Specific information and the 12 general guidelines for remote participation by inembers of the public and/or parties with a right arrrUor 13 requirement to attend this meeting can be found on the Town's website, at ivwiv.tiorthartdoverrrta.gov. The applicant proposes redevelopment of the 28 property consisting of(i)the razing of all existing structures; (ii) the construction of a 167,933 SF industrial 29 building that encompasses the Towns of North Andover(106,321 SF) and Middleton (61,612 SF); (iii)the 30 construction of a new access drive(located in Middleton); (iv)the construction of all associated parking areas, 31 stormwater management structures, shared septic system (located in Middleton), and utility installations; and(v) 32 construction of a 14,303 SF outdoor storage yard (located in Middleton). Application for a 37 Site Plan Review and Corridor Development District 1 Special Permit under Article 8 Supplementary Regulations, 38 Part 3 Site Plan Review,Article 16 Corridor Development District, and Article 10 Administration (195-10.7)of 39 the North Andover Zoning Bylaw, The Applicant proposes construction of 7,776 SF multi-tenant 40 professional/business office and personal service building along with parking, landscaping and associated 41 improvements. Enright: Proposed 3-season porch will be supported via 3-lielical pile footings. Wetlands are 170 ft. away. 47 Proposal does not include any vegetation removal or regrading. Homeowner submitted a quote for erosion control 48 installation and drywell to handle roof runoff. Property is located in the R3 Zoning District.If approved,Planning 49 Director will inspect erosion control measures prior to construction and perform 2 site visits during construction, 50 MOTION: J. Simons made a motion to approve the Watershed Special Permit Waiver Request for 151 Salem 51 Street with conditions discussed. P. Boynton seconded the motion. Roll call vote: K. The vote was 4-0, unanimous in favor. 53 54 Plannin Board's Master Plan Implementation Committee appointment. 55 E. Goldberg: Stated he was appointed to this Committee last July 2022; it is time for us to re-appoint a new 56 member from the Planning Board and Scan Kevlahan is willing to volunteer. 57 MOTION: P. Boynton made a motion to appoint Sean Kevlahan to the Master Plan Implementation Committee 58 for 2023. J. Simons seconded the motion.Roll call vote: K. Cormier voted yes (remote). J. Simons voted yes. P. 59 Boynton yes. E. Goldberg voted yes. The vote was 4-0, unanimous in favor. 60 61 Draft Planning Board Rules &Regulations: Review of draft Rules&Regulations and opinion letter from Town 62 Counsel. 63 E. Goldber : Has not had time to edit the draft to reflect the discussion at the last meeting. Draft to be carried with 64 Town Counsel's letter to the June 6,2023 Planning Board meeting. 65 66 MEETING MINUTES: Approval of the April 25,2023, Meeting minutes. 67 MOTION: P. Boynton made a motion to approve the April 25,2023,meeting minutes. J. Simons seconded the 68 motion. Roll call vote: K. Cormier voted yes (remote). J. Simons voted yes.P. Boynton yes. E. Goldberg voted 69 yes. The vote was 4-0, unanimous in favor. 70 71 E. Goldberg: The next Planning Board meeting will be held at NAFFS in the Athletic Office prior to the Annual 72 Town Meeting. 73 74 ADJOURNMENT 75 MOTION: P.
