Application for a Site 24 Plan Review Special Permit Article 8 Supplementary Regulations, Part 3 Site Plan Review and Article 10 25 Administration 195-10.7 of the North Andover Zoning Bylaw.- The applicant proposes redevelopment of the 26 property consisting of(i) the razing of all existing structures; (ii)the construction of a 167,933 SF industrial 27 building that encompasses the Towns of North Andover(106,321 SF) and Middleton(61,612 SF); (iii)the 28 construction of a new access drive(located in Middleton); (iv) the construction of all associated parking areas, 29 stormwater management structures, shared septic system (located in Middleton), and utility installations; and(v) 30 construction of a 14,303 SF outdoor storage yard (located in Middleton), The project is located within the 31 Industrial 1 Zoning District. 32 33 1 High Street,RCG North Andover Mills LLC: Application for a Modification to an existing Subdistrict A 34 Definitive Master Plan special permit(East Mill) under Chapter 195 Article 18 Downtown Overlay District and 35 195-10.7 of the North Andover Zoning Bylaw, The Applicant seeks approval to modify the special permit to 36 allow for the conversion of approx.10,000+/- SF of existing commercial space within the historic mill buildings, 37 which is a portion of the space commonly known as 120 Water Street, into up to 12 residential apartment units. 38 The property is located in the I-S Zoning District,Downtown Overlay District Sub-District A Historic Mill Area, 39 and Machine Shop Village Neighborhood Conservation District. 40 J. Goldberg: If there is a future project,there is a requirement for affordable units you could use some of these to 45 qualify rather than have them all in one place. 46 J. Enright: Part of the long-term planning includes the parking garage area, which envisions an additional 89 units. 47 Whether those will be built within the 8-year zoning freeze or not, is to be determined. 48 MOTION: K. Cormier made a motion to close the public hearing for 1 High Street. P. Boynton seconded the 49 motion. The vote was 4-0, unanimous in favor. 50 MOTION: S. Kevlahan made a motion to approve the Modification to existing Subdistrict A Definitive Master 51 Plan Special Permit(East Mill), 1 High Street, as amended.K. Cormier seconded the motion. The vote was 4-0, 52 unanimous in favor. 53 54 DISCUSSION ITEMS 55 400 Great Pond Road Update 56 J. Enright: The Steering Committee is continuing to assess costs for various options. ARPA funding was approved 57 to hire a consultant to assess the various options. At the next meeting a draft Request for Qualifications will be 58 reviewed.It is expected that a recommendation will be made in time for the Select Board to consider a Warrant 59 Article recommendation for the 2024 Annual Town Meeting. 60 61 Planning Board Report: In addition to zoning bylaw amendment articles listed above, Warrant articles 3, 4, 10, 62 and 19. 63 J. Enriglrt: Displayed an abbreviated format of the Planning Board Report that will be placed within the Warrant. 64 The past format was repetitive and costly to print. 65 66 Draft Planning Board Rules &Regulations 67 J. Enriglit: An edited draft has been sent to Town Counsel for review and legal opinion on the Board's 68 recommended noticing abutters for discussion items related to proposed developments that are deemed significant 69 by the Chair. Eventually, adoption of the proposed Rules& Regulations will require a formal public hearing. 70 Board: Discussed how this preliminary process(noticing informal development discussions deemed significant) 71 will encourage more participants to make personal appeals in advance of a scheduled public hearing and if 72 formalized, by noticing preliminary discussions, will attract more interested parties to attend initial and follow-up 73 meetings to express general concerns,to educate,and advocate in front of the Board early on. By establishing a 74 very high level of discussion, it can be a focused,moderated public forum, Board agreed to proceed with and 75 include this procedure in the updated Planning Board Rules &Regulations providing it is approved by Town 76 Counsel. Board reviewed minor updates to Rules&Regulations. 77 78 P. Boynton: Thanked Brian Fraser and NACAM TV staff for putting together a very successful video tour for the 79 400 Great Pond Road project which can be viewed online on the town's website. 80 81 MEETING MINUTES: Approval of the March 21,2023, Meeting minutes. 82 MOTION: P.
