M. Quorum Present. Pledge of Allegiance General Business 242-1347, 492 Sutton Street VMP Update (Lawrence Municipal Airport)(Stantec Consulting Services,Inc.) Michael Miller and Andrew Miller, Airport Manager and Robert Dunn of Stantec Consulting Services, Inc was present Mr Miller stated that Randall Christensen of Stantec Consulting Services, Inc could not be at the meeting tonight Mr Napoli left the room an abutter Mr Manzi stated the lower shrub vegetated area I would like an updated report on how the shrubs are doing Mr Miller stated I could contact Mr Christensen to get a report to the Conservation Commission Mr Miller stated we want ask the Conservation Commission if any member would like be evolved the meeting for MEPA we have Dennis Card is on board but he is having problem getting people to sign up for meeting dates Mr Manzi stated I know subcommittee some pervious Conservation Members may be interested in joining in on the process of the meetings Mr Miller stated the total impacts of the wetland areas might be 10,000 s f to 20,000 s f in areas there would have replications areas to make up the lost of wetland resource areas Mr Lynch stated over the years the Lawrence Airport has already expanded the runways is this different project Mr Miller stated this is different project yes 242-1135, COC Request, 71 Saville Street(Lot B)(RKACO LLC)(Northstar Land Survey Services)(cont. from 3/26/08)(Reguest to cont. to 5/28/08) No one was present Mr West stated the applicant is requesting a continuance to May 28, 2008 meeting because they need to remove the dirt pile but they need to cross thru 65 Saville Street to go thru the back and the ground very is wet to remove at this time A motion to continue to May 28, 2008 meeting was made by Mr Lynch, seconded by Mr Napoli Unanimous 242-1136, COC Request, 65 Saville Street(Lot A)(RKACO LLC)(Northstar Land Survey Services)(cont. from 3/36/08)(Reguest to cont. to 5/28/08) No one was present Mr West stated the applicant is requesting a continuance to May 28, 2008 meeting because they need to remove the dirt pile but they need to cross thru 65 Saville Street got thru the back and the ground is very wet to remove at this time A motion to continue to May 28, 2008 meeting was made by Mr McDonough, seconded by Mr Mabon Unanimous 1 t 242-1247, COC Request, Greene Street, Kenwood Street,Mass Ave.(Capital Group Properties)(Seekamp Environmental Consulting,Inc_)(cont. from 3/26/08) Patrick Seekamp of Seekamp Environmental Consulting, Inc was present Mr Napoli left the room an abutter Mr West stated Patrick Seekamp and I did a site walk on April 3, 2008 to review the filing of the COC request from last meeting The site was inspected all conditions have been met Mitigation is complete and functioning, trial is in place all set A motion to issue the COC and release the bond was made by Mr Lynch, seconded by Mr Mabon Unanimous 242-634,PCOC Request& Modification, 66 Colonial Drive (Segal)(New England Engineering Services,Inc.)(cont. from 3/26/08) Ben Osgood, Jr of New England Engineering Services, Inc was present Mr West stated I met the Ben Osgood,Jr had a meeting on 4/3/08 to discuss all modifications so Mr West could have better understanding of the long history of this project He requested that Ben Osgood present a plan that compares the original approved plan with the current as-built plan Mr McDonough questioned when the site was last flagged Mr Osgood stated back in 1992 was the last time Mr Osgood back then Michael Howard did a lot in house modifications Mr Osgood stated the retaining wall with fence on top so no landscaper could dump anything over the slope the saplings are stable and in good shape Mr Osgood stated the owner now Just wanted to clean up the mess from the pass Mr Osgood stated on this plan there is drafting error that I will correct for the next meeting A motion to continue to April 23, 2008 meeting was made by Mr Mabon, seconded by Mr Napoli Unanimous Requesting removal of an Enforcement Order 210 Holt Road, restoration requirement(Cristaldi)(New England Engineering Services, Inc. Mr West stated the site is stable restoration on the slope has been restored Jersey barriers have been installed instead a retaining wall Mr Manzi stated you couldn't remove Jersey barriers unless you have crane I am all set with Jersey barriers being on the site A motion to release the Enforcement Order was made by Mr Mabon, seconded by Mr Masse Unanimous Enforcement Order Ratification 242-1279, 189 Willow Street(Lot 4)(Chatteriee)(Joseph D. LaGrasse & Associates,Inc.) Mr West stated the Enforcement Order was mailed out April 2, 2008 with Curt Bellavance signature Mr West stated he had contacted the contractor and said he could schedule a site visit when they are ready the site has been re-flagged, check dam has been installed need to schedule a pre-construction meeting when every thing has been completed A motion to ratify the Enforcement Order was made by Mr Lynch, seconded by Mr Masse Unanimous 2 Enforcement Order Ratification Mazurenko Farm Maintenance Plan The Members of the Friends of North Andover Trails, Thomas Powers, and Dennis O'Sullivan was present Mr Mabon stated yearly the trails at Mazurenko Farm need to be cleaned up these members have been very valuable in cleaning yearly to keep the growth down other than that the trails would be a mess thanks to friends of North Andover Trails for helping the Conservation Commission for doing such a great job very much appreciated Trials clean-up Rea Pond Trail, Ridge Trail, Highland Trail, Vista Trail, Scout Trail open ended Enforcement Order to allow them work thru out the year for 2008 A motion to ratify the Enforcement Order was made by Mr Mabon, seconded by Mr Masse Unanimous No Recess Public Hearings at: 8:20 P. M. Abbreviated Notice of Resource Area Delineation 242-1424, 673 Great Pond Road (ICB Realty Trust)(Wetlands Preservation, Inc.) Curt Young of Wetlands Preservation, Inc was present Mr McDonough read the legal notice Mr West stated site inspected on 4/3/08 with Curt Young Notes are as follows 1 Soil disturbed in backyard approximately 100' from wetland flag 47-55 off site This area should be stabilized 2 Show pipe at Wetland Flag 33 3 Connect Flag 15 to new Flag 15A and eliminate Flags 16 & 17 4 Connect Flag 15A to 18 5 Connect Flag 19 to 22 and eliminate Flags 20 & 21 Mr Manzi stated check for some of the old filings we had years ago Abutter Rubin Vincente &Donna Lee Young of 625 Great Pond Road stated I have flooding problem water running over my driveway and cause the driveway to ice up in the winter time Mr West stated I met Thomas Sawyer of Arco Excavator he wants to install pipe under the driveway install stone swale to hopefully this would correct the water damage on the driveway A motion to continue April 23, 2008 meeting for revised plans was made by Mr Lynch, seconded by Mr Mabon Unanimous NACC939 100 Vest Way (Stone)(New Eneland Engineering Services,Inc) The applicant Mr & Mrs Kenneth Stone,Ben Osgood, Jr , of New England Engineering Services, Inc was present Mr McDonough read the legal notice Mr West stated the site was inspected on 4/3/08 Minor wetland delineation change-connect Flag B3 to B5 This wetland may be a vernal pool but the septic system is proposed in the only reasonable location May need a waiver Mr Lynch stated they would have submit a waiver request they are only 55-feet to 58- feet away from the Isolated Vegetated Wetland Mr West stated there might be vernal pool within the Isolated Vegetated Wetland Mr Manzi stated go out to site verify if this is vernal pool or not a vernal pool A motion to continue to April 23, 2008 meeting was made by Mr Mabon, seconded by Mr. Masse Unanimous 242-1420, 880 Great Pond Road (Ercolini)(Andover Consultants,Inc.)(cont. from 3/26/08) Patrick Bower of Andover Consultants, Inc was present Mr West requested a reference for the intermittent stream and Lake Cochichewick Response letter received on 4/7/08 Lisa Eggleston submitted final comments A motion to close and issue a decision within 21 days to include Lisa 3 # Y Eggleston comments and O & M Plan was made by Mr Masse, seconded by Mr Lynch Unanimous 242-1422,21 High Street(RCG East Mill LLC)(Epsilon Associates,Inc.)(cont. from 3/26/08)(Reguest to cont. to 4/23/08) No one was present The applicant is requesting a continuance to April 23, 2008 the engineers are close to completing responses to the Lisa Eggleston letter and revising the plans A motion to continue to April 23, 2008 meeting was made by Mr Masse, seconded by Mr Napoli Unanimous Decision 242-1423,281 Blueridge Road Mr West stated the bond amount set at$1,500, environmental monitor, wetland markers, no water discharge within the wetland resource area A motion to accept the Order of Conditions as drafted was made by Mr Lynch, seconded by Mr Napoli Unanimous Discussions 242-1128,21 Fuller Meadow Road(Gupta) Mr West stated I have changed the planting plan for Mr &Mrs Gupta the plants I selected is swampy rose and silky dogwood and wetland markers 242-1398, 575 Osgood Street Mr West stated I did a site visit on 4/13/08 David Mennelshem had questions about barred wiring marking horse fencing in areas outside the 100-foot Buffer Zone I said it was ok to move the fences that out side the Buffer Zone but to keep fence outside of 50-foot No-Build zone and outside of 25-foot No-Disturbance zone Mr Manzi stated this area has been farm area for 100 years the barn is loosing pasture because of the building cottages in this area They must stay outside the 25-foot No-Disturbance zone or they would have submit a modification A motion to adjourn the meeting at: 9:30 P.
