Finck, Chairman, Alfred Boeglin, Secretary, Kenneth Terroux, Nicholas Nicetta, Daniel 0'Leary, Associate Member. Mr. Cormier, and Mr. Joseph L. Lalis appeared before the Board. Mr. Cormier owns land on Massachusetts Avenue. Mr. Cormier resides.on said property and Mr. Lalis is interested in purchasing land of his. Mr. Ohairm~u gave them a set of the rules and regulations and the necessary forms to be filled. Mr. Nicetta moved that January 28 be set for three PubliC Hearings ( Massachusetts Institute of Techonology, Joseph Licciardello and Daniel OILenio). Mr. Terroux seconded the motion. It ~as unanimously carried. Mr. Nicetta made a motion, seconded by Mr. Beoglin and it was unanimously voted that a renewal be granted to David Rennie. The Board reviewed plans of Joseph Cyr. Mr. O'Leary made a motion to adjourn, Mr. Teroux seconded this motion. It was unanimous. Meeting adjourned at 8:30 p.m. Chairman January 28, 1957 Public Hearinss The meeting was called to order at 8:00 p. m. by the Chairm-~. Members present, Ralph Finck, Chairman, Nicholas Nicetta, Alfred B oeglin, Secretary and Associate Member O.~.Learv and Kenneth Terroux who aDn~ared in the middle of the .$i~st PLearing. and Henry Lund. Mr. O'Leary was desmgna~ed to si~ in the absence of ~-moer '~erroux. Mr. Chairman read the public notice to all present that was published in the Evening- Tribune. Mr. GeorEe N. Hurd, Jr., 189 Carman Avenue, Milton speaking in behalfof Massachusetts Institu~e~8f Technology (petitioner) took the floor. Also accompanying him on this mission were: Mr. Charles Cahalane, Contract Negotiater f~m the Lincoln Laberatory, Dr. Paur Northrup, Engineer in charge of the proposed project and Mr. John Paddle~ord also of Lincoln Laboratory who is the Construction Engineer. Mr.. Hurd-'explained that Lincoln Laboratory is a division of M.I.T. of sponsored research involving radar and electronic research. The purpose of this Hearing was that M.I,T. seeks permission from the Board of Appeals to erect, construct and maintain certain radar towe=s on a tract of land in North Andover owned by John C. Farnum. The tract of land cosprises fifty-eight acres more or less on Boston Hill and the Institube proposes to erect certain radar towmrs for radar and elec- tronics research and expermi~al purposes at or near the crest of Boston Hill. 144 M.I.T. has undertaken under contract this project for the United State~ Air Force. Mr. Hurd explained that the Institute will lease Mr. Farnums land for six years with an option to renew for another six years. He explained that Boston HiLl suited all the qn~lifications for this project. They wish to construct one radar antenna supoort tower concrete construction 84 feet in height surmounted by a 16 foot d~iving mechanism upon which will rest a antenna, 120 feet wide and 30 feet in height, which in turn will be wurmounted by an ~Ff antenna 2 feet in height. The total height of the structure from the groubd to the top of the IFF antenna will be 132 feet. Plus one 40 foot radar tower surmounted by a 26 foot ~adome. The combin&d height of the tower and radome comprises 66 feet. Also one 60 foot parabolic reflector mounted on a 61 pedestsl. The total height of the structure being 66 feet. The generators~'and related equipment required to operate the two smaller towers will be housed in two prefabricated buildings, each of which will have a floor area seventy feet by ~0 feet, totalling 5600 square feet. He pointed out that there was no office or studio connedtedwith this project. All ployees will work an 8 to 5 shift. As to television, the applicant is under jurisdic- tion of the F.O.C.. They are contemplating to run a road from Boston Street, and circle in to the proposed installation. Approximately 12 people will work on this project with no residential dwelling being buil~. Plans were shown with pictures of the proposed project. Attorney Terra~ano appeared before the Board, and asked Mr. Hurd several questions as to the locale of the proposed project, how many acres wot~ld it utilize at which Mr. Hurd replied aporoximately 8~. Mr. Terrazono also questioned how entrance would be gained. Mr. Hurd replied from Boston Hill Road by the'Chinchilla Farm. Mr. Hurd stated that the crest of Boston Hill would be enclosed by a chain-link fence for security purposes. Mr. Terrazano was representing Mr. Simon on this matt~. Dr. Northrup took the floor and in answer to Mr. Terrazanots queries replied, that their plans were very simply secured by a fence 6 to 10 acres. We would have nothing to do with what adjacent property owners did. Mr. Terrazano stated he had no objection to th~ petiti°n, if it was espO~aed by the United S%tes Government. Mr. Nicetta moved that the petition be taken under advisement, Mr. Lund seconded this motion. It was unanimously voted. Mr. Terroux came in at this point, and Mr. LUrid left. Next on the agenda was the hearing of Daniel OILenio,1591 Osgood Street. Mr. Chairm~u read the application to all present. 1 45 Mr. O'Lenlo wishes to erect a restaurant under Section 4.44 of the zoning by-law. The petitioner stated that he is surrounded by ~udustry and business. No one appeared in opDositien on this application. Mr. Boeglin made a motion, seconded by Mr. 0~Leary to take the petition under advisement. It was unanimously voted. The third Hearing of Mr. Joseph Licciardello who wishes to erect a single-family dwelling on the premises located at lot 104 Harwood Street, N. Andover. Attorney Joseph Miragliotta represented Mr. Salvatore Paladino, an abbuttor who owns lots 105 and 106. Attorney Miragliotta stated that there is no personal objection, but because of the investment Mr. Paladino has put into his house,it would depreciate his property greatly. He further stated, if the pe~itien were granted, the applicant~wottld be 10' from the line, smd Mr. Paladino's house is 25 to 30 feet from the adjacent line. He asked the Board to turn down this petition for that reason. It was brought out that Mr. Paladino built this house with the purpose of selling it. Mr. ~'Leary made a motion, seconded by Mr. Boeglin to take the petition under advisement. The Board un~=tmously voted o~ this. The B~ard decided that in future hearings registered mail with a return receipt be sent to the Abbuttors and the Irlanning Board. The expense is to be paid by the applicant. All abbutt~rs with 300 feet must be notified. A letter will be written to Mr. John F. Erwin, 1600 Wsgood Street, (Western Electric) asking if he has any objection to the petition of Daniel O~Leanio. The meeting adjourned at 9530 P. M.
