and a bachelor degree for wetland
scientist Mr Mabon stated we should put advertisement at the MACC Conference there are a lot
wetland scientists going to conference

The applicant Paul J Plasinski and Thomas J Urbelis Town Counsel was present Mr Plasinski
stated NHESP wanted Posts only so the critters can move inside and out of the area Mr Urbelis
stated the plan is acceptable the changes because NHESP the Conservation Commission could
accept this plan Mr Manzi stated Patrick Seekamp would be starting Monday next week he can
compare the plan to the original plan was submitted at the start of the filing A motion to
continue to March 26, 2008 meeting was made by Mr Lynch, seconded by Ms Feltovic
Unanimous

No one was present However, revisions to the plans are still being finalized prior to sending the
project out for review Therefore, the applicant has requested a continuance to March 12, 2008
meeting A motion to continue to March 12, 2008 meeting was made by Mr McDonough,
seconded by Ms Feltovic Unanimous

No one was present The applicant submitted revised plans depicting tree line, wetland flag
numbers, and wall detail on the revised plans A motion to continue to March 12, 2008 meeting
was made by Mr Napoli, seconded by Ms Feltovic Unanimous
A motion to adjourn the meeting at: 8:45 P. M.was made by Mr. Lynch, seconded by Ms.
Feltovic. Unanimous.
