Votes will be 9 recorded as roll call this evening.) 10 11 Pursuant to Chapter l07 of the Acts of 2022, this ineeting of the North Andover Planning Board will be 12 conducted in person and via remote ineans, in accordance with applicable law. Specific information and the 13 general guidelines for remote participation by members of the public and/or parties with a right and/or 14 requirement to attend this ineeting call be found oil the Town's website, at►v►vrv.noirtliartrloi,erirta.gov. MartinoliXrobur : Lot line change. 27 James Martinoli Trustee actin on behalf of mother, Judith K Martinoli Living Trust: Informed the Board that the 28 property was purchased 2-3 years ago and a foundation installed improperly. In order to comply with the 15 ft. 29 setback a lot line adjustment is required. 30 E. Goldberg: Confirmed lot lines are being adjusted,rather than applying for a variance. 31 MOTION: P. Boynton made a motion to approve the ANR plan for 231 Middlesex St./157 Waverly Rd. 32 Martinolifrroburg lot line change. E. Goldberg seconded the motion. Roll call vote: J. The 34 vote was 5-0, unanimous in favor. 35 36 53 Middlesex Street Maine Thorirle : New lot line which creates a"Not a Buildable Lot". 37 Paul Vier'a: Submitted an authorization letter to speak on behalf of his mother-in-law. Seeks to split off Parcel X 38 selling it to the abutting neighbor,repositioning the lot line and squaring off both proposed lots. 39 J. Enright: Lot A currently includes Parcel X. Parcel X is being conveyed to the abutter to become part of their 40 backyard; there is no access to it, both lots comply with access,frontage and area. Building Commissioner and 41 Conservation have reviewed the plan and had no concerns. 42 MOTION: P. Boynton made a motion to approve the 53 Middlesex St. ANR plan. E. Goldberg seconded the 43 motion. The Applicant proposes construction of a 3-story self-storage facility building adjacent to 62 a previously approved 3-story self-storage building along with parking, loading, Iandscaping and associated 63 improvements. The Applicant proposes 70 redevelopment of the property into a mixed-use development contained within a single building, including ground 71 floor commercial space along with two floors of residential units above the first floor. A total of 24 residential 72 units are proposed,along with parking, landscaping, lighting and other improvements to be located on a single lot 73 consisting of approximately 28,559 SF by combining parcels known and numbered as 149 Main Street and 14 74 Second Street. Enright: Has not received any comments regarding the Flood Plain;Bylaw is being reviewed by Town Counsel. 82 Has not received any recommended changes yet. 83 • Dover Bylaw 84 J. Enright; Reviewed edits to bylaw . A new Application for Limited Site Plan Review is in the meeting packet. 85 This is application includes `information required',which is very similar to the information required for site plan 86 review. P. Boynton requested more detail in 90 calling the requirement for a Watershed Special Permit out and reinforce that it will remain applicable. E. j 91 Goldberg felt municipal use(not currently under Dover)should be separate discussion and be its own amendment 92 or bylaw; suggested to strike any mention of appeal.J. Simons noted the NA Early Childhood Centel' is an 93 example of a project that was not subject to reasonable regulations and a proper review. If this limited process 94 were in place they would have needed to come before the Planting Board. 95 J. Enright: Stated that an open issue is how to sunset the special permit requirement for dayeares,which is stated in 96 various zoning districts. This has been a use special permit under the authority of the ZBA. The first public 97 hearing for these proposed bylaws opens at the February 28, 2023 Planning Board meeting. 98 99 Plaiuunng Board Calendar: Jean presented Annual Town Meeting zoning amendment calendar.
