The re~ul,~.r monthly meat~n~ ~ f the Board of Appeals was held on
Monday~, ~ove~ber 10 at the Fire Barfl. ~iembers present and voting
were: Daniel T. 0,~eary, ~airnan, Kenneth Terroux, Secretary,
Donald F. Smith, Robert J. Burke and William Morton, Associate
Member.. Mr. Morton was apoointed by the ~ai~an to sit in plac8
of i~, LUnd, regular m~o~r ,,~ho was

v~r~ance t0 build a house a~ l~ Beverly Street. ~. Mar!~o appeared
for himself. ~'~r. Merino stated he o~ned the land since December

~s. David $tott of Robinson Court asked if a retaining wall would 0e
built inasmuch aa the land will ae h~gher than hers and water will
run on to her land. The oo~rm ~tated they had noth~n~ to say on
th~s out ~t would be a matter for her and l~r. Marino to settle.
i,~r. Smith moved to ta~:e the ,matter under advisement. Mr.. Burke
sec,~nded the ~ot~on. Un~nimous vote.
2nd hearing. The appi~c~t~on of i~lr. Louis i,~inicucci, ztty Donald
Cre~g ap~',~,ared for the petitioned. He stated P~r. Minicucci would
lfke to build a 70 foot h~u~e on the lot :out wou£d need a variance
on the si~e line requirements.
~rs. John Cushfn~ st~ted she was o0jecting becau~e she felt water
would come on to her land that she has trouble with water comtn~
of the other side of her house now.
Mr. 8urke moved to take the matter under advisement. Mr. Smith
seconded the motion.. Unanimous vote.
3rd hear~ny. R~ta and Joseph Leda petitioned for a side ±ine var~nce
to build a house at 231%~rnpike Street. Mr. Leda stated they would
like a w~riance of two feet on each s~de mak~nF the side l~ne re-
quirements 10 feet instead of the necessary 12' feet.
~r. Smith asked if there were a deed and Mr, Leda presented same to
the ~oard.
There ~ere no oojectors present.
~r. Burke moved to t.~ke the ~,~attar under advisement.

Tho ~airma:o called for a five minute recess at 8:10 PM.
Mr. Lund sat in pl:~ce of f~ir. l~iorton for the next hearing.
~;th hearin~. The appl~c:~ti~n of Irving 8ell, 75 Hood Road, T~ws-
bury, a~d the ~irport Cor~iss~on for a special permit for the
erection of a motel at the a~rport. ~tty BaciMalupo acted as
counsel for idr. Bell. He pointed out to the.Board that a motel
was needed ~n the area and t~,is was a good location for same ~nasmuch
as ~t is away from homes, amd that it would be a good revenue for
the Town as the buildings would cost between ~0,000 and ~O00,O00.
John O'Malley, executive director of the Greater La~rence Committee
for Industrial Development, Roland Siskand, resident and t~x payer
of North ~nd~ver and Chairman of the Greater Lawrence Committee for
T~ustr~al Development, Paul Greeley executive d~rector of the
Greater Lawrence Chamber of Commerce and atty. andrew ~affrey all
spoke stating they thought the motel ~ould be an ~sset to the Town
a~d also ~o~nted out the need for a motel in the area. They stated
it would promote ~noce business a~d ~ork in the Greater Lawrence area.
Franc~s K~tteredge of North andover spoke as a tax payer and said he
felt the Town needed a motel and th~s loc~t~on would be a good one.
He sti~ted he felt t~e motel would help tae tax situation and felt the
Board sho~l~ make certain restrictions on same.
atty. Ralph Ffnck, Chairman of the Board of S~ectmen, stated he was
op~osed to the granting of the permit as the ~irport Commission has
not co-operated ~ith the Town in the past. He stated the motel
sho'~ild built on private property.
Edward Phelan,' Assessor, asked if in the future the Airport should
take over the motel it would be taxfree. He pointed cut this is
a Point to carefully con~iaer.
atty. ~acigalupo stated as far as he ~new tae Airport is only leasing
the land and taxes woul~ be paid by Mr. Bell.
Atty. Micheal Stella, 103 Puynam Road stated he felt this should be
put off until the new paratraph is ~nserted in the By Laws regarding
mo~el~.
~nd~e~ CoI'I'in aszed to be recorSed as objecting to the motel.
Edmund Dixon, Dr. Huratio Rogers, Daniel O~enio and Bert Muller all
stated they were in favor of the motel in this area.
George Rae,.671 Chestnut Street said he was in favor of a motel but
though the permit should go to the first applicant.
Franc~es Driscoll stated if the land were reverted back to the Town
the Town could build a motel on same.
~tty. Charles Trombly spoke as a tax payer and'stated he felt the
motel should have restrict~ons placed on it. He also stated he felt
the dec~sion should be held off until the By Law conditions are set
Edward Mallory of Cotuft Street as to be recorded as favoring ~the
motel but wanting action to be held off until after the new By Law.
~r. Smith asked ~f the lease had been executed and was informed that
it was not in the process of being drawn up.
Atty. Caffrey stated the CAA was in favor of a motel being located
in this area.
Mr. Burke moved to ~ake the matter under advisement. Mr. Terroux
seconded the matter.
Unanimous vote.
The meeting adjourned at 10:!$9 PM.
