NORTH ANDOVER SELECT BOARD MINUTES SEPTEMBER 12, 2023
Call To Order: Chair Janice Phillips called the open meeting to order at 7:01PM at the School Department.
Select Board in Attendance: Chair Janice Phillips, Laura Bates, Clerk Rosemary Smedile, Brian Roache and Richard
Vaillancourt were present.
Non-Board Members in Attendance: Town Manager Melissa Rodrigues, Deputy Town Manager- Denise Casey were
present.
Public Comment
None
Vote to approve collective bargaining agreement between the Town and AFSCME Local 2978, Professional
Librarians and Administrative Employees for a term of July 1, 2023 to June 30, 2025.
MOTION: Ms. Smedile motioned to approve the collective bargaining agreement between the Town and AFSCME Local
2978, Professional Librarians and Administrative Employees for a term of July 1, 2023 to June 30, 2025. Ms. Bates
seconded. Motion approved 5-0.
Request from the Festival Committee to extend the summer fitness series until September 30, 2023
MOTION: Mr. Vaillancourt motioned to extend the summer fitness series until September 30, 2023. Ms. Smedile seconded.
Motion approved 5-0.
Request from HGR Lacrosse to use Osgood Street, Stevens Street, Great Pond Road, Pleasant Street and Harkaway
Road for a road race on March 10, 2024 from 11:00AM to 1:00PM
MOTION: Ms. Bates motioned to approve the request from HGR Lacrosse to use Osgood Street, Stevens Street, Great Pond
Road, Pleasant Street and Harkaway Road for a road race on March 10, 2024 from 11:00AM to 1:00PM. Mr. Roache
seconded. Motion approved 5-0.
Recommendation from Poet Laureate Committee to appoint Jason O’Toole as Poet Laureate through June 30, 2026
MOTION: Ms. Smedile motioned appoint Jason O’Toole as Poet Laureate for a term ending June 30, 2026. Mr. Roache
seconded. Motion approved 5-0.
LICENSING
MOTION: Ms. Bates motioned to open a meeting of the North Andover Licensing Commission. Mr. Roache seconded.
Motion approved 5-0.
Application from Bradhill Liquors, LLC for transfer of all alcohol off premise package store license and pledge of
inventory and license
Attorney John Mooradian of Demakis Law Office and Viamish Patel, owner of Bradhill Liquors LLC of Methuen, were
present at the meeting requesting a transfer of an all alcohol license to remain at the same location. Mr. Roache asked Mr.
Patel if this is the first store he has owner. Mr. Patel responded affirmatively.
MOTION: Mr. Vaillancourt motioned to approve the application from Bradhill Liquors, LLC for transfer of all alcohol off
premise package store license and pledge of inventory and license. Ms. Phillips seconded. Motion approved 5-0.
Application from Trustees of Reservations for a one-day wine and malt liquor license for a fall festival on September
24, 2023 from 11:00AM to 3:00PM

Colleen Hamilton of Stevens Coolidge House and Gardens was present at the meeting.
MOTION: Ms. Bates motioned to approve the applications from Trustees of Reservations for a one-day wine and malt liquor
license for a fall festival on September 24, 2023 from 11:00AM to 3:00PM. Ms. Phillips seconded. Motion approved 5-0.
MOTION: Mr. Roache motioned to close a meeting of the North Andover Licensing Commission. Ms. Bates seconded.
Motion approved 5-0.
APPROVAL OF OPEN SESSION MINUTES OF AUGUST 14, 2023 & AUGUST 28, 2023
MOTION: Mr. Vaillancourt motioned to approve the Open Session minutes of August 7, 2023 and August 28, 2023 with
amendments to be made on both dates requested by Mr. Roache. Ms. Bates seconded. Motion approved 5-0.
SELECT BOARD UPDATES
- Mr. Vaillancourt thanked the Town Administrative Staff, Fire Department, Police Department, DPW, Emergency
Management Agency and Building Department for going above and beyond keeping residents safe during the recent
storms
- Ms. Phillips thanked Town Manager Melissa Rodrigues and Deputy Town Manager Denise Casey as well as the
Senior Center and Red Cross
Mr. Roache asked what the most efficient way to funnel any issues that are brought up. Ms. Rodrigues suggested to get any
questions and concerns right over to her keeping the lines of communication open.
TOWN MANAGER UPDATES
- Currently working on removing brush from roadways
- Mentioned looking into a special brush pickup date
ADJOURNMENT
MOTION: Mr. Roache made a MOTION, seconded by Ms. Bates to adjourn the Select Board meeting at 7:29PM. Motion
approved 5-0.
